Replace the Crushing Impact: Dam/End with Dam/End/Rech, drop the Nuceloi and replace them with damage procs. The -rech proc in Chilling Embrace is a waste of a slot. You can drop Assault. Give Hibernate more slots. Drop Footstomp. Pick up Taunt. See if you can fit in SJ. You might want to switch out Energy Mastery for Earth Mastery (even after the I14 nerfs to melee AT ranged damage, Fossilize still hits really hard).
You're capped on 5% recharge bonuses. You'll want to focus more on +damage and +HP than recharge. Get your accolades. If you can get up to around 2500+ HP beofre Hoarfrost, you should be doing well. -
You want Leviathan Mastery. And Phase, and you can probably get away with dropping Leadership. And Taunt. Drop RotP.

Thanks, I went with Ice/SS Tank... thankfully it only took me a few hours to get to 40, so shouldn't be a problem changing builds.
When you say offensive toggles will drop, does it occur oftem now that tanks get mezzed? I pvp'd pre-I13, and I'm trying to get back into it. I never saw a tank get mezzed back then.

There's no mez protection, only mez resistance. So when you get hit by a mez (which will happen on a non-defense-based build) your offensive toggles (Cloak of Fear, Oppressive Gloom, Death Shroud, in your case) will detoggle and you'll be un-held a second or two later. And by the time you toggle them back on, you'll be mezzed again.
In the case of Ice Armor I think only Icicles and Chilling Embrace get detoggled. -

It's a lot of defense, which is useful for setting up those tough-to-get AS's, and the recharge isn't terribly long.

If the attack misses you aren't suppressed. If that's not true then it's bugged (Castle said only being hit should trigger suppression).

I wouldn't say it's useless, but Shadow Meld is a pretty awesome power for a Stalker and that gives you Dark Blast, which does half the damage of Spirit Shark for 1/3 the animation time.

WP gets KB protection. You can't perma Elude (or any tier 9 except Eclipse). Stalkers don't get a higher perception cap but SR, Nin (I think), and WP have +perception in-set so it's easier to hit that perception cap solo. Only ATs with higher than normal perception caps are the VEATs (and they have higher than normal but not quite Stalker-level stealth caps as well).

I find it strange that Elec/ would be a good PvP primary - it seems to me like it lacks a "heavy hitter" to follow up your AS with (it has Thunder Strike but since that's an AoE it's not a guaranteed crit from Hide/placate).

Earthquake is not garbage, but a situationally useful power. You'll get far more mileage out of it than Stalagmites. -

I did a little testing on PvP IO drops and found some behavior that I think is slightly broken. This was all testing in the Arena, so it may work differently in zones. Recipes always drop at the level of the target. Under the right conditions, they appear to drop around 1-2% of the time. If you aren't seeing that, read on.
1) I believe you can only get a PvP IO from a char close to or above your level. I got about 1500 kills by a level 50 on level 33 and level 10 targets, but no recipes. A level 12 char did get a recipe from a level 10 char, and a level 33 char did get a recipe from a level 50 char. I'm guessing it's the same cutoff as normal recipes, so you won't get one from a char 3 levels or more below you. Due to my sample size, I'm fairly certain this is true.
2) The 10 minute timer may start even if you don't get a recipe due to the reason above. I had about 1000 kills where a level 50 char was defeating a level 50 and 2 level 10 targets. The level 10 chars were defeated 2 to 3 times as often as the 50. I got a single recipe from the 50. I suspect the reward code path checks to see if I should get a PvP IO, starts the timer if yes, then checks to determine the level of the IO. In my 1000 kills I may have gotten 10 recipes that were denied due to level, but 100 minutes of "No recipe for joo!" that prevented me from getting anything from the level 50 defeats. I'm less certain about this due to the very small sample size of level 50 defeats.
Both of these may explain the low number of recipes people have reported. If observation 1 above applies to zones, I'd say it's a bug. Everyone is set to the same level. Granted there will still be significant differences due to the number of slots, the intent is that most everyone is around the same power level. Observation 2 could cause big problems in zone PvP if true. If you take a 50 to Siren's Call, there may be very few targets that can possibly drop a recipe for you. And there may be a lot of targets who can PREVENT you from getting a recipe for 10 minutes!
So can anyone confirm or deny these in zone PvP? Has anyone on a level 50 earned a PvP recipe below 48?

Number one is correct, at least, I can confirm this. The code for these drops (and any PvP reward) is the same as the normal mob - the target must be within a certain level of you to get a chance at a recipe, and within a certain level of you to get the inf/prestige/salvage/inspiration drops. -
You have Stalagmites and Ice Storm but not Earthquake and Quicksand?

if you want any type of therm corr go rad. I have a Rad/therm corr on pinnacle that will take down any regen. with dominators in pvp...I tend to stay away for they do decent damage but dont have the HPs or staying power vs. a scrapper/tank/brute/stalker/blaster.

Well, baddo? Like I mentioned a dom has decent damage, but if you have spent any time in i13-i14 PvP you'll notice that doms can't hold their own against any half built toon. I honestly can say that any dom would get owned by my scrapper.

I guarantee I've PvP'd more in I13 and I14 than you have. You're still wrong. I don't know what kind of crappy Doms you're fighting, but Doms are one of the top PvP ATs for a reason.
