I'd like to highlight one thing about Repulsion Bomb:
- It does more damage than Energy Torrent and Explosive Blast.
- It only has a 40% chance to stun.
- It has guaranteed Knock Down
Use it as an opener attack.
As for normal SO/IOs versus set IOs. I happen to have a level 40 Force Field/Energy Defender currently slotting him with level 40 basic IOs on his second build.
Should prove a decent test. Will return when I get to play with him a bit.
Any specific tests?

Current Build (has room for optimizing, but works for now)
Defense hovers in the 27% range for all three positions.
Ran a mission +0(x1) with bosses, Circle of Thorns.
Came upon a boss and a minion.
Aim->Repulsion Bomb->Explosive Blast->Energy Torrent.
Force Bolted the boss to keep him busy and focused on finishing off the minion.
The Death Mage immobilized me, but with judicious use of force bolt defeated him with no problems.
Though it did take a while.
Endurance was not a problem. I did end up using more than my scrapper would have, but never in any
danger of needing a blue.
Rest of the mission is biased, as a Bubbled Up Lady Jane helped.
Once I can get back on for longer periods I'll try to track down some Rikti and pay attention to the blue bar closer. -
Though I do agree that having something that provides a "good enough" translation, I can't get past the very cheap move of using incorrectly phrased Spanish cards just to make the translator look good.
Had the mistkaes been only on the app display, I'd be more forgiving. As it is, they're just playing around the quirks to make it look awesome to English speakers. -
Though as a Spanish professor, I would LOVE if my students used it for their compositions.
It will be so sweet to see their expression when they lose half a grade for all the silly easily avoidable mistakes. -
Not so sure. The vid itself already had some wonky stuff.
The girl held some sings that seem questionable Spanish, direct one to one translation, and then the app also translated it wrong in the English to Spanish.
"Lo traduce el texto" that's just wrong... Unless there is some region that allows that, but as far as I know (Spanish speaker all my life and teach Spanish) it still has some serious errors.
"Ropas Opcional en esta playa" sign held by the girl, was also incorrect. Of course the app translation made total sense...
"Y lo va el otro dirección" the app's translation from "and it goes the other direction" is all kinds of wrong. -

