Let's make one thing absolutely clear:
We are discussing the idea that Invuln "underperforms" with NO support, NO IOs, against an AV, without using US.
"Normally" AV fights are exactly where you would use US. So ask the question, does Invuln "underperform" in AV fights when using Unstoppable, and I believe the answer is Clearly "No". -

Hand Clap is what I use for Taunting (oddly enough). I slotted it for Disorient as I generally found that more useful. As I say, I'd thought about swapping things around as Tough Hide seems too useful to wait for, but then, I'd miss something else. Still tinkering...
Endurance issues are my biggest issue. Unless Conserve Power is running, I'm generally out of endurance in no time flat. In fact, at this moment, I have some of my attacks triple slotted for endurance (temporarily, the build above represents the goal build...). I'm looking forward to Physical Perfection.
Delaying Resist Elements seems aesthetically displeasing to me, somehow... heh. I'll tinker some more and see what you think of the result, but the reality is that the character really doesn't suffer much except against foes that have other effects that rely on hitting him or unusually hard hitting foes (or endurance drainers).
If you insist on building your toon for concept then don't complain that he's not optimal. -

I think you might enjoy Fire/Dark.
That's pretty much the ultimate combo of ranged/buff/debuff/control/heal. -
Emperor Cole there looks a lot like Freddie...an angry Freddie.

I think you'll find that the Weaken and Sweep combos both go very nicely with Energy Aura, as does the AS Demoralize effect.
And of course you'll be very pretty. -

Just to be clear:
Voltaic Sentinel has the potential to do about 10 times Charged Bolts damage for less than 10 times the end cost, and an animation much less than 10 times the length.
That makes it very good overall DPS if you summon it at the right times (when there's something there to attack). -

The game still rocks. Getting teams isn't any harder than it ever has been, you're just having bad luck/timing lately.
Try getting into a good SG/Coalition so that you don't have to rely on PuGs for teaming. -
The use of DPS to mean Damage per second over the period of the power's casting plus it's recharge, rather than what it means in most games which is how much Damage an attack does in one second of casting time.

Overhaul whichever. They're both good. Invuln isn't particularly hard to soft-cap but it does take a fair number of Kinetic Combat and since people finally stopped slotting like braindead goldfish, it's gotten amusingly expensive. And unlike purples, it's less likely to drop a significant amount in price with sanctioned farming methods. That said, take advantage of things like 3 pieces of Cleaving Blow + 3 pieces of Eradication for +4.38% en/neg defense. If you hunt for those condensed bonuses like that, it'll take no time to figure out a strong build.
It is not a nerfherd at all.
In the i16 test threads there was discussion of the possibility of altering Stone Armor so that Granite does not turn off all your other powers, does not completely obscure your costume, and to make the set less reliant on Granite overall. Castle commented that he was looking at it, that's all, he didn't indicate anything about what he was thinking of doing. -
Trick out the Invuln. Stone Armor is not as much fun to play and is probably going to be changed a lot in the coming year.
I wouldn't invest anything into a Stone Armor character at this time. Wait until we see what Castle comes up with to change the set. -
Read the bit up in the corner attached to the icon labelled "Defiance".
That will explain the phenomenon you are noticing. -

It may not be a perfect or incredible idea that addresses any major concerns for defenders or anyone else for that matter, but I do think it would be fun and bring a little more attention and some small utility to defender nukes. Of course I have no expectation of anyone magically implementing this, but it is fun to speculate about what could be possible and useful.
Allowing them to nuke while mezzed would of course encourage them to nuke more! It would encourage them to nuke when mezzed. Nuking when mezzed versus nuking never or only on random whim is more nuking.
If I can hit a Break Free and then do EVERYTHING I can normally do, why would getting mezzed encourage me to nuke?
Just making them usable while mezzed does not make them attractive to use when mezzed. The reason people don't use them is because of the crash, 100%.
What's better a Break Free that costs you all your end, so you're unmezzed but can't do anything.....or a Break Free?
The only way to make nukes more attractive is to remove the crash. Frankly, there are already plenty of ways around that: end mod buffs, +end buffs, -end cost buffs, and CaBs.
You really want to see Defs nuke more? Make a team that's all (or mostly) Defs. -

As to the list of primaries that are more compatible with nukes, it's true that some defenders risk less by popping the bomb. If you are mezzed your toggles are already dropped though, and you aren't actively contributing with clicky powers either. Nuke your way out of that mez! Now there is a situation in which it would be desirable for any primary to nuke! Sure you have no end when it's over, but you've accomplished something useful where you would otherwise have been standing there mezzed for as long as the crash recovery lasts anyhow. -
I think that you should try playing a defender with a debuff primary and then come back and tell us again how bad defender nukes are.

Off topic, but you still build fury while hibernating and I think that was reason enough to remove the combo as that is highly gameable (specially considering hibernate was not subject to nophase back then and could recharge in 40 or so seconds.
It wasn't exactly BS. The Devs and many testers did in fact think that slows were a problem for fury generation.
They were Wrong, but that doesn't mean that it was intentionally misleading, which seemed to be what you were suggesting. -
Gravity is worse than Ice.

Except you're crazy. Broadsword was very good, and then got Buffed in the weapons passes, and now you call it 'sub par'. Why SHOULD the set that gets Parry also do damage as good as the set with nothing but DoTs???
