For those wondering where the various settings in the NCSoft Launcher are, I'll post this here with a link to Hyperstrike's Guide: How to make the new NCSoft Launcher as unobtrusive as possible that is stickied in this forum section.

Oh. There's your problem. Antique video card. Probably running newer drivers as well.
For that old of a card I generally stick with the 197.45 drivers that were the last WHQL drivers released before the 2xx.xx series of drivers.
Also, post the results of CoH Helper as described in Hyperstrike's [Guide] Asking for technical help on the forums thread. We'll be able to see your settings and likely be able to make better recommendations that what we do when we just guess at how things are. -

Re-evaluating is Paragon Studios-speak for "we won't do anything about it."
Re-evaluating also doesn't mean that they aren't happy with how something is.
They may have re-evaluated the change to base storage and determined that it was where they wanted to keep it. They may have re-evaluated it and decided it should be changed but couldn't agree on what to change it to.
That doesn't mean that all of the players agree with the decisions they make when they re-evaluate things. But it also doesn't mean that it is code for "we won't do anything about it" as you put it.
Of course, we've had this discussion before about what they said and what was meant by what they said and what they really meant by what they said.
You still haven't admitted you were wrong about the Praetorians choices as they level having no effect on the choice they get to make at level 20 as to whether they go hero or villain.

For every 1200 Paragon Points that you purchase, you will receive a free Paragon Rewards token. This doesn't include the free Paragon Points that are awarded as part of the VIP subscription.

Sure, there were several posts with feedback on the Pirate costume cost, but there is also feedback that we the players can't see and that is how many of these were purchased at that price. Not all players post on the forums, Facebook or Twitter. And there is even more data that we can't see that PS can see that they are likely to use in their re-evaluation processes.
Apparently your definition of re-evaluating prices means that since a few people complained loudly about the prices it must be changed immediately.
Must be the same thought processes you use to rant and rave against their lack of support for Linux since a handful of people try to play the game on it.
If I said what I thought of your post, I'd have to click that little red triangle next to my post. And then Zwaffenpotatowafflesinsteadofbaconwaffles would fall out of his chair laughing when he saw the report.

You may want to download a slightly older driver, uninstall the current driver, run Driver Sweeper, and then install the older driver.
Since this began after the driver update, I'd start with looking at the driver.
EDIT: You may also have a corrupted driver installation from the update. Please follow the steps in Hyperstrike's [Guide] Asking for technical help on the forums thread and start a new thread in the Gameplay / Technical Issues & Bugs forum section. -
Semi-related to what Kal posted above.
I work as in the Technology Department for a school district. Several of the work orders I get are along the lines of "I need blahblahblah installed on my computer" or "I need to use blahblahblah for my classes, please install it on all computers in my classroom and all of the labs".
I'd say 98% of the time the blahblahblah is a particular website, and since they don't have a shortcut to it on their desktop, they put in the work order for me to "install" it. In another 1.999999999% of those work orders, it is for a program that is installed on their computer but that doesn't have a shortcut to it on their desktop, therefore I need to "install" it for them. I'm talking about things like Word, Excel, Acrobat Reader, Paint, and ... well ... you get the idea.
Now, I also get the "I'm trying to download Flash Player but it won't download for me, please download it on my computer" when they really mean "Flash Player has an update available that I have no idea if I really need or not, but all software installations require an account with administrator rights to install and you are the only one on campus that has those rights. Please install it even though I may not need this update."
These are the types of people that will likely like the Metro interface. But only if it dumps every possible thing they might or might not need right in their face. -
I believe Zortel is correct. Since 14 is still within the first level range, you can't access those missions. You can't access higher missions since you haven't reached the correct level for them.
As stated by Zortel, since a level 18 can do lower level arcs, and I've seen reports by many others that were under 25 that ran flashbacks, I don't think Obsidius' statement is correct.
I gather that The Pilgrim still won't talk to you until Level 25 as that is what his content level is set to, but you don't have to talk to him to access the flashback arcs. -

On a related note, MARTy nerfed a buddy of mine for getting 2 purples in a row in a normal mission... If this new system is gonna nerf us for stuff the random number generator does on a regular basis then it needs to be pulled... like now!
My second reaction is that IF this actually occurred, it is a /bug and should be reported. They've specifically asked for us to PM them if it is triggering when it shouldn't. If they can verify that it is MARTy at work, they can make the appropriate adjustments. If you just rage and whine about it without letting them know and giving the information they need to trace it down, they don't know that that it might be triggering on something it shouldn't and you are just making more players get inadvertent triggers.

