Well, you could choose to skip the tutorial and start in Rogues Isles.
It sounds more like the OP didn't apply his serial code from Going Rogue correctly, or made a brand new account by mistake. Or is just plain confused, possibly by the new tutorial. Hopefully he replies again and clarifies exactly where the problem is. -

My Shield/War Mace tanker. I started to toon mostly for concept. Shield Defense starts out kinda weak. There's just barely enough defense to soft cap SD at high levels, so before SOs it's still really quite vulnerable compared to something like Invulnerability.
Then SOs make a big difference, and IOs make an even bigger one. Now the sturdiness is great, War Mace provides self buffs, soft controls and AoE which mesh well with Shield Defense's self buffs and AoE. It's a very decent combo.
I'd include my Fortunata too, but that wasn't really a surprise, I was gung-ho on that character from the beginning. -

The old GC and DA were previously accessible by Rogues, but not any more. Which is the issue.

TPN is easier once you figure out how it goes, and can organize a small krew to clobber seers while the rest of the league beats up technicians. Until you can do that, it's a disaster.
BAF should be pretty easy. If everyone was dying and quitting, then you had a newbie league. It was either all unshifted or +1 like you, or all new folks who didn't know anything about it. An normal league with a bunch of +2 and +3 should be able to carry a similar number of new folks (Barrier for the win), but if you don't have enough shifted folks it is much more difficult.
Keep plugging away at those, is what I'm saying. Eventually, more folks will learn them, you'll get more shifts, and the trials will get easier. -

To me, "logically" it does make sense. Comic book logic, anyway. If it's just an "echo," why can't Rogues and Villains visit? It really doesn't seem like an issue to me, from any story or RP perspective. (I'm sure there's still technical hurdles...)
But anyway, yes, soon-ish, I hope the devs put some effort into doing this. -

Also, I'm not an expert on SS/WP brutes, but I don't see any issues with the way you've slotted yours. It seems a reasonable plan.

That *is* a rule and one they do enforce for everybody, VIP and F2P alike. No worries, you just didn't know about it. I'm sure no one will object to getting build advice here, the rules aren't like that.

While I'm thinking about it, the Search window and the LFG should be integrated better. We can set a "looking for Trial flag" in our Search window. Why not add a player to the LFG queue automatically? Ditto for TF/SFs. And the "looking for any" flag should likewise put you in the LFG for anything.
(Actually, I'm wondering if the "looking for ..." flags in the search window are obsolete now, but that's another discussion.)
Finally, when the 2nd request above is implemented ("make LFG work for teams") the rest of the flags in the Search window ("looking for missions", "looking for patrol", etc.) should add you in the LFG queue for teams.
Going the other way, if I'm in the LFG queue for X, then X should appear as my flag in the search window.
(We've been asking for the ability to find the number of players in the LFG queue, and see who is waiting for what. Could this capability be added to the Search window? Hmm... maybe...) -

I've using the Roman outfit with the Spartan shield and flanged mace as my time travel look for a while now.
If you can add maces as acceptable along with swords, I'll try to show up. -

This does sound like fun, especially the "die as many times as possible" part. Who wants to start getting a team together for that ITF?

Yeah the invention license is $2 per month AFAIK. That'll reactivate all your IOs you have slotted, and allow you to visit the University to make more. You *won't* have Auction House access still--that's another $2 per month.
However those are probably the main ones as far as your personal situation is concerned. And you can play a lot of stuff for $4 per month.
Also, don't forget that you have two builds now (visit a trainer to switch to your 2nd build). You could SO out the 2nd build and be fine with just that, if you really don't want to pay. You won't be as awesome as all the IOs, but you won't suck either. -
