Ya, my Dom with Hurdle / Combat Jumping could do this just fine. Even if I did get hit, it was never significant.

Currently:

Now, before the uproar starts, I have to say that unless we find a satisfactory solution for the last item on the list, these IO's have a high probability of being cut before reaching the live servers. Even if that problem is solved, it is still unlikely that you will be able to slot all 4 versions in a single character -- either that, or the stealth aspect will be reduced greatly.

The simplest suggestion I can think of, that would require very little real work, would be to hand out to everyone a new inherent power, called "LookAtMe" (well, something cool), that was a zero endurance burning toggle that suppressed self-stealth. Basically, the presumption is that you should always be able to suppress your own stealth, by just jumping up and down and waving your arms, if necessary. Players that had passive stealth could toggle this during escort missions that required visibility, and temporarily suppress their own stealth.
Seems to cost nothing but a free give-away toggle power, and it doesn't alter mobs, affect other teammates, alter the mechanics of stealth, or modify the mechanics of the invention IOs.

They definitely shouldn't stack IMO. I would really hate to see them removed tho. Wonders how easy it would be to give escortables +Perception to see through one level of stealth; or give em a -Stealth aura.

Ya, only have an Ice Dominator, but both Skiffs and Freedom Corps Flying things dropped with Frostbite. I double checked it on Test just a few mins before I posted.

You sure about that? The Dominator version has -Fly. All Dom/Controller ST and AoE Immobs should have -Fly (with Fire just now being updated on Test).

I believe this is because my tests don't factor in the activation time of the powers. Prima would seem to be correct on this.
New BIs:
Sleet: 1.67
Ice Storm: 7.78
Blizzard: 33.3
Each will only reach ~95% of the total. -

I don't think Sleet can Scourge.
Rains do 75 ticks, not 65. Also, it's a combo Cold / Lethal dmg; there is no Smashing component.
All the -Rech testing I've done indicates that the Prima numbers are off by off by 25%. i.e. Snow Storm is -40% not -50%.
Don't forget the -end (~30) on HL.

Chilling Embrace (4/5): I power I learned to love on my Ice Tank. Chilling Embrace is a toggle that slows and debuffs (-dam) all enemies with a decent radius. Its good out of the box, but turns awesome when you boost it (mobs running toward you/away VERY slowly :-). Its also much easier on end than hot feet (by a magnitude of 10 if hero planner is to be believed). Slot with an end redux and then some slows if you've the slots.

As mentioned we don't get the -Dmg but we do have a higher -Recharge than Tanks and Blasters.
Also, to clarify the END costs. Hot Feet costs 2.08 every 2 seconds while CE is .13 every .5. In EPS terms, it comes out as follows:
Hot Feet: 1.04
Chilling Embrace: .26
Still a significant difference, but it's not that bad. -
