Ms. Mesmer was right. Ruin was never included and it was just one of those coincidences that happen to fit (which seems to happen a lot in these parts actually). I had a variety of misspelt entries for all the words in the list (something I intend to correct for next week!)

None. Because... I don't play on Triumph and don't feel like rolling yet another toon :P Combi-AR gun is so much more assault-boty than I think DP would be... unless there was a lazer beem option for DP. :O Dual lazurs.

If you are in the beta, there usually is a special beta part of the forums that opens up for you.
The exception was the one beta where they were also testing the new forums. -

Yes, when you buy either version of Going Rogue, it'll add access to those powersets to your account. All the "Complete Edition" does is ADD the extra little pack to it as well.
As far as when to get it.. I'd assume the pre-purchase will be available in March/April when i17 goes Live. Then the retail version comes out in July-ish. -
