For the smell of it:
In the basic retail world, $5 is the minimum for credit/debit transactions and has something to do with the fees that have to be paid per transaction by the company. -
Maybe if you hug them long enough, then you'll melt your way through their cold heart rendering them inop?

Also, old accounts that were previously subbed are automagically Premium, even if they don't put any more money on them now. Something tells me that most old (now Premium) accounts meet the tier 2 requirements as well.

I had a second account from a couple of years ago that is now considered Premium.
I got my VIP account sg leader to invite my Premium character, promoted him and now I use that Premium account character to invite my new VIP characters and promote them.
Thought I'd throw that out there incase you also have a Premium account that you've not thought about.

Here's a method I found to forcing the launcher to recognize Beta and Test.
(If you don't already have a CoHBeta folder, then you'll want to )go ahead and copy the installation you have of the game into a folder called CoHBeta and then make an empty folder called CoHTest. Next go into the the new CoHBeta folder and edit the LauncherID.ini file to say CoHBeta instead of CityOfHeroes.
Read very carefully on this next bit! Hit the windows key + R and type in regedit. This brings up the Windows Registry Editor so do Exactly what I'm about to say and no more! Hit control + F (search function) and type in COH. This should take you to something that looks like HKEY_Current_User:Software:Cryptic:COH. You'll probably want to make the window bigger so it's easier to see everything. Now click the COH and take a glance at what things look like in here. Notice the one entry that points to your COH folder? That's what you want things to look like in the next two entries we'll create.
Note: if you already see either CoHBeta or CoHTest listed with COH under Cryptic, then you don't need to create new keys, but make sure that the entries point to your existing directories.
Now click Cryptic and the list on the right should be basically empty. Right click on Cryptic and tell it to create a new Key. Name the Key CoHBeta (if doesn't exist) and then make a second one, again under Cryptic, that says CoHTest (if doesn't exist). The next step is the same for both of the new keys, but obviously the path needs to point to the correct folders. Probably the easiest thing to do is to have the folders you created above open so that you can simply copy the path from explorer (saves typing).
Now right click on the new Key that you made for Beta and tell it to create a new String. Name the string Installation Directory just like it looks in the COH key we looked at earlier. Double click the string you just renamed and now you just paste (control + v) the location of your Beta folder! Mine looks like this:
D:\Games\NCSoft\CoHBeta
Note that there is nothing after beta! Do the same steps for the CoHTest Key using the appropriate path for your Test folder and close the registry editor.
Now you can open the Launcher and see that both Beta and Test should show up. If Test doesn't come up right now, then don't worry quite Yet as we haven't done something important. NeWay, goto beta in launcher. Click the little arrow and then properties. Make sure that points to your new CoHBeta directory and go ahead and add this line under Extra Command Lines:
-maxinactivefps 5
That'll help your system if you need to tab over to something else during game. Click Ok there to close the popup. Click the arrow again and choose Update. This will update the files in the copied directory so that it is current. This step takes time depending on your internet connection.
When that's done, then copy what's in the CoHBeta folder into your CoHTest folder. Again you'll need to change the LauncherID.ini file inside CoHTest so that it says CoHTest. Do the Properties and Update things from above and you should be all ready to access everything!
Yes I'm sure I could have done one or two things to make this go a little faster, but the one that comes to mind depends on how you have the game installed and isn't always going to be standardized. -

