While I think the actual intention is "Monster ranked enemies", it is definitely not a bug that "Painted One" ghouls make you taunt all enemies within a certain radius of you(thus the 16 stacks of taunt for the aggro cap) as they have done this since Issue 18, as intended.

It's intentional downtime.
The game tends to come down at 6am CT every Tuesday and Thursday. It's best to just expect it and be happy when they decide not to bring the servers down on either of those two mornings every week.
Yes, they go for weeks without downtime, some weeks, but they still are likely to take the servers down on one of both of those days within each and every week.

Yeah, it can suck.
It never used to be so often, but the game never used to have as much stuff on the servers such that the servers needed a breather or as many bugs and quirks as it does now.
It's probably going to eventually become much more common to see the servers down, eventually. -

I didn't bother checking because I was trying to point out that "IF it is inferior then it is not in the way untouchable is applied".
The "untouchable" portion is meant to make all power resurrects that have it give the target of the resurrect just enough time to animate, un-root form the animation and try something(ANYTHING) to not go splat within a second after resurrecting/dropping "untouchable".
I see the 0.25 second delay(which yes is only a problem in some situations, thankfully not all) as an oversight because it completely negates the purpose of having "untouchable" in the power at all.
Why make somebody invulnerable after making them vulnerable and possibly dead? Do you want to give them a chance to save themselves before going "untouchable", thus making the invincible period useless, or do you just want to cause frustration?(directed at the devs)
It's either a bug or it is ignorance of possible issues with the delay or just plain incompetence while trying to make resurrect powers perform equivalently at the basic function.
I wager it is just a simple mistake that needs to be corrected, a bug. -

I think the problem probably lay in(as far as I can guess) the possibility that the server receives "I am untouchable", from your computer when you hit the power, which it then applies after it received the "I am resurrecting" packet. That would mean there may not be a delay "under perfect conditions" but that lag would have a chance of allowing the server to update enemy attack status(whether they can shoot you) after you start resurrecting and before the untouchable applies.
Of course, your computer will tell you that you are untouchable even if you are not because it is a graphical display that is not irrevocably tied to whether you are actually untouchable or not and will display on your end when you activate the power even if the server hasn't "let it happen" yet.
Essentially, it is like when a power on your tray looks recharged, due to a bug form a slight bit of lag, but is not recharged and will not activate, telling you "not ready yet".
It's funny. I keep saying that this game is way too susceptible to lag, and makes lag a lot worse due to the way the server is master such that the client can have any function reversed when it receives the server "correction" of status after going from the client to the server and then back(exponential lag), but everybody thinks "the devs wouldn't let things be so bad" or "it must work fine otherwise it wouldn't be left working that way" or "you can't be right because you're not a developer".
Just remember, I could be right about this one thing, especially due to my lot of thought given to how and why I lag so much more than the netgraph says all too often, because there have existed other people in such a position of being correct despite being initially discounted due to "lack of accreditation"(lack of a degree or certificate saying "yep, he's smart", which really just means he was "barely smart enough to pass, or cheated" after he paid his way). One such person was Albert Einstein who flunked math in school. another such person was Nikola Tesla who was born in what we would call "the 3rd world" and almost magically came up with these amazing inventions and ideas.
So yes, go ahead and discount my ideas for why things are "not working as intended" or "not working as well for everyone". Either I'll be wrong and it will be some other explanation for the evidence or I will be proven right and things will still be proven to need improvement.
Either way, this game has a lot that needs improving.

That's because toggle powers cost endurance while auto powers don't.
If all toggles were turned into auto powers, you can bet your bottom dollar they would all get nerfed to the level of current auto powers.
For example, everyone who has toggles slots them with, usually, at least one endurance reduction while taking Stamina and slotting that for endurance modification to boost recovery.
The end result is a "net zero" endurance per second loss, or even a "net positive" endurance per second gain, if at all possible.
How else do you think we are supposed to make the base 1.67 endurance gain per second, that we burn through easily with just 1-2 attacks at level 1-2, cover all the many powers we have at level 50?
We need endurance reduction and endurance recovery buffs BECAUSE we have too many powers and too much endurance drain.
Maybe it's time they rebalanced things so that we didn't need toggling(especially since they just suppress when mezzed now in most cases, meaning detoggling is almost gone, and they're mostly self-buffs we leave always on) and endurance drain for those toggles at the cost of losing endurance recovery buff effectiveness.
I'm not in favor of any nerf, such as a reduction in endurance recovery, but I really think we have "power overload" that causes "information spam overload" especially in the graphics and internet connections, so I wouldn't realyl mind that as "the price" for making toggles simpler and less of a load on systems and networks.
There are always options other than "leave everything the same and just hope it doesn't get worse when we add more". -

