Not an expert, but had power boost on my Energy Blaster until the last respec, and am thinking of putting it back in as I do miss it. It was nice to hit Power Boost before going in to drop Total Focus on a boss then watching them stagger around with swirly clouds above their head 
It gives a 100% boost for 15 seconds to secondary effects of powers, like Knockback, Defence Buffs, Disorientate Duration etc.

It boosts To Hit Buffs. Pop Power Boost, Build Up, Aim then Snipe. Chances of it missing are slim to none.

It's rather handy on my NRG/NRG blaster... even more so as I use Fly now, and Power Boost actually increases your flight speed for a little while, it's not SuperSpeed, but it's a welcome boost.

Didnt know tohit was a secondary effect. I thought it was like accuracy. Makes it even better

Don't want to be picky, but chance of a miss is 5%.
I really should do something about this signature.
Easy way to test it. If you cant hit through personal force field, then it doesnt. Aim and build up both 2 slotted with tohit buffs + 2 acc in your attacks and you will hit through PFF from a mastermind (3 def SO's) 70-75% of the time. I once did the calculation and it was about that number. Too dull to do it again.

It's an awesome power! It's key to my build! It rocks Accel. Unlike Deluge, clearly. take it. and /em slap Deluge!
I tried running aim, build up and powerboost against a MoG'ed scrapper. I got 10/10 misses. I dont think powerboost helps with tohit buffs. Of cause this was in combat, so its not reliable testing.
And no I wasnt debuffed.
Have anyone tested it?

Was that in PvP? I don't know what it'd be like in PvP, but I can hit MoG'ed Paragon Protectors with Build Up + Power Boost, so I'd say either you need to slot those powers with more to-hit enhancements or you were unlucky.

id agree with that. Power Boost + Aim + Buildup = ownage of PP's.
NB - for safetys sake i always launch Power Boost BEFORE AIm and buildup. Thats how i first heard how to use it and stand by that

My elec Build Up is one of my most loved powers. I don't last very long if I use it without care, but used with, I'm hoping, a fairly maxed out Ball Lighting, it does a fair amount of damage to mobs.
I'm just curious as to exactly what this does to what, figures etc. And just the ins and outs of it. Anyone an expert?