Ok. This makes sense, but my math doesn't appear correct then. My video card (Radeon HD 5700 series) has 1024MB of RAM. I would think then that my System display would show 3GB of RAM then, correct?
Think of it this way, your video memory takes the first portion of the
available pool. Therefore your 1024VRAM takes 0-1024Mb of the 3.5Gb pool (nomatter how much physical you have). That leaves the 1025Mb-3.5Gb region for your apps and the OS to share. Considering what I said earlier, that leaves roughly 2Gb of pooled memory for apps beyond essential (IE: anything you intentionally run like explorer, CoX, etc).
So in your case while you have 4Gb of RAM because you also have 1Gb of VRAM this means that even though the combined number is 5Gb, the system will still end up only using about 2.5Gb of the system RAM because the VRAM is given priority in how the OS pools things. Thus, you're not using the last 1.5Gb of that RAM unless you upgrade to a 64bit OS. While this may sound like a good upgrade (and it probably is) you have to consider that the more powerful OS will also use more resources as well.
For example, on my laptop, if I have WinXP x86 running, then the OS takes around 300-600Mb of the system RAM. With Win7 x64 I see the OS take something like 1024Mb-1.5Gb by itself! So in your case if you had Win7 x64 you would be able to use all of the onboard memory, but it would look something like this in the mapping:
0 - 1024Mb --> GPU
1025Mb - 2.5Gb --> OS
2.5Gb - 5Gb --> General Apps
That's how it'd map it so while you regain that last 512Mb of usable RAM, you still only end up able to use 2.5Gb for non-essential applications. Granted, for someone playing a single instance of CoX, then this is more than adequate. You could probably play in ultra mode at full settings if you tried.

Right clicking 'My Computer' and selecting 'Properties' will bring up a window that will say exactly which version of windows you're using (including the service pack) as well as the amount of memory it can see. This isn't as detailed as the earlier suggestion (task manager), but it works well enough in this case.
Physical Memory
32bit Windows is only going to be able to map out 3.5Gb of physical RAM. This means that say you have a 256Mb video card, then when windows maps memory it starts with that 256Mb leaving 3.25Gb of mapping space left. So if you have 4Gb of ram and a 356Mb GPU, then you're essentially wasting the last 768Mb.
Virtual Memory
You should NEVER set your swap file smaller than your Physical Memory!!! This will cause problems. Think of it kinda like a puzzle (the kind with like 5000 pieces). You always need a table big enough for all the pieces in the final arrangement. You also need room for that box that houses the unplaced pieces as well as the various incarnations of piece arrangments as you approach completion of the task.
Generally speaking, it is a best practice to set the swap file to atleast 1.5 * Physical Memory. If you look at what Windows itself suggests and divide that by 1024, then you'll likely come up with 1.5 * Physical Memory. Some people say 3x or more, but it honestly depends on what you're doing. In the case of gaming, probably not gonna matter. One other important thing to do is to set the min/max size of the swap file to the same number. This reduces the resizing of the file and load on the drive that you put it on. It's a good idea to put the file on the first partition of the fastest drive in the system, preferably on a secondary drive, separate from the OS. This way the OS and the swap file can work independantly. When increasing the size of the swap file windows shouldn't ask for a reboot (not so with decreasing btw).
Invisibly to you and nomatter what you tell Windows to set it to, if the OS needs more swap space, then it will make some, temporarily (until you reboot) unless you happen to run out of drive space in the process. There is a /3Gb function/tweak, but it only works IF the hardware and application support it (IE: I don't think that CoX does as most don't by default unless coded as such).
In Short
If you have a second drive in that computer, then set the swap file on that drive's first partition. If you only have one drive, then put it on the C: partition. Set the file's min/max size to what Windows recomends.

And with the help of these sorta peeps I managed to run 7x64 quite well (even pushing my ultra settings pretty high if I wanted) so I can vouche for personal experience.

I haven't changed ours, but it Would be really nice if they'd recode the bloody thing already. It's bad enough that the bases took quite a few hits in the aftermath of Freedom. There's likely going to be many bases simply going dark (rent lapsing) as people take the Preem path.

I mean, yeah that should run very nicely, but you Could have done better with an i5. increasing the ram really wouldn't have done anything more to help as the game won't be using up That much. I don't know if it would help, but you could try using a fast SD card for extra cache if you dedicate it for Speedboost. I'm not sure how to tell the difference, but it wouldn't hurt if you felt like trying. -

Firstly, it's 'PL MEH!' ;-)
Beyond that I've been 'told' that AE is the fastest way and that it can be done solo. You'd have to find someone who actually uses AE to find the best arc (I'm sure somebody has a custom arc just for that), but I'm sure the 2x8 is just as useful. Either way I'd avoid the pay-2-Lvl even if it is ingame trading. -
before we get on the whole moving files unnecessarily train, why don't you tell the class a bit more about the error. What exactly is it saying? What are the specs for the system you're running (OS, etc). Where are you installing the launcher, etc.
