I've made an Ice/SS tank build to try out in PVP, and looking for any advice in slotting and powers. Here's the build I've made up. Defense is a bit on the low side for my tastes, and I'm not sure which powers I should slot at level 47 and the level 50 that would help in RV PvP.

I'm trying to keep the cost, other than the LoTG, numina, and miracle, low. I may even take out the LoTG's I have slotted and substitute it for something else.

Replace the Crushing Impact: Dam/End with Dam/End/Rech, drop the Nuceloi and replace them with damage procs. The -rech proc in Chilling Embrace is a waste of a slot. You can drop Assault. Give Hibernate more slots. Drop Footstomp. Pick up Taunt. See if you can fit in SJ. You might want to switch out Energy Mastery for Earth Mastery (even after the I14 nerfs to melee AT ranged damage, Fossilize still hits really hard).

You're capped on 5% recharge bonuses. You'll want to focus more on +damage and +HP than recharge. Get your accolades. If you can get up to around 2500+ HP beofre Hoarfrost, you should be doing well.

Here's try two on my Ice/SS tank. I'm not sure what power to take at level 49 though, but I used all my other slots elsewhere. Whatever I take, I wouldn't be able to add any slots to it. I have HP over 2500 without hoarfrost and damage bonus at 18% without any type of buildup. If I take assult at level 49, it comes close to 30%. There's also a +32% to Accuracy. I had to sacrifice a 5% recharge in order to raise my HP, and added punch in for an extra attack, and slotted Mako's for the extra damage boost the set gives. Let me know what you all think, and if I should tweek it some more.

drop your secondary attacks (keep KO blow, rage and jab as you cant get rid of that) and take flurry, kick, boxing and jump kick this will give you so much more damage its not even funny

I'd say drop Punch and shuffle some powers around to pick up Laser Beam Eyes (if you stick with Energy Mastery, otherwise use Stone Mastery - Fossilize is very good now). You don't really need Conserve Power. You might take Super Speed at 49.

Conserve Power is why I was taking energy in the first place. It would give me a minute and a half where I wouldn't have to worry about losing end, even with a rage drop. I took punch to have the extra attack to make up for less recharge, and if I drop it, would want to place another attack in it's place.

If the build doesn't suck that much end, I could probably drop energy, and pick up stone.

You want more ranged attacks, not melee. That's why I suggested dropping Punch and grabbing LBE (or going to stone for Stone Prison and Fossilize).

You shouldn't have to worry about losing end too much on an Ice, since Energy Absorption gives you end and is autohit. Otherwise you can just bring a few blues.

Well, I redid him again ... I did look at the damage potential of kick, punch, jump kick, and flurry. They are quite impressive when enabled for PvP with about an average of 200 damage unenhanced. I may try just taking those powers in an alternate build. For now, I have him set up for melee and ranged combat. I'm still stuck for a level 49 power, even after changing powers around, and taking stone mastery. Just out of curiosity, what does taunt do in a PvP environment?

I was testing taunt against a SG mate and he had to come into melee to activate Impale. Does that answer your question?

Just a lil note, earth mastery on a tank in pvp is great...i have both stone prison and fossilize on my SD/SS pvp tank and it works wonders. Mac gave you very sound advice about revamping the build.
