It also happens when things are shuffled in the parts lists.
In Freedom, they've combined the Standard head and Masks with Hair into one category.
Sometimes it's just that they added a new part and re-ordered the parts list. -

You snipped a sentence out of Mental Maiden's longer post and directly replied to that sentence. I did the same thing. The only difference is that when you snipped more sentences out of that post as a separate quote and replied to it, you were discussing those points. I only commented on the one point you made in your reply. So basically you are saying you took that sentence in Mental Maiden's post out of context?

They aren't a package deal. You can have an Arcane Teleporter without having the GC Beacon attached.
If it were a package deal, as soon as you selected the Arcane Telporter to buy and place it then you would also be buying the GC Beacon.
Yes, the GC Beacon requires that you have the Teleporter for it to function, but the Teleporter doesn't require that you have the GC Beacon.
Just like Incarnate content required you to have applied a GR code to your account but was not part of GR (Issue 19: Incarnates launched a few months after GR). -

There is anything in Safe Mode different from "normal" beyond tunned down GFX? I can enter in Safe Mode, save the GFX settings as they were set by Safe Mode, exit game, try to enter "normally" (Safe Mode not ticked) then I get stuck in the loading bar again. So what is stopping me to enter is nothing related with "quality GFX", as trying to launch game with minimum settings (our of Safe Mode) fails.
Submitted a support ticket, they asked me to run GameAdvisor and now it has been escalated.
It's not a level of knowledge that Texas Justice has.

Compensation for things like this sets up a bad example. It tells people that they'll be compensated for any little thing they don't like. Dual Pistols has a couple of powers with bugged graphics, I can't play Dual Pistols, I only have one character and it's Dual Pistols, it's been bugged for two weeks now, compensate me.
Sure, it's absurd and stupid and no-one would take that seriously, but I've heard dumber requests. Recently someone talked about a criminal trial against Paragon Studios for theft because of something equally as stupid, like they promised Signature Story Arcs and they didn't deliver them, or they promised "you keep what you've bought" but veteran Premium players lose access to Inventions anyway. I forget what, but it happened.
**** happens. Losing access to City of Heroes for a day isn't like losing power or losing water, because there exist other games in the world that I can still play while the servers are down, whereas I can't just plug my house in the other socket and get power from another power company when that goes down.
As far as I'm concerned, compensating people are a response to angry demands is an extremely bad practice, because it breeds entitlement where it really isn't due. I won't exactly rise up in arms if it happened, but I won't support it by the same token. And on my side, the servers are down until 11 PM at night.
I agree completely with everything Sam said in one of his posts.

I can only read DD's posts from home or my main work computer. I have a script running that strips the funky colors and fonts out of posts.
If I'm at work and using a different computer it just hurts my eyes too much to look at it. If I'm at someone else's house working on their computer it's the same. If I'm working on someone's computer at my house, it's the same.
Other posters that use funky coloring for the fonts are often the same way. Orange, purple, yellow, it doesn't matter. Some colors hurt the eyes more than others when trying to read, especially depending on the background. If it's an odd color, I generally just don't bother trying anymore.
Strangely enough, it seems most of the ones using the colors that are difficult to read spend a lot of time in the same forum section quite a bit. -

There is a new forum sections named City of Heroes Freedom and Issue 21: Convergence Bug Reports Forums that is located right above this one. I believe there is a thread there about missing costume pieces. That would be the appropriate place to post this.

Check the attributes of the file to see if it's set as Read Only. If it is, the game can't write the changes to the Exalted character list. You'll need to uncheck the Read Only box, make sure the file is closed, organize your characters how you want them, exit the game so it will finish the write process and then reset the Read Only attribute.
To see and change the attributes, right-click the file and select Properties. Near the bottom of the page is a section labeled Attributes: with 2 check boxes for Read Only and for Hidden. If the Read Only box is checked, the file is set as Read Only and needs to be unchecked.
This is all assuming that they applied the same settings to Exalted or that the script that writes the file has been edited to allow writing the information for Exalted.
Of course, if the Read Only box is unchecked, it means they didn't remember to fix the script that writes to the file to account for the new server. In that case, file a /bug report ingame and also start a post about it in the City of Heroes Freedom and Issue 21: Convergence Bug Reports Forums section right above the Gameplay / Technical Issues & Bugs section. If you start the post there mention that you checked the files Attributes already and that Read Only was unchecked. -

I have no clue why they can't keep the lists synchronized. Especially the ones in different forum sections. -

As for "every other 3D game/app" you've tried to run, how many of those are using OpenGL? I'd suspect most, if not all, are using DirectX instead.
Intel has long been known for extremely poor OpenGL support in their drivers, and when the OEM's modify the drivers even further to hook in with some of their apps and hardware, it's possible that the OpenGL portion of the drivers get broken even more.