The only "nerf" to the pool version is likely a decrease in numbers, either health gain and/or endurance gain and/or damage done to nearby enemies.
The powers still need to both allow a player to resurrect and "have time to try to survive" rather than "I'm resurrec-dead" because they died before there health bar filled and the "rooted" portion of the animation could finish.
I really do not see how anybody could see the fact that this has "0.25 seconds to die before being able to do anything to live" as "working as intended", when the obvious intention is that it be used in combat to rally immediately after defeat while damaging the enemies still on top of your corpse and use "untouchable" to give you time to animate properly and start moving and TRY to live through all that aggro you will have. -

I'm not sure where the devs would rank 'vet' powers like this. This might be intentional or might be a bug.
The untouchable portion is NOT meant to be "nerfed" in comparison such that it is rendered "COMPLETELY INEFFECTIVE" at doing the job it was meant to do, "keep a player alive through the animation and just long enough after to have a chance at survival" rather than "I'm resurrec-dead".
Seriously, you're considering a "complete lack of function", due to a timing delay that should not be there, as a "slightly worse function"????
That is just dumb.
The untouchable time does not even need to be there if resurrect powers were not an instant re-death sentence.
What is the point of resurrecting if all you get is more debt?
Thus, they added an untouchable portion, to all but the wakie inspirations because those don't have a long recharge(and don't seem to be meant for in combat use), so that people would actually use a resurrect instead of skipping it and always goign to the hospital.
They may as well take the resurrect away permanently if it isn't useful at all due to being killed even before you have fully healed.
So, go ahead Ironblade. Call it "working as intended" when a power "doesn't work at all", especially one intended to be used in melee range combat because it damages nearby enemies. -

It could be your "bloom" slider in the graphics options.
It could also be your "particle count" slider fi you are talking about particle effects beign too bright.
Other than that, you will need to provide more info, like a screenshot from before and one from after, for us to figure this out. -

That may be the same issue you are experiencing, and I am 99% sure is a bug. -

That was the original intention of adding "untouchable" to the resurrects, which didn't have them before.
So yes, it's a bug.
You're supposed to be untouchable the instant you res so that you can have a chance to live, not guarantee death due to a 0.25 second delay between rez and the untouchable application. -
....provided you aren't lagging such that you receive the warning about the same time as the attack, or just delayed enough that you won't have time to move.

I hope you do this for future content(and hopefully someday unlock the alpha incarnate slot and arc for free) to give us a "taste of what we're missing" by not purchasing.
1) It gives us a little bit of a"try before we buy" thing.
2) It gives us a taste of what will likely be even better in the locked content, giving us a lot of incentive to purchase.
Consider it a "free trial".
That would be very nice.
(P.S. I really do wish the alpha slot was at least included with a Going Rogue expansion purchase if not free for everyone as a teaser for incarnate power. It would help some struggling characters a lot at the level cap as well.)

Oh by the way, Excalibur is a magical sword. It could change size based on the will/needs of the holder. That explains how it has 2 different versions in the game while allowing for us to have a broadsword version, if they only made it. -

But, I still am waiting very patiently for something very simple and metallic, akin to Valkyrie 3 shoulders or more like the Alpha glasses, for short gloves and boots for my characters.
I really want something that is very simple and elegant and looks like somethign I would actually wear. -

It's your "gamma" setting in the game, likely. That is near the top of the graphics options tab.

Sometimes that just breaks programs. I think CoH had a problem with that before.

Just a random thought....try disabling AlienFX Lighting both in the game settings and on your computer as a whole.

Do you also have your graphics, in your desktop controls, set to "application controlled" whenever possible?
There may be a conflict between what your system wants to set things at and what the game wants to. -

And, the forums have trouble with non-VIP members. It will randomly show them as VIPs when it loses connection to the account server temporarily, probably because the default account status is VIP so that VIPs don't have a "you do not have permission to do that" message when the forum has this common problem. -

I was just pointing out that it is very difficult to put new mechanics into this game, especially to make them work perfectly.
I expect it to be rather buggy, especially since it is quite unprecedented in this game. -
