IN MY OPINION, this is one of those times. Just because I don't like the idea, doesn't make me incapable of imagining situations where it might be a nice conceptual idea, any more than I'm sure the obvious psuedo exploit this idea creates honestly escapes your notice either.
Farming? Been here forever. Family farms in PI, Behemoth Farms, AE, Death from Below. Next.
Lack of people going to other zones? AE, Death from Below. Next.
Lack of people at high levels having a clue that they're doing? PI farm babies, AE babies, DFB babies. Next.
Is there anything I'm missing? Because I'm pretty sure everything used as a 'counter' can be debunked with stuff that is already in game. Have you seen apocalypse occur as a result? I know I haven't. This suggestion's likely outcome? A big fat load of not-a-lot-at-all-changing. -

It occurred to me after I'd posted this that if this suggestion were brought in and there were Radios available in Atlas, you could play the entire game by just visiting three zones: Atlas Park, Dark Astoria and Ouroboros. Obviously this doesn't include Task Forces, but is this REALLY the place we want the game to be?

So, uh....I guess everyone should be panicking that the game as we know it is clearly wrecked, everyone is PL/Farming spawn of Satan and...uh....actually, wait, what? This 'nightmare situation' of yours is already entirely possible. Notice how the effect has been, shall we say, next to nothing? -

However, I think I have settled this little issue: I took the Nictus idea upthread and ran with it, letting it roll around in my head.
What I came up with is "Void Spectrum," he's part Nictus, part living Shadow Cyst Crystal and part stolen body of Blue Spectrum from the tutorial! He's using the darkest colors I could get to look right for the Bio Armor, and the Mutant pack's sword for Broad Sword, I think he will be a ton of fun to play, here's what he looks like so far:
Except for the part that he's yoinked Blue Spectrum's body. For one, if the Devs somewhere along the line decided to re-use Spectrum, as they did with the 'Extended tutorial' characters later on, then he's kind of a massive breach of canon (Yes, I know, RPers should shush >_> )
I also think maybe he could use a darker colour on the pattern? Right now it stands out a little too sharply from the others. But the red is great use of the three point rule, so kudos for that -

I still think base 'rent' as a whole (Rent what? It's MY damn base. You want to charge a Villain RENT? There's a word for that; suicide.) is really bloody stupid, but oh well. Since I doubt it'll go away anytime soon, this gets my /signed for being a good idea.

As far as overall usability is concerned, it's a royal PITA. I've been using it since the developer preview, my current system dual-boots the release preview (since I'm going to have to know the thing,) and I despise it. I don't get passionate about software - it's either "I like it" or "I don't," but I downright hate Windows 8 on a PC. I'm sure it'll be fine on a tablet (and MS is planning on locking down what can be put on at least the RT version via the app store,) but on a PC it's one of the most irritating experiences I've had since... well, I don't know when. And with the "since I don't know when," I'm *including* DOS and having to type odd, arcane, case-sensitive and OddLy.caPit.AL_ized commands into Linux to try to convince a driver to install.
Are you saying this new one is worse than Vista? D= Because that's a whole new level of evil... -

And people who have no intention of doing that content ANYWAY will CONTINUE to do what they already do. The only people this penalises are, funnily enough, the people who want to play all the content, when they want. Isn't that a funny notion to get your head round?

No. Definitely not. This will encourage people to stay in the same zone grinding out Radio Missions from 1-50. It's bad enough as it is that Radios seems to be all people want to do on teams, but this will make matters worse. City of Heroes will be come City of Couch Potatoes. Not fun. Dull as dishwater.

Bad excuse is bad. Stop penalising people who want to play legitimately (i.e. getting the badges from Radio/Paper missions) just because *some* people want to grind 1-50. Hell, even *I* tend to farm/whatever 1-22 because, I'm sorry, I've run that content so many bleeding times and, frankly, pre-SOs for me is DULL. As dishwater, in fact. -

Some also say that it has powers that work across all of it's forms, with each form making the powers behave differently.
The Devs said on the stream yesterday however that they have no 'imminent' plans for a shapeshifter.
So, of course, it's just 'some say'. I'm a villain, after all -
I do think that Targeting Drone should be enough to trigger the Speeded-Up Snipe effect without having to slot 4 ToHit IOs in (i.e. silly overkill, when 2 is usual slotting with 3 being the very limit) especially given Devices other...problems. And, y'know, AR paired with Devices has no Aim, and ergo no other method that other Primaries have. Which is somewhat unfair.

Sure, it's not 100% great, but NONE of the Blaster secondaries (with the possible exceptions of Energy and Psi) are 100% great anyway. -

Since there seems to be no summation thread yet;
Blast Sets in Issue 24
Snipes: Snipes will skip their wind-up animation and Interrupt window if the player has more than +22% ToHit buff applied to them.
- This effect is most easily found using Aim or the likes of Targeting Drone in Devices. It can come from ANY source, but must be ToHit; Accuracy bonuses do not count.
- This effect applies to Corruptor, Defender, Dominator and PPP Snipes as well (EXCEPT for LRM, which remains unchanged).
Short Range Attacks:
- Short range attacks, i.e. 40ft attacks like Blaze, etc, are having their range extended to 80ft, the same as other attacks in the set.
- This change also effects Corruptor, Defender and Dominator sets (And I assume PPPs, if they have any such attacks)
Blaster Unique changes in I24
Secondary Set survivability
- All Blaster Secondaries, with the exception of Psi Manipulation, will receive a change to a power that adds extra survivability in and out of combat.
- Psi Manipulation already has Drain Psyche, and is thus effectively already in possession of such a power.
The current power changes are;
- Fire Manipulation - Blazing Aura
- Ice Manipulation - Chilling Aura
- Devices - Cloaking Field
- Darkness Manipulation - Touch of Fear
- Electricity Manipulation - Lightning Clap
- Energy Manipulation - Conserve Power
The above powers will all have their names changed.
- You will NOT have to Respec to receive the updated power. The update is automatic.
- There may or may not be a Free Respec with these changes, with the likelihood that there will be (Says Zwillinger *Ahem* )
There are NO changes to Crashing Nukes in I24. They are aware of this, however

currently they phase regardless of what effects are on them including mezzes which is the most annoying since other enemies dont get tier 9 effects and whatnot when they get mezzed
