Because every time you log on, you'll get a message telling you that owe rent on it, no matter how long ago it was due. Very annoying, it is.

Next time you're on, type this into your chat window:-
/macro goto petcom_all goto aggressive
a new grey button will appear in your tray, marked 'goto', and will let you choose where you want your pets to go, and make them attack when they get there. NB: after they're finished, they will stay there until you tell them to follow or similar, so be careful not to run on while assuming they're with you. -
Well, my 30 PB is up for it, and can exemp...but I think some of the people in this thread have forgotten that they have a prior engagement at around 8 on Saturday. Wink wink.

Also, CAK was changed with I6 and now does higher damage than storm kick, so currently the only powers in MA not worth taking are warrior's challenge and, to a lesser extent, thunder kick.

Actually, while they have buffed CAK, it's incredibly long animation time and status effects which don't stack with anything else I have meant I dropped it for Thunder Kick, which is quick and can be dropped into nearly any attack chain.
Warrior's Challenge sounds like it might be useful in PvP... -
I'm Necro/Dark, but I figured I should weigh in here - I can run Shadowfall, Assault and Tactics, with an EndRed in each, and without Stamina, and not really have any major end problems. I don't have any attacks, mind, although I do get in there and spam heals/holds/fears/whatnot. When I add Darkest Night (which also has an endred in) into the mix though, I have to start keeping an eye on the end bar - and maybe lose assault or shadowfall if they're not necessary.
Personally, I don't use DN all that much - only on bosses really. Everything lower than that tends to die a bit too quickly, and it takes a little too long to cast and recharge, to be worth using in every fight. -

Yeah, I don't have Aim. I might well slot it differently if I did. -
I slot RI 3 to-hit debuffs, 2 defence debuffs and one end red.
I wouldn't recommend a recharge on EF - sure, it'll help it come up quicker, but it's a lesser debuff, not as important as the others. Stick that slot on LR.
Speaking of LR, 6 slotting is the way to go. It's an 'attack' (it doesn't deal damage, but it needs to hit the enemy to work), so 2 acc, 2 slow and 2 recharge will do nicely.
Choking Cloud, while it takes an age to come back up, is also a lesser debuff, and if you want to use it seriously, I recommend 3 end reds and 3 holds. If you're not six-slotting it, it's not worth taking.
Atomic Blast is unbelievably poor, in my opinion. The damage is pitiful and the range is non-existent. I'm getting rid of it next respec.
Fallout...when I hit 35, I logged on to CoH and searched for some rad defenders to find out what they thought of it. It turns out there are two types of rad defenders, the ones who avoided Fallout like the plague, and the ones who were warned about it, took it anyway and then respecced it out. I decided to become the former.
Finally, for EM Pulse I recommend 2 acc, 2 hold and 2 recharge. I can't see the point of slotting for end drain - enemies only need the tiniest amount to attack you, and they start regenning it as soon as you use it.

Was that in PvP? I don't know what it'd be like in PvP, but I can hit MoG'ed Paragon Protectors with Build Up + Power Boost, so I'd say either you need to slot those powers with more to-hit enhancements or you were unlucky.

I think you can earn the Reinforcement badge for completing a mission that strengthens your side, and the Disruptor badge for completing a mission which weakens the enemy. One of these two also unlocks the Longbow Warden 2 gladiator. I don't think the zone matters. You get Forward Observer for a patrol mish.
