currently working on a fire/ice thanks to your guide - I have sands of mu and nemesis staff so it really makes it easy...

This approach does not PREVENT one from crafting for badges. If you have the cash to blow then craft away.

This approach shows it is more cost effective to buy CRAFTED 25 IOs vs 25 SOs.

Next Week? I get my 25 IOs for 10-20k over night (most sooner)... if you bid like 1-5k on 25 crafted IOs that may take a week. So if you DO play infrequently then BID LOWER and save even MORE money.

However this approach does keep you from investing money into 25 SOs that will expire.

A 32.4% level 25 IO is almost equal to an SO.

This gives you CHEAP SO level bonuses from level 22 on and lets you save money for later purchases.

Why spend 30k on a 25 SO or 40k on crafting a 25 IO when you can just BUY 25 crafted IOs overnight for 10-30k?

At level 22:

Go to Wentworths/Black Market

Bid 10-30k on crafted level 25 IOs.

Log off.

Log in 24 hours later.

Get and slot your new 25 IOs

This is cheaper than buying SOs and is much cheaper than creating 25 IOs.

there should be no badges nor any pve incentive in a pvp zone.

this way the pure pve'ers get what they want (no incentive to visit the pvp zone) and the pvper's get what they want (non-whining targets)

You understand correctly. That's they way it works. Doc is saying that a level 10 can't slot a level 50 IO. But a level 50 can slot a level 10 IO (but the level 50 will only get getting a TO's worth of boost out of it. The same amount of boost that a level 10 character would get.

Really? So it really only makes sense to START looking for IOs AFTER you reach level 50 (so you dont have to go out and get the same IO's again) ?
