Oh, when the OP said 'it is on beta', I thought the problem was happening on Beta. If this is happening on Live, then the forums are not the appropriate way to get this resolved.

"I even bought a new PC and kept the same graphics card and it still happens."
It could be a faulty graphics card.
It could be a problem with heat (graphics card overheating, CPU overheating, etc).
It could be a power problem (not enough power for your CPU and/or graphics card).
And, it could still be an issue with something running on your system.
But, the fact that you kept the same graphics card and the problem persists would tend to make me believe that the problem is associated with the graphics card. -
The red dot means that either your game is not up-to-date or that the Launcher could not determine what the latest version of the game is and cannot determine if your game is up-to-date.

If you run the game through the Launcher on Windows and then look in your game folder, you will see an addcache.xml file which has the correct arguments needed to pass to cityofheroes.exe

Have the Launcher start installing CohTest:

and on the dialog which says: "City of Heroes Test will now be downloaded and installed.", press the "Customize" button and then browse to your existing installation. -
I got Nicodemus' PM and I cannot comment on the patch file format.

This seems to imply that it is a problem with your computer settings which is keeping the Launcher from updating itself and updating the game.
I would check network settings, firewall settings, any anti-virus settings, any anti-malware/spyware software you may have installed, etc. -
When I mentioned a "network issue", I meant anything network device between the computer and the server it is trying to reach, including the cable modem, not just an 'internet problem'.
The Launcher has been updated several times since the CoH support has been added to it and I wanted to make sure Jawbreaker had tried with a recent version of the Launcher installer (available here: http://us.ncsoft.com/en/launcher/ncsoft-launcher.html ) since some of the log entries seemed to indicate that the Launcher was having issues updating itself. -
Select COH TEST in the Launcher and click "Install Game". Then, click the Customize button to point it to your existing CohTest installation, hit "OK", and then click "Install". It should find your old installation and update it as necessary.

Are you selecting and downloading the "Notebook Graphics"/mobility drivers? The normal desktop drivers may not install properly on your laptop.

Jawbreaker, the problem you need to focus on is not the Int32 error. That is happening because you are trying to run an old game client and the server is sending data which is not compatible with the old game client.
The problem you need to focus on is that the Launcher is not updating the game. The red icon next to your game in the Launcher means that either the game is not up-to-date, or the Launcher can't figure out what the current version of the game should be. You need to resolve the Launcher issues so that you see a green icon next to your game in the Launcher. -

Before the merger the team ran two servers simultaneously: EU and NA test. Now we only have one the beta server that requires beta access if something is being tested. (i have yet to see it open but i assume its accessible outside beta testing, I hope so). Anyway, is there any possibility of getting another shard opened up for 'testing' purposes? I often used the test server to test out new builds and play with the game freely knowing its not going to effect my real characters.
And since you used to run two servers it shouldn't take a stretch of the imagination to get the other back up again (:
Now, there are two: Test (the old NA Test) and Beta.
I think you are looking for the Test server.

Are you starting the game with the game's safe mode enabled? (Usually by checking the check box in the game's properties in the Launcher)

Did you push the 'Apply' button after changing the water quality?
