Ice/Energy/Cold build for i19

I've always been a bit bothered about my Ice/Energy blaster's fragileness in PvE, so with i19 coming up, I've reworked much more defence (from like zero, haha), along with the fighting pool. The level 41 IOs are because I want to exemplar down a certain amount while retaining defence (plus, the blaster is only level 40). Slots in Sprint and Rest are for Health (Numina regen/recovery and Miracle recovery) and Stamina (mix of normal IOs and Performance Shifter end and end proc).

The build doesn't make any use of Purple recipes (I have to think realistically; my other level 50s need them more, haha).

Defence values are (at level 50, using level 41 IO sets):
Smashing/Lethal = 33.1%
Fire/Cold = 15.4%
Energy/Negative = 29.2%
Psionic = 12.9%
Melee = 14.8%
Range = 34.2%
AoE = 17.9

With one small purple, I can become softcapped to Range and most forms of melee attacks (that is, if it has a Smash or Lethal component). For AoE... I'll just have to deal, haha.

Any possible improvements? Build Up and Aim may seem to have a long recharge, but I tend to find I rarely use them much anyway (I keep wanting to save them for certain enemies and then end up forgetting about them at times, haha). I tried using Total Focus, but it's just a bit too slow for my tastes (althought that was on my old build), despite being a powerful melee attack.

Personally I would either build for one defensive goal - get close to 45% in either Ranged or Smash/Lethal. Below is a build which is focused on S/L - I couldnt get DEF to ENERGY as high as yours it is close to yours but all other numbers and values are posted.
I included both Power Boost and Total Focus in the build. Power Boost is one of the main reasons to take Energy Manipulation - and it enhances not just your base Defense but also Holds/Heals/Stuns/To Hit etc. Hence the slotting on powers like Hibernate etc.

But be aware the build I posted is going to be expensive. How close is your build on live to the one you posted?
