The "Electricity^3: The Guide to Blaptrolling in I8" guide from Mystic_Amethyst was very helpful in setting my toon up but I'm wondering how pertinent the information in it is these days (11 issues later).
Long John Electron (he be a robotic pirate - yeaarrgh!) dinged 35 this morning and picked up Power Sink. As the APP/PPPs approach I am wondering which would be best. I toyed with the idea of going Leviathan for thematic sake but then figured it will be between Force Mastery or Electrical Mastery.
Force will offer two panic buttons in PFF and Force of Nature along with S/L Defense shield. Electrical will offer a panic button, a third hold, an S/L/E Defense shield, and possibly a cone or PBAoE attack (I'm not sold on either yet).
Thoughts? Opinions? Snide remarks?
I have power choice questions but will wait to see if this thread picks up any momentum. I can also post of build if we'd like to pick him apart.
My personal opinion is that you should read up on all the powers and then copy yourself over to the test server and TRY them out.
In your post you stated that "Force will offer two panic buttons in PFF and Force of Nature along with S/L Defense shield" which is incorrect (I suspect what you want to say is "Defensive"). The only Heroside ancillary power pool that provides Defense is Cold Mastery and for Villains it's Mace Mastery. All the other respective Hero/Villain epics provide some sort of Resistance based shield.
Do a search for guides that explain Defense and Resistance so that you have a clearer understanding. Most people try to make build that either soft caps to defense (typically either Ranged or S/L) or make a build that involves layering the two (so that you have some Defense on top of some Resistance) for better survivability. -
My Ice/Rad Controller is currently 42 and I've chosen Ice Mastery for my Epic but I'm wondering if anyone has tried running both Arctic Air and World of Confusion?
On paper it seems like the possibility for some great synergy (perhaps with damage procs) although numerically speaking the radius of WoC is much smaller but as a /Rad I'm constantly in and out of melee range already. I'd probably go with something like this:

You'd be better off either softcapping vs Ranged (which can be tricky since alot of powers will need to be six slotted for Ranged set bonuses) or S/L (which can also be tricky but probably doable though you're gonna need to put slots in Brawl and you'll have to make choice to go villainside to get scorpion shield OR go Cold Mastery for Frozen Armor.)
This is blueprint of what you'll need roughly to get there. I chose the route of going evil for Scorpion Shield but I left all the other powers blank so you could fit them in as you see fit. Combat jumping or Stealth and you should be close to 45%

I'd use Lockdowns instead of Thunderstrikes in that build that Techno posted (Hold set - 3.75 Def to Ranged)
I decided to make you a build as well although personally I favor melee range blasting. This is a ranged build not unlike Techno's build although it is not capped for Ranged (still 39% aint too shabby) it doesnt sacrifice much in terms of functionality.
You also get PVE invis / team friendly maneuvers and tactics (and perception). I also included Zapp but did not include Short Circuit (Functionally it may be used once in a while whereas I figured you'd get more mileage from zapp). I know this can vary from NPC group-type, but I'm just looking at a general consensus. Thanks for any input you might have. -

After that I'd say Sonic Blast (Cone AoE sleep) with Shockwave (Cone AoE KB) and Ice Blast with two ranged single target holds. Electricity/Archery/AR/Rad Blast/DP all have one ranged single target mez attack. Energy Blast has one guaranteed Knock back ranged Single target attack in power push however all of the blasts have varying degrees of knockback. Fire has no forms of crowd control. -

Additionally you could look for MistressShaana's (you have to do a search for it) - you fight the Angels of Paragon. -

So I saw AceMACE's Night of 1000 Tanks promo and I had heard that the Ring (he's a good friend of mine) was in it so I decided to run it ... solo ... one semi -squishy (softcapped to S/L) blaster vs Tanker Tuesday tanks (I used to go to TT way way back in the day - my Ice/SS tank is Jet-Set maybe some of you reading this have teamed with me).
Now I had the difficult set at default so Ring is an EB and the rest of the tanks are Boss class mobs but the results should be predictable as many of these tanks are Superstrength.
(Rage VS soft capped blaster with 1400 hp - yes I know I need to do the rest of the taskforces lol). So I thought I'd share my experiences (primarily as a good laugh for those of you know me know that I'm a goofball)
Anyways on to the results:
Me vs AceMACE
You guessed it - completely forgot he was Fire tanker and thus had RoTP which totally caught me off guard he used it and then I got stunned and then got clobbered. After using Powersink to drain Ace's Endurance I got lax lol.
And here's a shot of Bert the Viking, Kiloton, Anonymouse (sp) and U-Mann.
They are responsible for faceplant #2. So then I decided I'll just take the Ring and Pep Rally (who had spawned with him) and while I could take out Pep - I ran out of skittles fighting the Ring...
Living up to my namesake lol. I did not get to fight Myr or Dinah when solo.. but I did go back when I assembled a team (Big TY to Myr,Synch,MS, Skolia, Starfire and Misstress btw) and we fought and beat the tanks but then I got blapperlock and totally ignored the breakable until it was too late lol.
For those of you who havent tried AceMACEs AE I suggest you do - it's fun / challenging and you learn about Tanker Tuesday. -

