I just recently got around to playing the four level 20 arcs added in I22. They were absolutely amazing. My favorite of the bunch was Laura Lockhart's arc against the Column. The fight against Metzger and his army of underlings really felt heroic. I think the content in this game has been steadily improving of late, and I just wanted to share my opinion of the arcs so that players who might have missed them could play them. These new contacts aren't automatically added to your list. You have to use the Find Contact button (or click on them, but it's way easier to use the button).

I23 most certainly has not gone live. I would guess it won't go live until after the Nemesis event ends. But that's pure conjecture. The mechanics of the shift will be instant in I23. The animation won't be. What that means is you are immediately able to use the powers in the form while the animation plays. For example you could shift into Black Dwarf and immediately hit Mire. The power will fire off while the form shift animates. That's how I understand it at least.

As far as the toxic damage aura that was mentioned, but I believe it's part of the Bio Armor set they also announced and they didn't want overlap in two sets that would be released relatively close together. Can hardly blame them for that. -
There's a youtube video floating around of an absolutely insane Bane. Of course that one's an incarnate so I'm not sure how it played pre-50. I don't really think Banes need a buff so much as Crab Spiders will just always be easier to build well because of their available powers. Kind of like how a Peacebringer won't ever be a Warshade, even though Peacebringers don't really need a buff anymore.

This. I'm not sure I need to have a perfect thematic explanation for every armor works. If I did, then only Invulnerability and Regen would make sense.

Awesome. I was just on ustream so it was hard to hear. I was hoping some sort of write up was done. I'm not sure I like a self destruct. Although if there is debt protection and a self rez then it could work well.

Radiation Armor!!!
Yesterday at the Plummit, the design a powerset panel went with Radiation Armor in a tight victory over Air Control. I believe the design we came up ended up being a mix of resistance and regen/absorb. It also had a PBAoE debuff toggle and Fallout style self-rez. In short, it sounds awesome and I can't wait to know more about it once development starts. -
Well, I'm getting ready to leave my pc so I can't help much with the actual build. What I can do is confirm that it makes sense to switch. You'll now be able to double mire and use the Nova AoEs without wasting any duration and without delay. Also known as mega purple doom fluff of death. I might actually end up rerolling my WS. I have a bad habit of deleting characters I get bored with and he was a casualty because I like the tri-form concept and hated the delay when shifting. Stupid i23 making me want to do things

I ended up revising the concept to be able to go Stone Melee (went from tech to science concept). I'm only level 12 so far but I already love it. I've barely even had to use my reconstruction and dull pain. The only time I came close to dying was the ambush portion of SSA1 when the PPD keeps coming in waves. Fault and Stone Fist keep most of the enemies in a spawn stunned long enough to kill. They also keep getting bounced around from Fault and the two mallet attacks. Plus, I have Quick Recovery to help with the relatively high end costs of Stone Melee. I can't suggest the combination strongly enough to do it justice.

For what it's worth, I usually build for being able to hit +3s with 95% accuracy and end up having enough to hit +4s by the time I'm done getting all my other set bonuses.
Also, with +3 level shifts I'm not sure you'll regularly fight something that still cons as a +4. I'm thinking not. Plus, Super Inspirations. Gotta love those things. -
If you absolutely had to use Flurry for your concept, how would you slot it?

I'm considering bringing an old Stone Melee character off the shelf so I'm currently trying to give him a build in Mids. I'm wondering what the best attack chain is though so I can figure out how much recharge to put together.

Same here. If they ever introduce alternate animations I may try it. Until then it doesn't really fit any concept I'm likely to use. Particularly not this one. I suppose I could use Electric Melee. Still, I'd prefer Energy. Maybe I'll roll both and see what happens.

