The one problem you'll have is that any new power customization options added to the game these days don't seem to have "Original" colouring, as you can see in the alternatives in Super Strength and Martial Arts.
Kind of makes you wish they had a "default color" button for alternate animations/effects. -

Even if the cost was high, to prevent people from getting them solo when normally you have to defeat Hamidon or Statesman/Recluse's task forces, it would still be nice to be able to get them. -

I like this idea, if only because it would make a broadsword port for Brutes more sensical. And when Brutes get swords, this happens. Skip to about 3:30, until then he's only building up his fury bar and it's kinda boring.

... that's about all I have to say; two people already addressed the standard code rant. -
Making Broad Sword "slower and heavier" makes it into Battle Axe, for the most part. If Parry can be dealt with on its own, and the rest of the set remained the same, it would be a nice "faster and lighter" set, instead. Not everyone likes waiting forever for their powers to recharge like Axe.
(I've played axe and sword, and I prefer axe, for the record, but if you ask me, not everything needs to be made slow-and-heavy for tankers.) -

Most of the OP's ideas sound pretty good or neutral enough, aside from the -Health aspect (I take it he means delayed damage?).
Combat Teleport would be especially useful on a Stone or as a way to get out of annoying slow-patches. -

Sometimes simplicity is better, and this is one of those times.
Plus, all of the sets that use ammo have powers which are, essentially, all the types of ammo. For instance, Assault Rifle has bullets, pellets, a sandbag, a flamethrower, and a grenade. -

All of you are WRONG about parry. If parry was the problem then ToF in the DM set would have never made it.
Parry grants a big bonus to Lethal and Melee defense as long as you keep it up and stacked, which all foes are subject to. -
