Positron's i13 letter: We are trying to make PvP more accessible to new players, while giving experienced PvP'ers the advantage that comes with formulating tactics around the new systems we're putting in place. PvP from now on will be on our priority list. If something isn't working out, we'll be in there tweaking it and making it work, for the entire future of the product, not just Issue 13.
I've tried... perc io + tactics + heightened senses and pop a yellow and you can see a capped stalker at 10 feet. This is generally useless.

i was woundering about will power and its perception of stalkers. will power can see stalkers at 10 feet without tactics and other powers that give increased perception. is this working as intended or is it a bug?

I kill other stalkers all the time on my Spines/WP Stalker, but it takes a bit more than just Heightened Senses
Unfortunately the Stalker version of Tactics is trash in regards to +percep (wtf only 230 feet) so you can't percep-cap a Stalker while solo unless you take one of the terribad hero APPs and get FA or Targeting Drone as well. Of course, that's a huge waste of endurance and a power pool just to see something that you'd only catch from 10 feet anyways. You might be able to throw the base buff in and hit the percep cap (base buff is 100 feet, like the IO) but I'm not sure.

the one bright side here is that enemy stalkers have the same issues seeing you if your at max stealth.
Currently the only AT that can see stalkers to any degree are VEATs, which I am actually fine with them having given some of the issues VEATs face in pvp. I have no idea if EAT's have a similar perception cap( granted it would be tougher for them to get to it, although Warshades would be a better test for this than PB's)
my stalker has stealth and the io and it can be seen by a will power scrapper without rttc on at ten feet(the scrapper has only its inherant perception). there is also a will power stalker that can see me up close with just its inherant from hightend senses as well.
Because that WP Scrapper will have RTTC, which is an auto-hit debuff aura. That means your stealth IO and stealth from the concealment pool are being suppressed, leaving you at the base 500 -perception from Hide. Any sort of perception (like Heightened Senses) will see you then.

One other thing, took my old em/nij stalker into RV the other day to see the state of the "new" pvp and could see some stalkers on the Hero side just fine with tactics on (a left over experiment that I would not recommend to anyone... )
Stalker WP is the only version without RttC. Regarding hero Stalkers - I've found most of them to be really really bad so it doesn't surprise me that there are some running around without extra stealth.
