I would say that it was definitely caused by out leveling them. There are indeed in 3 bands: 20-29; 30-39; and 40-50.
Whether this is WAI or a bug, I do not know. -

Yeah, a HijackThis is what's needed.
Though, couldn't hurt to go to the manufacturer's web site and see if there's a motherboard chipset driver update, too. -

Then post the results of these two programs:
- CoH Helper - it will show us basic computer settings and your CoH configuration.
- HijackThis - it will show us what's running on your computer concurrently with CoH. Click on "Do a system Scan and save a logfile." It will automatically open up Notepad and put the info there. Make sure Wordwrap is off in Notepad (Format > Wordwrap unchecked) before you cut and paste here.

Try this:
Download the latest driver for your card from ATI and save it a directory you can easily find (and not some obscure temporary browser directory).
Uninstall your graphics driver. If you can't find the ATI uninstaller, go through Control Panal / Programs and uninstall from there.
Reboot. Your computer will say, "Can't find drivers, want me to look?" Respond 'no' and cancel out of that.
Go to the new driver download you saved in a directory you can easily find and run that.
See if that fixes it.
And run all you anti-virus and spyware checking programs. -

You know, this occasionally pops up. People post about it. We offer possible solutions. We sometimes hear back about the ones that didn't work, but no one every comes back and says "I got it fixed by doing X!"
So, I don't know how to fix this for you. Still waiting for a sure-fire fix.
Try deleting checksum.coh in your directory. Reboot. Then re-verify.
Otherwise, post the results of these two programs:

Same here. No problem to get the long high collar cape with all the patterns on a level 1 male toon.

Late Live Patch Notes should never be a problem because you just look up the last Patch Notes on Test.
Late *Test* Patch Notes are a problem, especially during Beta. There's no need to keep them 'secret' in case you're fixing an exploit or there's a rollback... it's just Test.
Lighthouse used to post them ahead of time. It's a practice I wish would return. -
Delete checksum.coh from the CoH directory. Reboot. Try again.

Yes, you learn to either:
1. Kill them one at a time.
2. Kill them simultaneously.
3. Make the killing blow a knockback one with the Nem Staff so they're out of heal range. -