An out of the blue "I will publish this!!" sounds fishy. Poetry as a publishing genre is a really hard sell. Even for established auhors.
And what in heavens does he want a query database for? -
My guess is that it varies on powersets and playstyles.
My Mind/energy dom seems to be steady with the blue bar, but the super recharge was at the expense of damage (the KB IOs were easy +7.5% rech), so he'll go for the +Damage.
My Ice/Ice is an endurance draining monster. Firing all those powers is nasty. He's got damage, accuracy, and recharge well taken care of, so it's +Endurance for him. -
I know I saw somewhere average inf earning rates from farmers and average gameplay. I'm sure things fluctuate based on the farmsploit-of-the-week, but a rough estimate could work.
Anyone has those numbers at hand? I'd be fun to see how many hours of farming have been burned. -
I have a Dark Melee/Fiery Aura in the level 41 range. I enjoy playing him, like the concept, the way he plays, the powersets, the costume. But he is somewhat in the very squishy department (specially compared to my other scrappers). He is fun when he is standing, but every time he drops I just know my other scrappers would have laughed at this.
I'm aware Firey Aura gives defense for damage, and that seems to work fine with more AoE oriented primaries. I don't have problems with Fire/Fire tank, nor do I foresee many with my baby Spines/Fire, but it seems the ST nature of Dark Melee is hurting. (Maybe I should probably up the level of foes instead of how many heroes I'm worth.)
I'm here to see what IO tracks you'd recommend to toughen him up and/or up his damage to a point I'm comfortable with.
Please note:
I know about IOs. My SR and Invul scrapper are defense capped on their own niches. My Fire/Fire tank has proven to be very solid combining recharge, defense, and kill all before they kill you. And I have two almost perma-doms.
I just need an angle or approach that I can see working with this particular build. Everything I can think of have holes in it.
As for expense, maybe in the 300,000,000 range tops, though I'd be getting the fancy recipes with Hero Merits. Purples are out of the question. -
I think this really depends on how the cultures have developed. Both the living and the soul one. Most moral values and views we have today roots way back.
Go back to the beginning where there were only five or six people and what would they think about it, and extrapolate it a few thousand years.
It would also depend on how different a living being with an old soul is from a new one. Can living people tell? Is it a benefit in any way? Or does it follow the convention that while alive they have no idea about their soul's status?
A culture that faced a huge growth explosion through the last few centuries might have a preference for new souls, since they are all in essence new souls. Whereas those that grew slowly and steady might lean towards self-preservation and have less issues with reincarnation. -
12: Power Push => Accuracy, Damage, Recharge, EnduranceDiscount: This power is actually one of your best damage dealers. It was changed from a defensive power to a defensive damage one. So it deserves better slotting than both Power Bolt and Power Blast.
24: Resuscitate => Heal, Heal, Interrupt: In my opinion, it has too much slots. Would serve you better in Hasten or your Patron Shield.
35: Sniper Blast => Accuracy, Damage, Damage, Recharge, Recharge, Recharge: I don't think you'll be using a snipe enough to warrant this much recharge, I'd move those slots around.
Remember, powers you use frequently should be better slotted than rarely used ones.
As for Total Domination, I like it. Mass Holds are not usually all that great since they have long recharges, low durations, and low accuracy. But Mind also has Mass Confusion, so alternating these powers improves your capacity for Mass Lockdown.
Talking about Epic/Patron Powers, unless you are really into the Tarantula and Personal Force Fields, I suggest you take a peek at Power Mastery. It has two very good AoEs that could really come in handy.
SIDE NOTE:
I have a Mind/Energy/Power at level 45 that is very nasty and very busy. So this is a good combo geared not so much for AoE but for precision control. In the higher levels it becomes more AoE capable. -
Solid build. A few questionable power choices, but I can see them working for a theme not my own. Slotting is what needs the most help.
06: Confuse => Accuracy, Accuracy, Confuse, Confuse, Recharge
12: Dominate => Accuracy, Accuracy, Hold, Hold, EnduranceDiscount
These are your two Bread & Butter powers. Six Slot them. 2Acc, 2Rech, 2Mezz
08: Air Superiority => EnduranceDiscount: Replace with Hover. You already have plenty of powers to keep you busy/safe. You won't be using Air Sup much. Most likely neither hover, but when the time comes you need some air combat, you'll appreciate Hover.
16: Grant Invisibility => EnduranceDiscount: Keep in mind that you cannot do anything while invisible. If you want some stealth combat capacity, replace Grant Invisibility with Stealth. If you just want to help the team ninja missions, this works.
20: Whirling Hands => Accuracy, Accuracy, Stunned, Stunned: This power is generally laughed at. Most people don't like it, but feel free to give it a spin and form your own opinion of it.
32: Mass Confusion => Accuracy, Accuracy, Accuracy, Confuse, Confuse, Recharge: This is your happy happy fun times power. Its confusion duration is already pretty long, so maybe replace a Confuse with a Recharge.
35: Sniper Blast => Accuracy, Damage, Damage, Damage, Damage, Recharge. Too much damage. Slot only 3 SOs of anything, after that you get hit by diminishing returns. The 4th SO contributes very little.
38: Power Burst => Accuracy, Accuracy, Accuracy, Damage, Damage, Recharge: Too much accuracy, to little damage.
On that note, you got a few powers with 4 of the same.
When slotting attacks, ideally aim at 2acc,3dam,1rech or end, OR 1acc, 3dam, 1rech,1end.
You might want to fit in Hasten somewhere. Mind has gobs of control and Hasten make them come back faster.
Also, snipes are a lot less useful than one might think, specially with a click heavt set like Mind/Eng. Move a slot elsewhere. -
Ice/Ice was my first dom and still my favorite combo. Very blapper like. Icey Assault is very efficient at single target, both at range and melee.
Epics came around and now he's ice^3 and an AoE devil which is very sexy. Ice Slick and Sleet make Ice Storm very nasty.
Takes a while to drop it all, but Ice Slick, Sleet, Ice Storm, Ice Breath, jump in Ice Sword Circle is very efficient. I'm sure there are other combos that can be more efficient in the AoE department, but it works.
Enduranc woes are huge, but can't have it all. -
Aye. I stumbled last week with an IO I began last week to buy recipes and craft them and made like 700,000,000 through sheer fascination and disgust at how easy it was. Haven't even thought about what I'm doing really.

My Ice/Ice/Ice might go with the endurance slot. His gobs of recharge, on top of being Icey Assault means he can burn through the blue bar faster than domination can return. I might check the +Recovery IOs to see if they balance the gain/loss before I commit, though.

I'm curious as to much it helps the already high recharge builds. I know 30% recharge is a lot, but given the formula, is it really noticable when you're packing over 200% worth of recharge?
Though the +heal aspect really makes a difference, and that alone would be tempting. -

Magicians could not use guns because their magical field could alter the properties of gunpowder or the gears and springs and make the weapon blow up. Technologist could not wield magical items because they could not fathom or understand how the laws could be altered.
You could build your character anywhere you liked, but if you made him a very powerful wizard, they wouldn't let you take the train, as you'd make it explode. If you magically inclined, they'd make you sit way in the back.
I always liked this definition. -
