The consumables didn't cost the company much at all for this game, maybe about the same as they cost to purchase 25 or so.
They have a huge profit.
It's like a metal fastener production company giving away a single nut and bolt that costs them a pittance to make and they normally make 500% profit on while their main business is huge bulk orders or hundreds of thousands of nuts and bolts.
"You'll come back for bulk orders once you see what this one bolt and nut can do for you!"

I also can't really afford the price and the data cap would be too low.
Honestly, I don't know why they have such a stupidly low cap, other than greed. The cap should be set by the download speed. That caps your usage a lot more effectively than "oops, we let you use too much now we're going to charge you extra and then some". -
Honestly, this "Freebie Friday" program doesn't serve its purpose as it has started out.
It's purpose is to get people interested in the Paragon Market, but the first day is so far a failure(definitely for me and likely for many others).
Why?
I was expecting something a little more interesting, especially the first time, than a single XP Booster that doesn't last all that long.
If it is going to always be "a single very short time consumable" or "one single costume piece that nobody has been buying otherwise" then I'm going to stop even bothering to check.
I certainly will not be looking at the rest of the market either when their "amazing deal" is only $1 or $1.50 because it sends the message that they're not very generous and greedy with the other prices that still remain much too high.
I would rather see permanent price drops, or at least much more frequent and decent sales, on the more desirable things that cost so much than a stupid "free baseball card in every cereal box" that costs them practically nothing and is worthless because it is, on top of being mass produced to the point of not even being worth collecting for later resale(in the case of the cereal baseball cards).
You want to entice people into the market? Offer something every week on sale that people really want for a very good deal, or offer something better for sale(ideally a permanent unlock or a 5 XP Booster pack and the like).
I'm not impressed or even interested currently, but I will claim it just to say "may as well take it" and continue ignoring the overpriced store. -
1) The NPC leadership toggles detoggle when mezzed. Obviously, there are instances of them working properly. I believe the radiation emission debuff toggles work the same.
2) The enemy NPCs run into melee with you. You don't have to run in when they can close the distance for you, either when there are too many to mez or the mez misses.
3) If the NPCs can do it then the players should be able to do it.
I don't care if you sue the EXCUSE "the NPCs are dumb". It breaks immersion, and really bugs many of us players, when NPCs have abilities that we players can't get even as incarnates.
It does not make sense.
(Edit: After all, "if it happened once, it can happen again" is pretty much a universal law. If a player or NPC has a certain power then another can, and very likely does, have it as well. That goes triple for NPCs that are not unique.)
Also 4) The NPC is meant to be a copy/clone of my character. It should behave the exact same or it isn't a copy/clone. -
I am running the Field Agent Keith Nance story arc with the NPC copies of myself on a gravity/time controller.
The first thing I do on meeting my double is hit them with Gravity Distortion to hold them.
The problem is that my double is using Time's Juncture, an offensive toggle, and it does not turn off when they are held, unlike the player version. It does not even suppress as it still affects my character.
This toggle is much too powerful to have that advantage, otherwise players should have the same advantage of it not turning off when mezzed.
This needs to be fixed or we players need to have our offensive toggles stay on even while mezzed, and our defensive toggles as well(since they suppress).

FYI, the villain mission from Leonard after Dean MacArthur with the 8 clone army will likely be much harder, borderline impossible, due to this. -

Not only do free players have to spend more INF on DOs and SOs(because they expire and need combining to make last), but anybody below tier 8 also doesn't get the best inspirations they likely need for their weaker characters more than anybody who does have access to better drops.
This game really seems rather backwards, like a lot of other MMOs.
You start out really weak with the weakest "consumables" and "gear" at the time when you need the latter the most due to having the least amount of options.
It would be better design to start out with the best effectiveness consumables(since they're percentage based and thus scale with level) at least so that they can work their way up to not using them as much when they more options and better gear. They should probably get better gear earlier as well, at least SOs, to compensate for the lack of options.
I just think it is not surprising that people have a hard time even trying or sticking with MMOs, and end up hating low levels, because they are forced to be weak at low levels. There is no way effort can overcome a designed severe weakness in this game or others designed such that the computer has absolute control.
Anyway, the wings all cost real money, in some way, to get. You either need invention access, which costs money, or reward tokens from spending certain amounts of money or to buy some wings directly from the cash shop.

That is another thing. Some things scale with level while other things don't.
Endurance cost and accuracy and recharge time don't scale with level, so they always suck. Inspirations do scale with level so they always have the same effectiveness, but you don't get the stronger ones, even from low level bosses, until higher level so they suck in a way as well.
This game is definitely not consistent so that it makes low levels such a pain that it is obvious why people power-level. Being low level in this game is not fun. You have to wait for the fun, way too long a time.
No wonder this is a more niche game than others despite much better customization and more freedom of team composition than other more successful games. -
On any character that can get it, "Oppressive Gloom"(I think, the AoE stun toggle from Soul Mastery) is a much better option for melee damage mitigation through mez.

