Youre very clever, but youre missing the point. Articles of clothing like skirts, shorts, kilts, and dresses dont count, because people are encouraged to revel in the absence of pants, and not replace pants with other clothing. The point is to relax and enjoy the humor inherent in people not wearing pants. A good rule of thumb is to pretend like you were going to wear pants, and then just fail to put them on. -

But in my case, it isn't dressing up, it's dressing down. One of my characters is well-known for her Hami outfit.
Justice used to have the Sexy Hami Aggro teams in Pre-I9 raids, where the Aggro team wore bikinis, briefs, etc.
We've also had No Pants Hami raids run on No Pants Day, Green costume raids for St. Patrick's Day, and other similarly themed raids. -
You may also want to slightly resize the images so that it doesn't require scrolling left to right in order to be able to read the text.

It's very random, and even when it does happen it doesn't always happen after the exact same steps. When you can't reliably duplicate an issue, or sometimes even get it to occur at all, it's rather hard to find the cause and fix it. -

Or you could right-click on the enhancement and select Info to find out what it does. Also, no matter the origin or the name of the enhancement, they are listed in exactly the same order in each origin store (the same goes for the multi-origin stores, they are just also sorted by origin first)

Anyways, yeah, mine is the correct time and date for where I am located.
Since I've seen it occur using ASP and .Net both, and knowing that the Launcher uses .Net, it was a possibility.
Most of the other searches I find for that specific error message are issues dealing with WSUS, NDS, LDAP, Silverlight, BITS and MIME types, and even downloading and installing Resident Evil 5 of all things.
This may be something you need to contact Support about if no one can offer a quick solution. It's the first time I've seen this reported with this game. -
This may sound silly and may not be related to the problems you are having, but have you checked to make sure that your Date and Time are correct on your computer?

Are you connecting wirelessly or using ethernet?
Try posting the results from CoH Helper and HiJackThis and we might be able to find some settings you can adjust to get a slightly better experience. Links are in the stickied [Guide] Asking for technical help on the forums thread in this section.
Since it is Windows 7, be sure to right-click CoH Helper after downloading it and selecting Run as Administrator. -

Since you were able to launch in Safe Mode, that means it was likely a graphics setting causing the problems.
I'd recommend starting in Safe Mode again, going into Options/Graphics and change settings one-by-one, clicking the Apply button between each change and rebooting the game if it requests it, in order to find which setting is causing the hang.
EDIT: The Helper/Help Me setting box comes up on any character that has not logged in since that feature was introduced. Why they worded it as they did, since they knew it would pop up for "not new" characters is something that was never explained on the forums. -
Can you launch the game in Safe Mode? Using the NCSoft Launcher this is done by right-clicking the name of the game in the Launcher window, selecting Properties, and then putting a check mark in the Launch in Safe Mode box, clicking OK and then launching the game.

I have headsets that I've used for over 5 years that are still working fine. I have a few newer ones as well that still work just like they did when I bought them.
One of the few that I have that doesn't work fell out of the carry bag attached to the rear back rest on my motorcycle. -

100% packet loss to some nodes IS ENTIRELY NORMAL.
Some providers, to prevent Denial of Service attacks through massive ping floods, and maintain node performance simply DROP incoming pings as an unwanted traffic type. Hence, 100% packet loss.
Now, if you're not getting 0% or 100%, yeah, something is going on with that node then. -

Personally not had any problems with the latest drivers, but then my card is much more recent than yours. Often past a certain point, new drivers can either simply no longer improve performance on older cards or actually degrade performance as the manufacturers don't really bothered testing against the hardware as rigorously any more.
It's basically a combination of the older card and older OS as well as the fact that most testing is done for DirectX graphics rather than OpenGL that CoH uses. -

Update your video drivers. Using Windows XP and that video card, I recommend trying the 197.45 drivers instead of the more current 2xx.xx series of drivers.
Of course, you should follow proper video card driver uninstall/safe mode cleaning/install procedures using a program such as Driver Sweeper.
