I'm a regular player, and I'm getting a benefit - albeit mainly on the characters I play less often.

Extending Hess would just exacerbate the "go into council cave. kick fascist bottom. rinse. repeat." effect associated with doing the late-20s TFs close together.
Posi could do with being trimmed, but on a small team I wouldn't even say it was long - I'm not exactly the hardest-core CoH player, and I did it in 2h13 recently as part of a trio (tanker/defender/peacebringer). -

Given that it's not out yet, you can no more credibly claim that it is balanced than that it isn't.

This is interesting. Strictly, you shouldn't have posted it to the forums, but only sent it directly to NC as a bug report, as you appear to have provided a detailed description of how to carry out an exploit.

I think that once you drop Masterminds and Empathy or Force Fields Defenders from consideration, it looks a lot more even. -
You convert base/component salvage to brainstorms, and brainstorms to Invention Salvage, at an Invention Worktable.

If you were allowed to leave the base in a temporarily invalid state, then the server would have to keep track of the entire editing session, and discard everything you'd just done if you got d/c'd while the base was in an invalid state.
Far, far simpler, safer, and more robust to just forbid the base to ever be put into an invalid state. -

There is currently a glut of Invention Salvage due to people cashing in their old Base and Component Salvage. I'm sure it won't last forever. -

The predownload doesn't contain the whole patch. It contains a snapshot of a beta version of the patch, which is enough to make your patchday download only be 53MB instead of 200MB. -

And they could do something with Recluse's Victory. Instead of having Level 54 Turrets why not reduce them to Level 50. This would dramatically lower the rewards they give. Also, lower the "Elite Boss" Heavies down to Level 50 so it can prevent players from being one-shotted.

A confused player in PvP has their targeting reticule randomly redirected every time they attack, I believe.
Some powers may grant protection from Confusion, but by default a player can be Confused with a single application of a Confuse power. -

It's not breaking LoS that stops someone from following you; it's moving far enough away from them that their perception radius, minus your stealth, is less than the distance from you to them. It's conceivable that Heavies have an enormous perception radius -

No, actually, they don't. You need to learn to deal with the fact that a blaster who pops Aim and Build Up back-to-back gets an eight second window where they can defeat the DEF of... well, just about anyone, actually. In PvE it's enough to hit a Paragon Protector through Moment of Glory. -

The nature of being a Defender is to buff or heal allies or to debuff enemies.
It's worth noting that that Emp/Dark Defender will also make a pretty ropey soloist in PvE, so I don't see why you're expecting him to be any good at solo PvP.
Edited to add: Would you expect that Emp/Dark Defender to be able to survive long enough to take down one of the three +0 Freakshow Tank Smashers that had all decided his head would look better with a few sledgehammer dents in it?