I'm actually not even sure that it's possible to create a situation in which set bonuses don't function. As far as I'm aware they function while exemplared even when the enhancements they come from are grayed out. That could be wrong though. In any case, they do function while in forms. -
Well, first thing's first. You'll want to take him redside temporarily to pick up Soul Mastery. It comes with Shadow Meld. Take that power, slot it, and love it.
Now, for IOs you'll want a very high global recharge because Regen benefits greatly from getting all those click powers up more quickly. You may actually want to try getting yourself to 32.5% defense to something. That allows you to softcap with a small purple. For general play, melee defense would probably give you the most coverage. Are you planning on getting incarnate powers? If so, Agility Alpha may give you a little wiggle room to still reach good recharge times and 32.5% defense. The other option is Spiritual Alpha, which gives even more recharge and some healing but offers no defense. I'm not sure which of the two would be better.
If you don't get some replies before the weekend I might try to put a build together for you then. It's finals week for me right now so I don't have much spare time, but I've been looking for a good Regen character to try out so building one would actually help me too.
A good thread to skim through would be Werner's thread about Kat/Regen builds. You don't have Divine Avalanche, so your build strategy will differ slightly. It's still a good place to get some reference builds for /Regen. -

Foot Stomp? (9.8 + 2.1) * 3 * 1.25 / 60 / (1 + .75 * .15 * 15) = .27, or 27%. A noticeable improvement over the flat rate proc, but a slight downgrade from the current SBE proc rate of 34%. Not even close to floored.

Although it is a technical, balancing issue, it also effects peoples reaction on the Paragon store. You know, the store that gives the company money?
So, for god sake, communicate. Put a description on the SBE already in store: The function of the Procs will be altered soon.
Make something that the community won't see the "i go" as ultima ratio..
Just communicate...
Don't put restrictions on it.

In their defense, I do believe that putting out a new set that can be sold for real money makes more sense from a business perspective than fixing an old broken set that everybody's given up on anyway. Plus new sets are cool. So I don't really blame them for ignoring EM. But I do blame them for nerfing it in the first place, because that was just an incredibly ignorant decision.
Also, was it anywhere near when they still thought they could make PvP a thing that worked? -
I really like the look and feel of Energy Melee, even though the long cast times are a bit of a pain. I really want to try Regeneration as well, so I figured why not put them together. I'm aware that the long animations may cause me to die sometimes since I can't fire off a heal in the middle of Total Focus. Other than that is there a particular reason I shouldn't combine the sets? What are some good ways to mitigate the long animation times? Is it conceivably possible to get decent DPS that relies mostly on Energy Punch and Bone Smasher? Also, I've heard Whirling Hands is awful. Is it awful?

And that part is ignored.
With the second round of proposed changes, there shouldn't be an appreciable drop in proc chance from the Alpha slot alone. Not to the point that it would make Spiritual a bad choice or significantly penalize those that have it. All it would require is a bit more creative slotting which anyone who cares enough to know the proc rate is reduced by higher recharge enhancement would be more than capable of doing.

a.) I have limited play time and they were a convenient way to get IOs without going through the hassle of crafting them
b.) They are attuned, making them highly desirable for those of us who primarily use an existing main to experience new content at all levels.
Frankly, being surprised that a change is coming down the pipeline that stops players from turning powers into something they aren't supposed to be is a little childish. Caltrops are not supposed to be a damage patch. They are supposed to be a crowd control tool. Brawl and Boxing are supposed to be low cost, low recharge, fast animating attacks that deal a small amount of damage. Not something you can load up with procs and expect to solidly deal substantial damage essentially for free.
You got your fun out of the exploit while it existed, but that's no excuse for pretending it isn't an exploit now that they want to fix it.

What about procs slotted into pet summoning powers. For example, if I had a Soulbound Allegiance: Chance for Build Up slotted in Dark Extraction. Will that proc function based on the recharge of the Extracted Essence's attacks and thereby gain an increase in proc rate since they can't be slotted? Or will it function based on the recharge in summoning power?

Gaussian Chance for BU using a PPM formula in a 90s rchg power (AIM/BU) even at only 1 PPM will have an extremely high proc chance essentially allowing for double BU/AIM nearly everytime.
Is this going to be WAI or is there a plan to address this? -

Regardless, basing it on modified recharge still seems dumb without introducing a floor to the proc chance equivalent to the current flat chance procs. That would at least make it so recharge wasn't as much of a penalty. I'm not sure how often the new versions will be better, but it's very very important that they are never worse.
