This would leave Scrappers. I didn't take statistics as an A-Level, so do correct me on this if I'm wrong, but exactly one melee archetype out of a potential six melee archetypes being largely team obsolete does not, in fact, make melee as a whole obsolete.
This would in fact make the obsolete class itself the exception. -

All powers could start off at level one costing say, 5% of their eventual total endurance cost, with 5% being added every level until 20 when they're full price.

The whole world is a little bit out of whack I think. In order to be of an 'average' eye to eye height with contacts and human enemies my hero is around six and a half feet tall. I can't use my real life, statistically average height of 5'9, because I'll be a midget.
Then the cars are too small. But in Paragon City, holy [censored], they have space to spare because they love wasting it. I can say with confidence that the many eight foot tall behemoths I've created have never even seen a ceiling, and appreciate a city that makes sure every single door is well over eight feet tall and probably five wide. The mighty Lord Khorak, practically a Giant Monster unto himself, can march with confident arrogance through any door he encounters. -

The words don't really match up to the reality. Every faction has its advantages, but don't have extra XP attached to them. I've got melee toons who mash the Freaks with hilarious, contemptible ease, but take a kicking from Tsoo. My blasters turn Tsoo inside out and turned into a greasy smear by the Freaks.
They're the same as every other normal XP faction, they're not a wide ranging "Haha, F U!" faction of doom justifying extra XP from them. -
The Freakshow really aren't so much more dangerous as to warrant giving extra XP. I'd support them being adjusted to normal XP levels as a balance tweak more than as a farming fix.

Recluse is an Incarnate of Tartarus, which is essentially Hell. There's no threat there, Recluse would simply use such leverage right away, he's just pointing out she's dead and burning.

This is nothing less than adding choice. I fail to see how anyone can get angry about it. Absolutely nothing has been taken away, but a new choice has been added.

I just started an Axe brute. I had a level 41 Axe/WP tank but I wanted to do some smashing so I squished him and went for the Brute. To be honest, I think you need Quick Recovery AND Stamina simply to stand much of a chance with the Axe primary. Or at least other endurance helpers like Energy Drain or Power Sink. He simply didn't run out of endurance until he got Focussed Accuracy.
With an End intensive secondary like SR that doesn't do you any favours, it's going to be a horribly painful ride until you've got enough inf to do some seriously hardcore slotting. -

Can you save a costume setup currently? If not, that would be useful. I've got three Khoraks at the moment and I'm constantly trying out new powersets/archetypes (yay weapons!) and such to make even more of him. It would be less of a pain in the anal cavity to be able to have 'Khorak' saved in the dropdown list of costumes.
Or even if I have an inspired costume that doesn't work with the character I'm currently creating, I can save it for later.
Oh and, why the hell is there no Monsterous Fur option in Tights? Oh, obviously it's reasonable that a reptilian lower half isn't some kind of offensive even with a complete lack of any genitalia, but having an entirely unnatural degree of werewolfy hairiness on your lower half despite a continued lack of any twig and giggleberries, well that's just not on. If such is the reasoning, it would make my life easier if the relevant decision maker grew a pair. It's right there on the monsterous legs option, but I don't freaking want monsterous legs.