Your video card is not enough for the game.(at least with Windows 7 and possibly the Aero desktop graphics options on)
That is why you get a lot of "Unknown (2147483647)" errors in your CoH Helper report.
The requirements for this game have only gone up over the years due to additions and lack of optimization.
A GeForce 7800 GTX is not enough anymore, especially at the resolution you try to play at(1680x1050). The graphics card is probably overheating at that.
You could try reducing your resolution, for your desktop as well as the game, but I bet you will still have issues playing.
You can also try setting the graphics card fan speed higher manually to something like 70% using this program from Nvidia: http://www.nvidia.com/object/nvidia_...ools_6.06.html
(Edit: You should make sure that version of the software will work for your graphics card. If it doesn't support your card then you will need to likely find an older version.)
You'll need to keep the graphics card temperature under 70 degrees Celsius, using a temperature monitor(there is a windows 7 widget you can find or other software like HWmonitor), for it to keep functioning.
Though, I still think that old card just may not be able to handle City of Heroes anymore.

FYI, "lag" is usually reserved for "slow internet", such as is shown by using the command in game "/netgraph 1"(0 to turn it off) in the lower right of the game window.
"Bad frame rate" or "bad FPS", shown by the command "/showfps 1" in the upper right of the game window(60 FPS is perfect, anything below 30 is not so good, and any time it suddenly drops by 10 FPS or more is bad), is what bad graphical performance is. The screen will seem to flash and stutter and animations will slowdown and even stop with bad frame rate.
I'm surprised that Windows 7 works with such an old graphics card. The 7800 is not even DirectX 10 capable, last I heard as I remember, and thus not supposed to be compatible with Windows Vista or Windows 7. -

Obviously, that is the biggest reason all the action is in Paragon City and the Rogue Isles.
Second, the mission content in those zones is not free to anybody but VIP.
Third, you need people who already have the missions for exemplar and have to leave their team every so many missions while they do certain missions alone.
Honestly, it seems to be made to keep people apart.
It has "single player" missions in almost every arc. It can't be done through Ouroboros. You need to buy every mission, or stay subscribed or level the absolute slowest way by "street-sweeping"(if you had free zone access).
And still, "you can't join any of your friends anywhere else for any content until after you hit level 20 and do a specific mission".
It's like a single player game in the middle of an MMO, that is more difficult to solo that the MMO content. No wonder people avoid it. -

The worst part about Praetoria is the fact that it is so much more of a pain during the time when characters are the weakest and spend the least time.
It needs to have some reason for mid and high level players to gather.)
Honestly, they built Praetoria to be a "temporary story pass through".
They didn't build it to be some place that people wanted to stick around, so people don't stick around.

FYI, the post you quoted of mine was a perfect response to the poster I quoted in that post.
It was stupid to call this thread silly when the thread is about the fact that the "Praetorian Chaser" is silly if you take the story of Praetoria even remotely seriously(meaning if you take it as seriously as which breakfast cereal to have, which is not very serious and you don't even think about it for long).
For one, Longbow have had the chasers for much longer, obviously. They would certainly know them better than the Praetorians could, including weaknesses. The Praetorians using a repainted and unmodified Longbow Chaser would be an absolutely stupid tactical failure.
That doesn't even take into account the questions it would bring up within the Praetorian ranks about why the vehicles are identical. They would begin to question their leaders or at least have a difficult time distinguishing friend from foe if the only thing that tells them apart is an easily faked paint job.
Seriously, the whole story element of "it's a recolored Longbow Chaser so that visitors from Primal Earth can go unnoticed in Praetoria" is absolutely stupid because Praetoria doesn't have any flying vehicles, let alone Longbow Chasers recolored.
You don't go bringing pine boughs as camouflage in the jungle. You use the plants found there to look as much like you belong there as possible.
You don't bring your own vehicle, repainted, into enemy territory if you want to go unnoticed. You use one of their vehicles, or a really good fake. -

I imagine it was intended to give players a chance to see and target enemies, despite lag, before they were already defeated.
That does not work as intended because they may be "untargetable" but they are not invulnerable to splash AoE damage or pet targeting and damage.
It is a failure in design though. -
I'm not the best builder myself. We all continue learning.
But, I can offer a few tips.
1) slot 2 SOs worth of accuracy minimum in any power that needs accuracy.
2) slot at least 1 endurance reduction SO in every power that uses endurance and isn't on a super long cooldown(Rage doesn't need endurance reduction for example). I tend to slot 2 endurance reduction SOs in every toggle and 2 in every attack, but sometimes you can get away with just one.
3) Everything else is whatever you want.
Slot up to 3 of whatever you want most form a power, such as resistance in your toggles like "Mind Over Body".
I tend to slot attacks for one recharge if they have a recharge at least 8 seconds and then put damage in any remaining slots up to 3.
4) You want to maximize your primary and secondary sets most, getting 5 total slots in your most used attacks, and slotting your travel power a little if needed(such as Teleport requiring at least 3 SOs of endurance reduction and Fly requiring 2 SOs of endurance reduction likely).
Builds can be rather variable though. -

