Typically it either works or it doesn't
However some cards and drivers can be a problem depending on software, games, age ...
Ive noticed with Ultra mode my cooling system kicks in and cranks up alot more than previosly i'm using a liquid cooling system and normally its fairly quiet ..
That being said and from what ive noticed in the past with upper end video cards.. I'm thinking you may be having an overheat issue with the video card. The cpu isnt getting hot enough to shut u down and give you the beep codes/warnings ..
However if your video card heats up enough it can cause the problems your experiencing.
Hmm this is backyard mickey mouse stuff but it might work for you to test this theory, ive done it myself..
Take side cover off pc and get urself a fan you would use in summer months and aim it inside pc .. and see if you still have the problem. thats how i found out my card was overheating a few years ago and then decided on more fans or new case n cooling method's....

This actually cuts both ways. I've been playing a level 30 stalker solo at +0/x3, and it can get a little hairy trying to fight that many at once. And if I'm running a big mission with my brutes or tankers at x8, I don't really care if I aggro two or three spawns. I usually hit the aggro cap long before the fight gets dangerous.
As for the time-consuming defeat all maps, I think the devs should take the advice they give in the AE tutorial and eliminate most of the defeat-all missions in the game. Defeat-alls are not a good substitute for engaging content -- if players want to defeat all the spawns there's nothing stopping them: it shouldn't be a required mission objective.
I did an AE mish yesterday and waiting for some people to load in .. duing that time half the map spread out into the entire city lol It was a standard rectangular city map. Mobs literally spread out mingled/merged into each other throughout half the map. It was like NY City at Noon time lol.
Tank broke his grapes and couldnt keep agro half team quit and i decided to solo an arc i knew was fairly simple.
AE is also affected by this and some maps alot worse than others even try'n to pick them off 1 by 1 wouldnt have worked on this AE/Map and why bother dropping diff to -1 when you trying to grind up a lvl lol
Anyways i really hope they fix and adjust this soon -

Sometimes it is lower level mobs and soemtimes higher level mobs. Normally its only for that 1 mish then the next in the arc defaults back to your settings.
To OP i think its more than COT Boh's ive notice some odd behaviors of late and at times minions even kicking *** while a boss seems like wimp with aot of HP lol.
Also some weird umm not lag more like lightning fast mobs zipping back and forth with alot lately lol. -

Ive seen that before but usually on older games (pre-xp) installed on newer systems running vista or win 7..
Unfortunatly could be anything .. my guess is start with vid drivers. You give me the impression you have upgraded to win7, check for graphic driver updates dont use the ones from win update ..
If that doesnt work you can try right clicking the shortcut and use some options there .. like run in XX Mode ..
The latter doesnt normally help much but its worth a try untill your able to get more info to us . .

You have no idea if it was something added to the game intentionally or not - just because you didn't see it listed in the patch notes doesn't mean it wasn't added on purpose. There are MANY little additions that don't make it to patch notes - sometimes there are oversights.
You may have only noticed it in I17, but others disagree. You may think it's a bug, but others think it is a feature. This is the place to talk about what you perceive as a bug - but you really can't expect that people aren't going to discuss it if they disagree with you.
I think it's a FEATURE ... while you believe that it's silly to talk of realism when we can fly and have super powers - I believe that there are elements of realism necessary even in "fantasy" games. In WoW, mobs run off and get two or three friends - in Champions Online, they do the same. Sometimes you wipe because you attacked a solitary target that, at 1/3 health, runs away and gets his buddies and you wind up fighting 4 or 5 other mobs that come running in at full health. That is realistic - and a huge pain in the butt, but that's the way those games are set up. In my opinion making an instanced map a little more challenging by not always putting mobs in the exact same places and adding some "wandering" keeps us from becoming complacent and makes us utilize our skills and experience and maybe even stretches our usage of all our characters' powers.

As far as mobs scattering...that isn't something that just started because of I17. It's been around for several issues now and there were threads where people complained about it back then too. Honestly I'm one of those who enjoys the realism. It's generally initiated by a lot of AoE going off. Mobs try to scatter so they don't get all wiped out in a single wave of AoE. Not only that, but sometimes when they mingle with the other mobs, it can sometimes draw more aggro.
Kinda like "Hey, we're being attacked over here! Need some help!".
Ask yourself. If a group of super powered beings came up and started blasting away at you and your friends with a single attack and you just happened to be one of the ones who didn't get one shotted, would you just stand there and take whatever they threw at you next? or would you run your *** off to either A: Get away or B: Call for Back Up.
You can argue that it's a game and it ruins your fun all you want. If the couple seconds it takes you to chase a guy down and finish him off in one of the fastest paced MMOs takes up too much of your time then....*shrug* Guess you're playing the wrong game =P
Half the time the guys are dumb enough to run back to get slaughtered anyways.