For my Electric / Electric Blaster I focused on trying to increase survivability thus my primary focus was defense since I primarly play in melee range ("blapper"). I looked at what powers and sets I needed to acheive that - so I took the Mace Master Patron pool (after going villain) and purchased sets that would increase my defense to Smash/Lethal and Energy. You may have a different goals based on your playstyle for example - if you're more of a ranged blaster but not afraid to go into melee range than you could opt to go for a build with mid to high Ranged Defense. -

Mystic_Amethyst's guide is one of the most comprehensive guides for Electric/Electric/X Blasters. The guide is a older and certainly will not reference things like Issue 18 (Going Rogue) but it will provide the reader with a good understanding of the ins/outs of the sets.
I could post up a build but it wont apply to you if we have different tactics. (IE I play my Electric/Electric/Mace Blaster in melee range but you may be a hovering ranged type of blaster that only uses melee attacks when critters get close to you). -

Kinetic Combats are certainly expensive market wise but NOT expensive using Hero or Villain Merits (just remember to move the slider down to 35)

I made a Traps/Dark simply for TT. You may want to hop onto Test server if you have respec available and try your provoke idea. -

I have Irradiate on my hover blasting thermal corruptor it works fine airborne. I do not like the animation time for Electron Haze (which may be the answer to Nalrok's question).
Here's a sample non - PvP IO'd build nor a purple build (not everyone in CoH is a billionaire - I'm certainly not). The most expensive IO's are the mako's (which currently arent TOO bad certainly not as expensive as the Kinetic Combat). You can bypass Went's and just do tip missions to get the LoTG. I purposefully left slots open where you can put in whatever you wish and this build is just to give you an idea of how things would look since Mid's aint working.
Defensively this toon is at 41% Ranged with Weave / Hover / Stealth running. Click Power Boost and he's at 48 % ranged.

What are your goals exactly (meaning you want to build for more Defense/Recharge/Damage/etc?). Do you solo or team more (a little bit of both)? What is your Epic/Patron pool? What are your travel powers? What is your playstyle?
Answering all those questions will help you look at what path you wish to pursue and the sets necessary to achieve those goals.
I posted my live build of Deadboy, my namesake blaster. He's an electric/electric/mace blaster who primarily fights in melee range and thus soft-capped (defense) to Smash/Lethal with a decent amount of defense to Energy. Although I am electrical blast primary you could substitute Fire Blast taking Fireblast/Blaze/FireBreath/Fireball/Inferno instead of Charged/LBolt/Tesla Cage/Ball Lightning/Thunderous and use corresponding sets.

Missions: Sometimes the locations of objectives seem very vague at best, not sure if i need to be in the underground or up top when I accept some of them and often don't have a marker or anything I can identify. Mission text doesn't seem to help much and I am just wondering if I am experiencing "Blonde" moments or is this the norm?
Sometimes missions can be like that - click the expanded description if that doesnt help then type /hc "message". Your message will be displayed in the help channel for whatever server you're on. Most servers have a global channel. See if you can join that.
Enhancements: Seem to buy them in stacks of five. Are these splittable into smaller stacks or do I just put five into a slot and then move to the next slot for others? I recall reading somewhere on here that any more than three of any particular enhancement eventuates in diminishing returns and I don't want to waste them if possible. (again, this could be another blonde moment, not sure)
Sounds like you're buying Level 5s not 5 of something.
Mastermind: From what I have read I only get three pets at different level tiers, (got two at the moment) and was wondering why i see videos of people with like ten or more pets? Is this a third blonde experience I am having or am I yet to discover what goes on here regarding pets? (MM Necro in case anyone is wondering)
You get more pets in your primary and secondary depending upon the set as you level up.
Alliances: I am currently betraying the PDD for the Resistance and are doing missions for the resistance. Why is it that I can beat the tar out of both factions if I feel like it? I thought I would just breeze past whoever I was aligned with and that they would be friendly but both seem capable of attacking at random. Is this because i am tricking one side, (the PDD) and doing resistance missions or am I just being blonde for the fourth time?

Lastly: What a great game! Why didn't I pick this up ages ago? Blonde moment again perhaps hehe? Just hoping some of you folks may be able to help here as I have to admit that this is one damn fine game and I really want to be as competent as I can and enjoy teaming up with some of you at some point. Any help appreciated guys and a big ol' thanks in advance to anyone who can help me in my quest to become "not so blonde'.
1. Read over the player guides and also read over the Mastermind guides. This should give a good understanding of the game as well as different perspectives and playstyles. -
Personally I would either build for one defensive goal - get close to 45% in either Ranged or Smash/Lethal. Below is a build which is focused on S/L - I couldnt get DEF to ENERGY as high as yours it is close to yours but all other numbers and values are posted.
I included both Power Boost and Total Focus in the build. Power Boost is one of the main reasons to take Energy Manipulation - and it enhances not just your base Defense but also Holds/Heals/Stuns/To Hit etc. Hence the slotting on powers like Hibernate etc.
But be aware the build I posted is going to be expensive. How close is your build on live to the one you posted?

Take a peek at this - the first goal was primarily recharge to get AM up as much as possible then secondly endurance management and ranged DEF. This build does not require purple IO sets but it does require 3 sets of Basilisk (which are or can be pretty expensive).
Fair warning-on most rad builds I seldom if ever slot RAura. I wanted to take Aim but I simply couldnt see where to fit it in earlier. I'm sure I could get AM lower (maybe juggling the slot from RAura to Hover and sticking an LOTG in there). Anyways maybe this will give you some ideas.