Your "it's silly" comment was wrong the second they told us Praetoria was a different world with an alternate history for the past 40+ years.
They really NEED different technology.
The "Praetorian Chaser" just looks like they stole a longbow chaser and called it their own(never considering that there would be questions and confusion if longbow ever brought their chasers through the portal), or Praetorian authorities are stupid enough to think that it is their own simply by giving it a different coat of paint when it is really completely an enemy vehicle.
It's more silly to imagine reasons for it to be the same as the longbow version with a different coat of paint.
Also, Praetoria is severely lacking in any vehicles, especially ones that make sense.
The only vehicles there are the cars that are all the same as Primal earth, the same old tanks and the same old fighter jets and helicopters in that one room in certain mission maps. None of those vehicles fit the "Praetorian theme and style". The helicopters and fighter jets and tanks don't even have a Praetorian Loyalist color scheme or logo(not sure whether the tanks have a logo or not).
It's just....wrong.

I mean, just look at the Rogue Isles and Arachnos. That's very different from Paragon City. You can look at the Sky Raiders for another example.
It's rather obvious that Praetoria could, and likely should, have very different vehicles designs and aesthetics. -
1) Only specific NPC allies/hostages/escorts ignore stealth. Essentially, the ones that actually fight with you seem to be the only ones that ignore stealth, complete allies.
The ones who are your hostage will stop because they "lost you" if you use stealth.
Some ally escorts will still lose you, all too often.
2) Enemy AI is already better than ally AI.
Just watch an ambush chase you up stairs sometime and lament the fact that an allied NPC gets stuck while the enemies have almost no trouble with stairs over and over again.
I really wish they would figure out what makes enemy AI deal so well with stairs and apply it to allied NPCs so that they aren't so stupid. -
I always prefer slim keyboards, the ones with less travel distance for the keys(like a laptop, short keys). Those are great for easier use with fat fingers or clumsy fingers. I don't have to really hammer the keys to type either.
I currently use the Razer Lycosa and have never seen a better keyboard. I just wish it was water proof so that I could clean it easily, and the coating that shapes the letters and numbers didn't wear off(asd looks like blob blob blob right now).
I will never go back to a mouse that needs a surface anymore as well. I love my trackball mouse. I would replace it with a touchscreen if I could though. Although, that would require games that are coded to take advantage of a joystick with a small joystick also available with the touchscreen for best results.
Anyway, I'm never changing from trackballs and slim keyboards as long as I use a keyboard and mouse.

Somebody should tell Logitech to hurry up and apply their many extra button design, for gaming or whatever, to their trackball mice. Trackball mice are even better for multiple keys than other mice because you don't need to use your fingers to hold and move the mouse, just the one to move the trackball. I would buy one in a second. -
Is he allowed to use invention origins at all?
If not then it would be best to make an SO build for him. Those can help him learn as well. -

I don't know about other countries, but I imagine it's the same: In Canada, those cards cannot be used for cash at a bank or ATM (that would include moving the money from the card to your bank account). Any attempt to do so will be declined.
Obviously, the card works like a debit card in certain situations.
I don't see why it would not let you "pay somebody" with the card, so long as they can process it like it needs to be processed, even if that somebody is you and your checking account receiving the money.
Anyway, it was just an idea that I don't think most people have even tried. The other ideas posted by others here work well though. -
I wonder if you could take the prepaid cards to your bank and get the money off them into your checking account for your debit card, like "paying yourself"?
That would solve the whole issue. -
I used to have almost the same issue, with my laptop and less with ym desktop, and it was the graphics card overheating.
First, get a temperature monitoring program to check and make sure it stays below 70 degrees Celsius while playing. I think you can Google a good one, but try this: http://www.cpuid.com/softwares/hwmonitor.html
If it is overheating then maybe it is doing so because the fan speed on your card is too slow to ramp up when it gets hot, which is an issue Nvidia cards have.
You can use this program to manually set your fan sped to something like 70% to keep it cooler rather than let it slowly react once it is already hot: http://www.nvidia.com/object/nvidia_...ools_6.06.html
Other than that, you can turn down your settings to keep it cooler.
Also, clean out the vents and the inside of your computer. They may have too much dust, restricting airflow and insulating the hardware, which makes it harder to cool.
The universities have a lot of little objects to render and many polygons to certain pieces as well as textures. It's one of those places that really taxes systems more than others. -
I sounds like you have a debit card, which works for the game.
The other cards are called "prepaid cards" and they also work, but I believe you have to manually enter them on your master account page, not in game.
I've never had more than one card to use on the game though, so it may be best to contact support for a straight answer. -
