Fire/Dark Corruptor all the way.
For a Dark/ Defender I can recommend Ice Blast. I have a range-capped Dark/Ice/Dark which does very decent damage on top of all the slows, great on teams. And probably ridiculous once the end crash on Blizzard is removed in i24.

I managed to get your build sofcapped to S/L and Ranged with the Glad proc and Cyto's. Two Gift of the Ancients in each defense power gives some more endurance (but not much). Expedient Reinforcements + OF proc in Tornado brings Hasten's recharge down to 0.7 secs from perma.

If you could slip an Impervium Psy res into you resist powers or/and the Aegis unique that would be 18% res to psy. Now I wont say 18% res will save your life, but its abviously more than 0 (heavy math there).
And consider that Red_Shadow's Healing Flames heals an average of 65 hitpoints per second if used when up (not accounting for the FF proc here btw). I don't have the numbers, but I would argue that a lot of global recharge provides better mitigation against Psi than 18% resistance. That, and +HP.
Six-slotting Gloom with Apocalypse set would give an additional 5% Psi def, allowing him to softcap with two small purple inspirations. I think that's a more economic use of slots.

- With such an already heavy recharge build I have the feeling -res glad proc would be more damage over all than Force Feedback.
We may not agree on some things, but you raise some good points and your post has given me a few ideas for Red_Shadow's build.
This build has 150% global recharge (incl. Hasten). Agility adds further recharge to all powers (total recharge reduction is even better than in the OP's build) and practically softcaps S/L def without Maneuvers (44.9%). I kept Maneuvers in as a LotG mule, but it's still useful when switching to Cardiac.

First of all, that's quite an impressive build you have there. I'm currently in the process of redesigning my own SS/FA, so this thread caught my eye.
Maximizing recharge and being able to softcap S/L with one purple inspiration are good design goals for a fire brute. I have similar Defense numbers on my live build (but a bit less Recharge) so I suspect that cascading defense failures at +4x8 are your biggest problem as well. Unfortunately I don't see a quick fix to increase your defense, but replacing the Ragnarok Damage enhancement in Dark Obliteration with the knockdown proc may offer some more mitigation.
Another slight improvement would be to switch the Glad unique in Fire Shield with the two Steadfasts, and move the Reactive Armor triple to Plasma Shield. However, your gains in E/N resists are so minute (especially with Cardiac) I wouldn't burn a respec for that, but I guess it's something to consider.

For my own planned build I went with a different design strategy than yours. Less emphasis on Recharge bonuses and more S/L defense makes him very sturdy. Better endurance discount in attacks and toggles (and no Maneuvers... it's an end-hog and its benefits are almost negligible IMHO) allows me to pick Agility over Cardiac, compensating a bit for the lower global recharge.
Some observations: I put the Steadfast unique in Healing Flames to help with Toxic resists (all my resistance toggles are maxed out anyway and Temp Protection doesnt need the enhancement). Putting the Hecatomb in Punch instead of KO Blow should help ST DPS (I think... I'm not the kind of guy who calculates the optimum attack chain). And finally, the thing I'm a bit concerned about: the Brute ATO proc in Footstomp. I know it has a better chance to fire in KO Blow, but frankly I don't even use that power until my AoEs have cleared most of the mobs anyway.

I don't participate in iTrials. At all. Some people may find that odd, but I play this game to relax and I like it when other players are easygoing as well. I don't care about team wipes if everyone is still having fun. Some people have different preferences and that's okay too, ofcourse.
Yes, there's plenty to do in this game besides the trials. I solo, I team and I do plenty of taskforces while I slowly build up my character. For instance, I did that good old Frostfire last sunday with a full team (on my Dark/Kin controller, Steel Sorcerer) and I agree the old content is still a lot of fun.
I'm just trying to say there's a lot more to CoH than just the endgame, and as long as the devs provide us with new content that isn't yet another iTrial I'm perfectly happy staying a VIP. -

Mechalith, going by your live build I think you also have some endurance problems when Chrono Shift isn't active. Get Hasten to help with its recharge and slot your attacks for some endredux. It's even more important than the endredux in your toggles. -
Here's my planned Grav/Time build. I've not reached 50 yet, so whether or not I'll change stuff around depends on how this combo plays at higher levels, but as far as I can tell this build should work prett well. It's very expensive though.
It has softcapped S/L/E defense and 233% global Recharge. With T4 Agility Ranged defense sits at 43.6%, and Energy defense at 58.9% (practically the Incarnate softcap).

Mids' database hasn't been updated yet, but with Shadow Fall, Fade, CJ or Hover, a Steadfast proc (e.g. in Shadow Fall... no need for Tough) and a defensive epic armor you are already softcapped to S/L.
After that, I'd build for Recharge. If you can, get the full ATO set and 6 Coercive Persuasions, once you put those in you'll see it's pretty easy to softcap your ranged defense as well. -
Chain Fences is an excellent place for the ATO set, unless you'd rather frankenslot it with purple procs for some extra control. Personally I would put it in Tesla Cage because Elec/ lacks somewhat in the ST damage department (that's why I currently have 5 Decimations + the Unbreakable Constraint proc in there on my Elec/Rad, but I intend to change that to the ATO set) and the ATO proc helps there, but good arguments can be made for placing it in either power.
Chain Fences definitely benefits from its enhancement values, especially the endurance reduction if you spam it a lot, and the proc cranks your AoE damage up a notch. -
Neither Jolting Chain nor Fissure accept the ATO proc (according to Mids'), but I'd definately put a FF proc in the latter. Tesla Cage (or perhaps Chain Fences) is a good place to put the ATO proc. Careful not to use to many procs though, as far as I can tell your build will be pretty slot-starved if you do.

