    A tech guy, Jason, who is obviously The One, states that something knocked power out on the entire West side of the building. He likely had to fight Agent Smith in order to restore said power.

    They have to restart AGAIN!

    Zwill cannot convince Karen, the other booth manager, to appear on camera.

    Zwill blames it on Ninjas. In order to defeat the ninjas, the luchadore destroyed half the building.

    Tangent: background makes them feel like they're on one of those Hollywood shows.

    Vet rewards are unintuitive to claim with using the badge system, so they wanted to improve on the system.

    IO booster is like combining two SO's into one, but for IO's. Increases the stats slightly.

    Existing Vet reward badges will still be earned by unlocking different rewards and tiers. There is a new badge for every year of subscription, one for completing the tutorial. They are not SELLING them. Technically. It's a free to buy badge that teaches how to use the Paragon Market.

    Chat: Posi believes you can go past the current IO max level.

    The thermometer thing on the side tracks the amount of reward tokens you earned.

    It's not a tree. It's a Paragon Points Bush. Not a Shrubbery.



    Most Tier benefits are if you're a VIP player, not a Premium. But some will be there for Premium.

    Tier 1's 50 paragon points are apparently used in the tutorial.

    There is an error on that slide, and they're muting to discuss it. They'll talk about Tier 1-3 later.

    IO unslotter merely removes the IO, it does not allow you to move the slot to another power.

    You can buy the 1200 points in smaller increments, you don't have to get them all at once.

    Chat tangent: Confusion between Beastyle and Positron over the status of the chat.

    The cost for the points is $15 per token. A player can essentially "buy up" the months they missed in order to get to higher tiers.

    The video portion of chat is officially over. The dev chat team have been summoned to the Alienware park to help set up.

    Premium players unlock being able to play AE arcs and being able to make AE arcs separately.

  7. Not really. The only enemy group as a villain that I have trouble soloing at +0x8 is high level PPD, and that's due to all the damage being energy and all of it inflicting -Def.

    Arachnos, Longbow, and Carnies usually require me to pop a purple or an orange or two before each spawn. But nothing else slows me down. Except CoT with their confuses from Succubi and the occasional stacked holds that blow through my mez protection.

    I think they dropped the recharge on the Lore pets to 10 minutes sometime recently, but reduced the staying time of the Boss pet to be up 1/3 of the time, while the Lt pets are now active 1/2 of the time.

    According to Beastyle the Paragon office smells like popcorn.

    TheNet states it's because some people can't find their way around and use trails of popcorn to mark a path back their desks.

    OCR offices used to smell like Cotton Candy, because they had a cotton candy machine. That could make cotton candy out of any candy. VK speculates they got rid of it because Black Pebble used it to make cotton candy out of loose-lipped devs.

    Zwill is wearing a Gen-Con shirt and is not entirely awake yet. He is sunburned, tired, and peeling after taking his kids to the water park.

    Dregs - Civilians that raid other civilians, Mad Max style.
    Shepards - Doomsday prophets
    Dust - Praetorian special operatives sent into First Ward

No big deal, use it on this next jerk over here! Not only does rage demand more precise timing than this, if you are double stacking rage it is highly likely that you have hasten on auto already, so you're stuck doing it manually. Short of an extremely recharge focused build that manages to get exactly the right amount for exactly doubled rage without hasten, I guess.
    After certain milestones the Rage Crash's 10 seconds don't really mean much. With the Veteran Rewards powers and Judgment, due to their ignoring entirely of damage buffs and debuffs, you are still capable of putting out some damage during the crash. Not as much as you were before, but for me it's not 10 seconds of zero damage output.
  15. I'd also like to throw my hat in the ring and say that it's probably best to shoot for 32.5. I've managed to make a Kat/WP Scrapper that's softcapped to everything damagewise except Smashing and Psi. She's very sturdy for the most part, but her damage is so anemic I realized that I essentially made a HP-lite Tank out of her.

    You do realize that they had Synapse on the chat, right? You know, one of the powers guys? To tie in with the whole Powerset Proliferation 3.0 article they released moments before the Ustream began?

    You also realize that we have a good two to three months worth of Ustreams still coming down the pike as well as more things being announced and going into detail for I21, right?

    And also that as far as "No new stuff to do with new powers" they've already announced the First Ward zone and the Praetorian Underground trial as well?

    By rewards I'm assuming it's meant tickets/insps, and in the case of playing a Dev Choice arc on the normal loot setting, standard drops.

  19. Everybody else pretty much has a pile of sets yet to be proliferated. Except Doms, I think all they're missing is Illusion. Dominator Secondaries may be pieced together from other powersets, but I am thinking the reason Doms didn't get any proliferation is because as was mentioned elsewhere. the Animation team has had their time monopolized by non-proliferation based activities.

    From what I can see there are two powers merging and one power being moved.

    Nightfall and Torrent are being combined into a single moderate damage cone that provides Knockback. Likely because Nightfall already exists for Blasters in Soul Mastery and they don't want to repeat powers. They did something similar for Stalker Ice Armor and Hibernate.

    Dark Pit is being moved to Dark Manipulation, since mez effects are somewhat common in Blaster secondaries and not primaries.

    So likely Aim is going to be added in, and another power made/added into the set to keep things more in line with the way Blasters have powers and effects laid out.

    Per the Ustream, Super Stength for Scrappers is something they want to do. And we'll get it, eventually, since they want to fully proliferate everything.

    People, c'mon now. You have to remember that the powerset proliferation always comes in twos or threes (typically when a weapon set in involved). They also spread it out so there's something for every AT (or almost every AT) rather than just doing all the melee sets or all the armor sets.

    Just because your treasured set didn't get in this time around is no need to run around like chickens with your heads cut off going "OH NOES MY SET DIDN'T GET TEH PORTZORZ! DEVS HATE ME!"