I'm a power gamer. I've run all kinds of different Superteams. I created CEBR. I like creating very powerful characters, so I do what I need to do in order to get the best Enhancements. Within reason.
The Devs have their own opinion of what an exploit is, but they REALLY don't want to tell us. As such, I tend to use my own definition. If I defeat a mob that is worth an appropriate amount of XP/Inf & drops without using bugs, then I deserve that reward. The Monkey farms were an exploit as the mobs were not worth the correct amount of XP. The Snake Egg Farms were an exploit because the level adjusted XP was not appropriate. The MM pets in AE farms were an exploit because the pets were bugged to be high level. Getting full XP for the Rikti Portals when they went away was an exploit, but fighting and defeating them is not. I didn't view the portal farms or BP Death Shaman farms or AE all-boss farms as exploits, as characters were actually fighting and defeating all of those mobs. Again, my definition. And I don't view my CEBR stuff as an exploit, as my Brutes actually fight and defeat mobs by using the right powers and Inspirations.
That said, AE is the perfect storm where you can earn massive XP and other rewards under the right circumstances, and you control the circumstances. It really is asking for trouble. While it is possible to address the issues that make AE a great place to farm, it is a long process. AE has been around for a while, and people are still finding new ways to use and abuse it. I think the Devs have realized that they can't fix all of the issues while leaving AE in a reasonable state for people who want to use it for its intended purpose. They don't have the resources to police it properly. Plus they know that AE isn't their only problem, given the other farms mentioned above.
MARTy is the solution. If someone gets rewards too fast, by any means, then MARTy stops it and records it. MARTy isn't perfect. While it would probably identify and limit the Monkey farms, and Snake Egg farms, and MM pets in AE farms, I don't think it would do anything about the other farms I mentioned above. But that's because the first ones I listed were the REALLY bad ones.
MARTy is needed. The whole Invention System is based on using the Market to trade items you don't need for items you do. Each time a new exploit is discovered, the people using it get rich and buy whatever they want on the Market. Everyone else gets the leftovers. Since I'm a power gamer and I like my purple builds, I get annoyed when I can't buy any. I understand about Supply and Demand, but the system isn't fair when a minority that has discovered an exploit can effectively print their own money. I would like to see MARTy identify and prevent that. And I would like to see MARTy give the Devs time to properly fix any issues that it identifies. The whole Monkey farm thing lasted for so long because of the publishing blackout, and because the previous level 25 pet mobs in AE wasn't fixed for all pets.
Now we get back to the definition of an exploit. CEBR does not appear to be an exploit as I've never seen MARTy trigger, and I leveled up a Brute to 50 on Exalted the night i21 opened. I was pleasantly surprised at that. Apparently Fire Ambush farms at +4/x8 are an exploit, givent the reports of people in this thread. I'm personally OK with that. The line has to be drawn somewhere, and the 3M Inf/minute that Fire Farmers can earn is silly high. Obviously the Devs can't predict bugs, so they're left with guessing based on measurements like XP or Inf per hour. That is really the Dev definition of an exploit using MARTy. It has nothing to do with bugs or AE or whether or not you're "honestly" earning the XP. And really this is an arbitrary line. It has to be high enough that an Incarnate team doesn't hit it steamrolling a mission. Ditto for an Incarnate SuperTeam, though that may be asking for a bit much. Anything above that is probably worth reporting, though it's probably good to have a somewhat higher reward cutoff line. -

Some made their displeasure known. Not that there was much of any chance of changing their plans at that point.
However, this is with a new business model being put in place so some of the old practices went out the window. When you suggested it, it didn't fit into the then current business model.
I'm not saying that I feel it fits now, but it does fit more with the new model than the old model. -

I used to DJ in a Gentleman's Club.
I was called that by several customer's rather loudly. Actually, they usually said I was a real [censored word you used].
Over the mike I would then thank them for recognizing how hard I had worked to attain that personal goal. -
The window it opens is indeed different, but the back end behavior (what happens after you click Submit) is apparently now broken.
Filing a /petition looks to them like you filed a /bug report. That is the currently broken part. -
The problem was that using /bug was opening the /petition window during Beta. That is all that got corrected. I believe there were other problems with /bug and /petition happening at the same time that they didn't notice (such as what the commands did once you clicked Submit), or the fix broke the behavior of the /petition window to now treat it as a /bug window once you click Submit.
I filed a /bug report in game right after this change. I got no emails for filing the /bug report. I wasn't expecting one as I haven't gotten emails for /bug reports in a long time.
I also filed a /petition a few minutes later as it was also something that I needed them to correct (Temp power not awarding). I got no email for this either. I WAS expecting an email.
So I went to the support site and filed a support ticket. It was escalated. The GM that responded next said it was being handled on the ticket on my other support account. HUH?
I finally figured out another username/password to use and logged in. Sure enough, they were classifying my /bug report as a bug and passing it along.
The ticket for the petition was there as well with no actions taken.
I updated that asking for a response and got a reply that if I needed in game support to file a /petition instead of a /bug. After explaining the entire process and that I did file a /petition and that is what was being responded to but mislabeled a /bug report by their system they took care of the problem, said they weren't aware of any problems with the /petition system but that I could also use the in game Menu > Support option if I needed in game assistance in the future.
Doesn't that open the same window as /petition does? If it opens the same window, doesn't it behave the same? -

You see those 5 enhancements are untradeable and as such cannot be placed in a WW/BM slot or attached to an email. They are bound to each individual character and can only be used by that character or deleted.
And even if they could be attached to an email, characters can't use email's until they are level 10.
So as I said earlier the only option open to minimize their taking up too many slots is to buy the extra enhancement trays.
But please, I prefer TJ or Texas Justice, or Texas if you must. Tex is a redname. I think he may do vanity searches. Almost every time I say his name in a post in the Tech forums he comes into the thread and replies.
Either that, or Tex is stalking my posts.