I haven't experimented with the ATO proc, but I suspect the damage wakes mobs up. It's a bit of a weird beast, with the PPM mechanics and all, but other procs should only have a chance to go off once each 10.5 seconds.
The -Recharge procs are useless on sleeping mobs, IMO. The chance for heal and placate procs will only affect the caster, which in this case is the pseudo-pet, and won't affect you at all.
So again, I'm not sure about the ATO proc. I would probably put it in a six-slotted Tesla Cage for a full set, but maybe others could shed some light on how it would behave in Static Field. -

I didn't take my Elec/Rad redside until several months after I hit 50. It was a lot of fun for me, and totally worth it. YMMV though. The Earth APP is great for a /Dark Controller and I would definately keep it until level 50, if only because finding teams is easier blueside and you want to level fast.

I recommend putting the Apocalypse damage proc in Jolting Chain. It may be very expensive (and you said you don't have very deep pockets), but it adds considerable AoE damage to your build. The first time I used it I was giggling when I saw how many times it went off.

On my Elec/Rad, I respec'ed out of Psionic Mastery into //Ice and currently have //Mu for Power Sink. For an Elec/Dark I would probably try to get to the S/L softcap with Frozen Armor, because it stacks so well with Fade.
Indomitable Will is great in theory, but I found that I wasn't getting mezzed a lot anyway (judicious use of Static Field and Synaptic Overload takes care of that). I often forgot to activate it in the heat of battle and it didn't seem to matter much. It also needs a lot of Recharge to make it perma, and I wasn't willing to spend the slots for a power that sits mostly unused in my powertray anyway. I carry a few Breakfrees with me at all times and intend to get Clarion.
Mu Mastery deserves more than a passing mention. Power Sink really is that good and I can completely drain bosses before they fire off an attack at me. Its radius is not very big (10 ft), but it helps a lot especially against tougher foes. -
I've been playing around with the new version of Mids' (me = very happy with the update, so thanks Diellan+team!), even more than the game itself. And I'm sure I'm not the only one
So this is what I came up with.
I was inspired by Argentae's post here and have included the Coralax pet in the build. I hadn't really considered another pet until I realized it could also take the Achilles' Heel proc. I also took Super Speed instead of Stealth, which will still give me full invisibility with the Celerity proc in a Prestige travel power. I threw out Fly, which kinda frustrates me concept-wise, but Hover with stacked Siphon Speed works too.
It's not a complete redesign, but rather an optimization. For Transference I used a full set of Efficacy Adapters for the recharge bonus, and I took away a slot from Umbra Beast (the Acc/Dam Hami-O) and Fearsome Stare (the +ToHit proc) in order to add those two slots to Summon Coralax (which will have the Soulbound triple and the Acc/Rech in addition to the Achilles' proc). The Coralax will be perma with a few Siphon Speeds (needs 3 casts in 4 minutes, I can do that) and that's way better than I expected.
So that makes five Fulcrum Shifted pets. Should be fun.
One question though... I could slot the Siphon Insight +ToHit proc in Shadow Field (instead of the Lockdown proc). Would it proc on me, or the pseudo pet?

My Dark/Kin is still only level 24, in fact this is the first time I play a /Kinetics beyond level 20, so take my advise with a healthy grain of salt.
I think slotting for damage is less of a concern for a Kin because of Siphon Power and later on Fulcrum Shift. However, you'll want those powers to hit, so I'd slot for a decent amount of (global) accuracy. You got the right idea there with picking Tactics (also great for your Pets), and I'd do that too if I had the powerpicks and slots to spare. But I don't, so I got a Kismet proc and built for accuracy bonuses.
Recharge should be a primary goal as well, because you'll want your Shades out as close to perma as you can get. In my build I got Perma Haunt, and Perma Hasten with one application of Siphon Speed.
As for ancillary pools, I'll take the Fire APP too while leveling up (Fire Ball and Rise of the Phoenix), but I'm planning to go redside to pick up Leviathan Mastery, if only to see a Fulcrum Shifted Water Spout. Besides, both your primary and secondary can be pretty busy. The Spout is fire-and-forget so you'll have more time using your other powers. To me, a Controller is the one who holds down the mobs so other heroes (or your Pets) can arrest them, anyway.
Water Spout does Knock Up, but Living Shadows has a -KB component, so that keeps mobs in place if you want. Leviathan Mastery also has a nice panic button in Hibernate.
I took the ST Immobilze for leveling up and exemplaring down. YMMV though. If you're gonna take the Fire APP, you can probably move around some powers and use the ST Immob's slotting for Fire Blast.
As for the use of Procs... I love them, but I'm not sure if I'd slot them like that. The Pacing of the Turtle proc is wasted (IMHO) in a single target power with such a long recharge time, and I don't think the Performance Shifter proc in Speed Boost is worth it. Don't know about Transference (I'm too unfamiliar with it).

Nice build. I'd do a few things differently though. First off all, I think DA is too good to skip. I'd also choose Tough rather than Strength of Will (always available, no crash). And I don't think the Kismet in Vengeance works without activating the power.
