Short Answer: yes
Long Answer: Kind of. There is no real "invisibility" in CoH. There is "Perception" or "how close do I have to be in order to see you" and there is "Stealth" or "how close can I get before you see me".
And perception and stealth have limits or "caps".

War: WP/SS Tank (the "never quits" and just "keeps on pounding" entity of destruction)
Death: Fire/Dark Scrapper (DA gives the appearence of doom and the fire damage is a prelude to hell)
Famine: Plant/Storm Cont (using your food as a weapon agaisnt you and even the weather prevents you from surviving)
Pestilence: Rad/Rad Def (toxic radiation to weaken your foes...to slowly drain them of life)

Soft capped, and relatively cheap, DM/Nin build. No real travel power as Raptor Packs are silly-easy to get redside.
But you could drop Smoke Flash and throw in SJ for travel purposes if you wanted.

Oh ok Doom, thats what I thought you were talking but I guess I got it confused. Although I did it wrong, it may help out in the end. As for Tru Grit having 2 special uses, Adding Defense for Smashing/Leathal and +max Hp, I really was leaning more towards the resistance of smashing and leathal dmg. Then again... whats yalls take on True Grit? load it up with Defense or Max HP or both?
Im not a big fan of Aid Self. I tried it before on the build but respect'd out of it becuase I was always gettin interuptted when trying to use it, So Ive been focusing more on a Def/Resist/dmg Build. Figured if I can get Tanker-like Defense/Resist (yes I know it wont happen), but if I can get close or soft capped, then I could fall back in Insperations if need be for heals/etc.

Ive prolly done spent round 4 on just respecing different builds so I know the feeling when it comes to figureing out how to slot when low on influence.

Well...I am not in GA anymore...used to live in McDonough (southern suburb or ATL) and in Hepzibah (when I was stationed at Ft Gordon in Augusta). I am remotely working on Macon at the moment.
As for Aid Self. With a Defense based set you will, eventually, get hit and Aid Self is your life saver. With capped Def (in the PvE world) you shouldn't get interupted very often (if at all).
If you want to slot for resistances I recommend changing your secondary...honestly.
Shields, a defense based set, isn't going to give you decent resistances. Even with Tough you are probably going to make out at around 25-30% Smash/Lethal resists. That is if you slot Defelction for it and grab some IO sets. -
OK...with some software running I grabbed my scrapper's build...moddified it a bit (made it cheaper) and here ya go. Different than yours (no stealth pool)...perhaps not as "PvP centric" but it is soft-capped and has great endurance recovery and low end use.
On my build I have the Panacea heal/end unique in Health and the Gladiator Armor +3% def in Tough so I dropped ToD in Hack and put a purple set and dropped Sciroc Derv in Headsplitter and added another purple set. Ergo...about two billion influence more expensive

These rewards are alright. The extra slots for 66 months is a decent reward, but I'm baffled by 63. I mean, I get what the "Fog of War" is -- I just don't see the value of having it lifted. Clearly I'm missing something; I have never once entered a map and thought, "Oh, I wish this map was revealed." Does this pinpoint glowies or tell you where mobs are located?

I only spent around 300 million on my Fire/Shield scrapper so far and he's got soft capped Melee and Ranged defenses and 36% AoE defense. I still need to buy two of the KB IO's from Blessing of the Zephyr (wish I didn't have to, but I needs me some more AoE Defense), and I need one more LotG:Recharge, but I don't think those are going to run me over 1.5 billion to make your estimate correct.

The builds Miladys is talking about have impressive attack chains (usually fueled by purples) and significant base regen *in addition* to soft capped defenses. Those are billion dollar builds.
I have a fire/shielder that I've outfitted for about the same amount of influence as you, but I don't expect her to solo hard AVs or get sub 6 minute times against Rikti pylons. My goals are frankly a lot less ambitious and casual.

OK, I did this about 2 weeks ago and that bears taking into consideration as inflation has gone nuts.
With that said:
My Shield/SS tank is soft-capped to Ranged, AoE and Melee. Has Perma hasten, easily keeps a double stacked Rage and Active Defense.
Does not have one purple and cost me right around 900 million.
I have a wicked AoE attack chain and single target, while not as impressive as some, is quite nice. I can chain boxing-jab-boxing-jab-boxing-jab-boxing-jab constantly with no end drain. Very decent damage IMHO. Of course KO Blow is the coupe-de-grace (sorry don't speak surrender...er...French).
My weakness...Endurance. I suck that like..well....nuff said. -

Here's my issue, I have a small-ish base with an "Energy Station" as my primary power provider.
Currently in this room I have 1 basic generator and 2 Circuit Breakers.
The "Energy Station" says it can hold 2 Power and currenly has 1 in it. Yet when I try to add another basic generator it won't let me. No matter where I try to place it it stays highlighted red.
Um...what am I doing wrong?

I like my Elec/SD. Check out my projected buiild. He's 41 right now. No purples so not that expensive. Not exemplar material I know. And I too could not fit in taunt. Oh well. But he is soft capped to the big three and this makes me happy.

At the top of the chat window you see the 1 2 3 4. Opening any one of those presents a new window where you can create a tab (or multiple tabs) to monitor any chat or information channel you want.
