Why would you think that someone would need to be tier9 to purchase them? Anyone can purchase them, it has nothing to do with the tiers at all.

After seeing the atrocity that is the CoT redesign, I think it'd behoove the devs to let us know if there are any other faction revamps in the works, that way this whole "OMG WTF NO DON'T CHANGE IT" fiasco doesn't spring up again when they may hit live. Thoughts?

Before Alpha+, all my 50's did was run an occasional Itf, or collect dust. They're slowly adding an end game, and it's helped bring a lot of my toons out of retirement.
As for solo, just make sure to run the arc in ouros. Once alpha's unlocked you can slowly get shard drops from mobs as long as they're your level or higher. The WST is nice for smaller teams, and after you slot up Alpha, you can start breaking new Notices down for 40 threads to use towards the other 4 Incarnate slots. -
