Domination doesn't affect the mag of mezzes (as mag is meaningless in PvP now) though it does cause mezzes to be unresisted while it's active, so your 8-second hold will actually hold something for 8 seconds. Still gives KB protection, still gives repel protection, gives status resistance so you're slightly better-off than most other squishies.

While it's true that the target cap has always been five, that's somewhat misleading for a power that does a hit roll for every tick of damage. The target cap may have been five before the change, but each tick had a chance to hit a different mob, meaning you would often do damage to many more than five targets (assuming you were able to leverage the power effectively). With the current version of Burn, the DoT still does hit rolls for each tick, but they're slower and most of the damage is frontloaded in the initial attack, which only hits five targets, hence Burn doing less damage when used in the same scenario. -
I like how je_saist says it's useless for DPS and then goes into a long rant about DPA when the two aren't the same at all.

The only reason left to not proliferate Sonic to Masterminds is that they already have Thermal, which is better in almost every way.

Stalker WP is the only version without RttC. Regarding hero Stalkers - I've found most of them to be really really bad so it doesn't surprise me that there are some running around without extra stealth.

You should probably calm down a bit, as reading Psy's post implies to me that he's talking about the sort of PvP where one tries to get as many kills as possible (or contribute to getting kills) without dying. Since you're actively trying to avoid death, you're actively trying to deny your opponent the reward they're after.
Now, using your own logic, denying rewards to another player is being a jerk, so the "proper" thing to do in a PvP scenario is to stand still and die while the other player attacks you so they get a chance at a drop.
If you think going after the easier kills, especially when there are drops tied to those kills, is "being a jerk," I'm not sure what to tell you. -

Statistically, you're going to make more inf on average from random rolls than you are purchasing most recipes outright (at least that was the case recently, not sure if price fluctuations have changed that).

If you think the 5-a-day limit on tips is bad, you should've seen the incarnation of tips during beta. 90-minute cooldown on tip drops. Regardless, slowing you down is their intention because they didn't want people switching too quickly or without a bit of effort. -
It seems plausible, in which case it's a rather unfortunate bug. Perhaps if someone other than je_saist files bug reports it will get fixed, because for some reason I can't see anyone in a position of power listening to him.

Okay. It looks like I'm going to have shut down some more ugly green things under a bridge.
Here's the fact: I've taken, at this point, 2 empath / rads, an ice / sonic with a stone / bubbly, and a dark / fire tank with a dark / energy melee tank, to level 50 under the level pacting system.
I know, for a fact, that when one of these avatars was gaining double exp through patrol exp, and the other was offline or not on the same team mission, as well as on the team, they were getting flat exp amount, not the boosted patrol exp. I've filed various bug reports on these differences to the devs including screenshots and total exp numbers.
If the system has been patched so that Patrol Exp is now awarded to the level pact, fine. I don't particularly care. There's been nothing in the patch notes to suggest the problem has been addressed.
Basically, here's the thing. I know what I'm talking about, and I'm getting tired of some two-bit jerks thinking they know better than me.
You don't.
Get over it.
1. That's not how it's supposed to work, and
2. When was the last time you were ever right?
Solution: do your research and stop pretending like you know everything, because it makes it even worse when you actually don't. -
Cold will do it better, though it's difficult to produce meaningful levels of movement slow anymore.

All Stalker powers will crit from hide (single-target 100% chance, AoE 50% chance). For some reason someone forgot to build the crit flags into the power definitions when they copy-pasted from the Scrapper powers, which is also the same reason you have silly things like Scrappers not being able to crit with Stalker epics because they're flagged to only crit while hidden (and show me a Scrapper with Hide), and Defenders getting Scourge with Corruptor epics.

Burn works with FE, though I have largely stopped using Burn since they changed it due to it doing less damage to less targets.

Elec is tons better than Energy since it's actually got AoE and Lightning Rod doesn't drop hide.

It doesn't get nerfed or anything but the debuffs aren't unresisted, most players will be able to see you before you're even in range to use it, and it will suppress your movement longer than your target's so they might just cruise out of range while you're still slowed.
Shatter and Shatter Armor are nice because proc'd-out Shatter's like a nice little mini AS from hide, and Shatter Armor does a ton of damage and good -res. -
You're also going to want a stealth IO in there somewhere. Probably swap out Surveillance for Shatter as well, as you really don't want to be skipping that and Surveillance isn't all that great a debuff anyways.
