Oh, and one called Mini Manticore who ran around asking people if they were bored and wanted to make mini versions of the phalanx with him. -

My favourite enemies have to be the Fifth Column, Nemesis, and the Praetorians.
The Fifth Column because, well, their nazis who have the same tailor as Darth Vader. Their also persistent. When life slaps you out of existence with a violent uprising in your own ranks, what do you do? Build a few bases throughout time and unleash a really powerful super villain from another world. We still don't know an awful lot about the Column, we know that Requiem's back as one of their leaders, but we don't know for sure how far their influence spreads across the Isles and Paragon.
Nemesis because... their Nemesis! They work for the most deceitful character in-game, not only that, they are also pretty good at building Automatons identical to signature heroes. With an army of robots, recruits that are from multiple dimensions, and plans that involve heroes and villains unravelling your plans only for them to discover that their interference was part of your plan? Who can resist not having these guys as a favourite?
And the Praetorians because their getting makeovers, a city of their own, and probably because I am gonna be siding with 'em in the near future. All hail Emperor Cole! -
As long as it doesn't involve Michael Bay or anyone associated with making terrible films, yeah, I suppose I would see it.
I can't remember where, but I heard a while ago that whoever had the rights to a CoH movie had plans to base it on the first Rikti War. -
Er, okay. This is a first, but I'll help...
Once you enter the task force, you have to go to one of the three holograms around the datastream (you know, the big glowing light thing in the middle of the AE building.), click that contact and he/she/it should give you the mission. Once you've done that, go to the datastream behind them, and click it. You should be transported to the mission. -

I just assumed this was some kid who was way too hyped up on sugar and assumed that an arc, which has clearly stated itself to be about aliens, was about 'nenjas'. *shrug* -
I have a love/hate relationship with such characters. I usually can't have more then one at the same time. My current idea is a Freakshow scientist who's been implanted with Rikti tech and implants to make him produce green lightning.
My former NPC group tie-ins included a Vahzilok disciple, a Fifth Column Vampyr, a Council Ascendant, and a Family Capo encased in power armour. -
Just to say, I am also /unsigned with this. I'll give you my reason.
Sure, AT proliferation would be neat, and that's exactly why GR is coming to us players. But let's just take a step back and look at what would happen if we had AT proliferation straight away, shall we? Praetoria and all her shiny zones would become somewhat... empty and redundant, the moral changing missions would actually have NO POINT AT ALL to even exist. You say that people would still be able to side switch through the Moral Missions, but what would be the point when I could easily and with alot more haste just log out, remake my character, and log back in on the opposite side? I have just managed to side-switch without doing the Moral Missions. Tough if you have an RP concept but don't want to start in Praetoria with it, that's the way it is going to be. -

Yeah, this is a sequel to another one of my arcs. I am still trying to work out how to fill players in on what happened in the previous one by using up what little file space I have left, so I'm prepared for the criticism you throw at me for that. -
I think he meant including custom bosses in an ambush that actually moves towards you from their spawn point, as opposed to the current custom boss 'ambush' where they spawn on the map and wait for you to come and find them.

Perhaps, but how would it be explained that a high-level Hero can suddenly not use his/her powers? Does a level fifty Dual Pistol Blaster just forget how to use the more damaging attacks s/he's been pummeling Arachnos grunts with for the last few months?

Sorry for this necrobump, but I have made a rather large update to both the story of the arc and the custom group. There are alot of changes, so I'll list some you might want to know.
The 'Royal Guard' NPC has had its name changed to 'Imperial Guard' as well as the Palace mentioned in the dialogue.
Both the Treason Unit and Imperial Guard NPC have had a different colour scheme put on them, as well as some minor costume tweaks.
The Shock Trooper and Imperial Guard's Build Up has been removed.
More optional objectives have been placed in the missions which provide an insight into what the empire is.
The three rebels with the same dialogue have been replaced by a single Rebel leader who, upon rescue, will fight at the side of the player.
Mission three now has some street battles, with small groups of rebels facing off against the Restarian military. The rebels will most likely lose unless the player(s) intervene.
Major updates to clues and dialogue spoken by the contact of the arc.
All in all, things should now flow much easier for the player. I hope those who have played the arc and have found some irritating problems with it will now see some improvement if they want to play it again. Wouldn't have been possible without your reviews guys, thanks! -

It's about trying to topple an evil empire by instigating a rebellion and eventually taking on the Emperor himself.
You could probably make this like a Nazi-propaganda poster or something, perhaps the Emperor's face faded in the background with a formation of troops below it? I dunno, I'm open to your interpretation of it. -
I thought all the characters were already voiced by Gordon Freeman?
When I see Nemesis talking, I can sort of envision him with Christopher Lee's voice as he is a powerful old dude... though, whether the armour fuzzes it up with a bit of static could change that. Luminary and Nightstar I can imagine having GLaDOS' voice, woman-shaped androids just NEED a voice like that. A less metallic Dalek tone for the Rikti... maybe? -

Protean didn't die when Manticore shot him with a disruptor arrow, and all this time has been building a force of shapeshifters (possibly cloned from himself) to exact his revenge on Manticore and the rest of the world. Protean has honed his own powers even further, and can mimic powers as well as appearances. These traits have been passed down, in limited forms, to his underlings.
Of course, I'm probably wrong.

To answer some of your questions...
I haven't really spent much time hero-side for a while, and I think I've only played a minimum of Tina Macintyre's missions. I did skim 'n' scan some basic info which was on ParagonWiki about it but overall I guess I will have to hop onto Ouroboros for a bit.
For your second nitpick, the entire outpost was supposed to be the diversion, as it wasn't really a communications centre, just something to draw you and Anti-Matter's attention. There was mention of this in the first clue you pick up, but I know that I didn't explain that very well. I'll fix that.
I'll add some ambushes and optional bosses to the final mission just to show the player what's happening.