I wish that were true but they would have to raise the agro cap back up on tanks to accomodate several groups lol the "wandering" is really a kind word to say they are everywhere and groups intermixing.
Raising the tanks agro cap to its prior glory would be nice though heheehe

It disconnects you for a fraction of a second. The web page pause for some people might not even be noticed but for others i can stop downloads or shut down air cards and they have to reconnect.
I never fully tracked it down to what was causing it. Since the 2 pc's this was affecting were my brothers it was just as simple to switch them over to symantic.
To OP, Norton 2009-2010 is a very good antivirus, not sure where you live but BJ's wholesale has 3 license box for a fair price. 2010 is a very low resource user and will pretty much shut off when it detects the game starting up, so it wont be a problem at all for CoH
Do not use an Norton product from 2006-2008 they were end pigs and no io on the planet could help with the stamina problem lol and MCafee is horrible a definate nono -
I have noticed that since i17 mobs now have wander lust and will travel a map quite far, this can be pretty annoying i had 3 different mobs scatter and wander into eachother the other day.
Needless to say myself and 2 others got spanked because our setting were set to take advantage of our skills and abilities. 1 giant mob of 3 groups was a little beyond our expectations after resetting .. we saw it again and again ..
On defeat all maps this is really a time sync now. Saturday i was so frustrated i logged out the contact i was running had many such maps. I dont feel i should have lower diff to -1, 1 to finish a contact or use 3 times more the play time that i used pre-i17.
Hope this is fixed soon -
Since this new system went into affect i find myself selling more things at the store and hording or making other things n saving them in bins.
I know i cant do this forver but i simply do not like and want to avoid this new system as much as possible, i used to seel all my salvage no matter the type for $7.00 i figured i was helping the economy by keeping things low and items flowing.
Now ill sell at a store before i get eye_ache from this mess. Im all for improvements but this sytem was on test im assmuing, didnt anyone say or try to talk them out of going live with it.
Not 1 SG memeber ive spoke to on 3 servers likes it. Sad because i know they wont admit it a mistake and roll it back -
I have a willpower tank and personally i have two different builds one for pvp one for pve.
On the pve build i took fighting pool, it made a very big difference, willpower is a great all around power set but on some missions, for example ITF, before i took the fighting pool they owned me lol, i respec'd and took fighting and built up some IO sets for defense.
It Helped a great deal, i am now almost godlike on ITF, so get fighting pool for total tanking play, you can also choose 1 or 2 epics if needed, skip the rez u wont need it.
Oh btw I also noticed on RTtC i slotted 3 health 3 acc debuff you can use IO sets here to mix n match if you want, i noticed in pve the debuffs help alot. Have a freind who 6 slotted with debuffs and he says its better but im not quite won over on that yet.
PVP well none of this applies and you can get more n better info when/if you need it from pvp threads.

To the OP, as many have said ss and sj are a great combo to have.
I choose travel powers depending on my toons and build, all pretty much have ss for escapes. lol
I like fly and ss for example on some of my buffers/healers and even blasters, many players only choose ss for a travel power (sone use jetpacks) but when using just ss i am sometimes able to fly above n poke shots at them will little to no return fire.
But ss on even a flyer is pretty much needed for those excapes when they down you.
Done the TP/hover thng on a healer .. it can work but honestly .. id rather just ss away.
Try whatever you find might be workable you can always do a respec if you dont like it -

I think the problem is the damage from falling is whats pissing you off the most, if i read your comments correctly.
The fix to keep everyone happy might just be negate falling damage from pvp zones
btw i also agree on taking ss if u take fly lol it comes in handy -
This is an alternate reality none of the "old" rules apply i dont see this as an issue at all even with any story lines that deal with Pretoria..
Alternate realities means anything can change and be different from the one your used to.
If my Brute can be good why cant his Mu companion ...
If my Tanks Bad well not muching changing there except my attitude lol
