Put everything else on hold, fix bases and PvP
I honestly think they're going to need to take a good, hard look at PvP after Freedom. There's too many PvPers out there for them to try to snag, and the way PvP is now won't do it. No idea if they will, but I think they should.

Take this to your accountants: You've added content for the PvE raider crowd issue after issue. You've added powersets and proliferated them for the rerollers and casual players. You've revamped zones, added new ones, etc etc. You cannot appease or bring in more revenue through either of these playerbases for a while. Effort and money is wasted on churning out this content.

It's been almost 3 years since PvP and bases were worked on. And even then PvP was made far, far worse while the base changes were so bad they didn't even make it to Beta.
At this point I think Paragon Studios wishes they had never been added to the game in the first place. I'd love to see either of them get some attention, but it's just not going to happen. They've been written off and won't be revisited.

I actually used to PvP back when my friends played way back when (a good while before IOs) and wouldn't mind it getting the attention it needs.
Personally, I feel the content junkies come off as way too needy. If an issue doesn't have this much new contacts, this many new trials, this many TFs/STs AND additions to incarnate stuff, they will go into a hissy fit. And they usually get what they want...and then want *more* next time.
Do they not see that as demanding? I'd like to PvP again (never was into bases, but you tell me what I'm missing) and other stuff to do. It's not like I haven't got enough content waiting for me to eventually get around to (I probably won't get around to doing Keys for a while since Halloween and Christmas will interrupt that, and I barely even know what First Ward is >_> then all the new alts I'll have to build!? I just finished my 3rd Stalker and now I'm gonna have to make another?).
Again, I say put aside adding more story content (go ahead and keep with the signature story arcs though) and fix/finish stuff that needs it. Do something better with PvP, get off your duffs and get bases out, expand AE, finish customization, heck, you can even figure some way to charge us for these additions. I wonder if people would pay for 'Crazy Incarnate Chaos' matches.
pretty sure its been stated by the devs that they will NOT roll back pvp to pre i13 (i think it was posi who said that and it was about 3-4 months ago when this topic came up last)
The Devs already fixed PvP.
My neighbors dog also was recently fixed.
Same basic results.
If the game spit out 20 dollar bills people would complain that they weren't sequentially numbered. If they were sequentially numbered people would complain that they weren't random enough.

If everything's going to be "put on hold," can we while longer? After a year of everything else being put on hold to pamper Incarnates, I can use a little content I have at least a passing interest in, like what's in I21.

Enough is enough. It's time to fix PvP, focus on making the PvP zones appealing, possibly rolling back i13 changes (I suggest just hampering the effect enhancements have on powers while PvP'ing instead), fix base raids and allow instant raiding that doesn't penalize defenders, and just overall make PvP a focus for a couple issues. I'm not going to make a post about my vision for PvP or tell you what went wrong before (with the suggestion above one slight exception), I could if you really need input, but this isn't that type of post. This is just about the idea in general, that you need to take development in a new direction at least temporarily.

But you can bring back a lot of people who took off when you abandoned base raiding and IOPs, and further still who left after i13 changes. There's a large group of people who want large scale PvP, and they can be brought back, and they can spend money. After freedom goes live, this needs to be your focus. Every mmo on the market does vanilla flavored PvE endgame content out the whazoo. There seems to be some sort of misunderstanding that that is all anyone wants. It's not. Give the game some depth again.
