Flurry as a concept power

If you absolutely had to use Flurry for your concept, how would you slot it?

5 crushing impact for recharge maybe
or 4 kinetic for +def
or just dmg IOs to save slots

i would prolly mule it with kin combats since it only needs to add 3 slots to the power
