free missions in Night Ward?
I had the same problem with my level 50. I had to get the initial contact from ouroboros in order to start the arcs.
Rockshock (Druid Tanker), Medicat (Combat Medic), Dwarf From the North (Ice Mage), Rocket Gal (Energy Blaster), Graveborn (Undead Mastermind), Streeker (Punching Speedster), Op. Sidewinder (Recluse's pet Spider)
It's possible. The 5 alignment contacts in First Ward are essentially newspaper missions, each contact only hands out about 3-4 misions, 1 of which is just a 'go kill X amount of Y group". Though their level range is strictly 20-29. At 30 they move to Inactive Contacts
And the level range for Trilogy and Fireball (And the Drudge? Which I think is a villain contact) are 30-50.

But, my main question is why don't I have to pay for those contacts?
I'm not VIP.
Are they free contacts/missions for everyone? Is that the same for the First Ward secondary contacts as well?

My point was, made in sarcastic jest, that if they wanted to sell these arcs, they'd together be worth less than one Paragon Point. So, I find it unlikely that the Devs will rush to correct this... they're no selling point for the zone.

I don't know if it's a bug or not. Honestly my instinct is to say 'no'.
The main draw of First Ward and Night Ward are the ongoing storylines they add to the game. That's basically what they're selling, like the individual SSA arcs, only it's a whole zone worth.
The 5 contacts in First Ward just offer a small handful of repeatable missions. It's like newspaper missions for those zones. There are no end of arc rewards, no massive chunk of experience, no reward merits, just the standard single mission completion rewards.
This is the same for Sir Lionel and Atherton (sp?) Cromwell in Nightward. I finally found them after I hit 30, I assume their level range is 30-39 like the First Ward contacts are 20-29. Interestingly, both are available to Heroes and Villains, though the Drudge is -definitely- more villain flavored.
I'm not sure if Fireball and Trilogy have end arc rewards though. So, they might just be exceptions.
But I'd guess that it's okay they're available to everyone. At least I don't really see why the Devs would feel it's an integral part of the zone's experience to tie it up in the purchase. Just think of it as a taste of what the zone stories offer.

I just don't want to get in trouble for taking advantage of something I am not supposed to have access to.
You're not going to get in trouble
At worst you'll just not be able to get missions from the contacts if it's some bug they 'fix'. But again, they don't offer anything really that's all that important. The repeatables are just random missions. Fireball and Trilogy are very poor 'arcs'. It isn't like they give you something you shouldn't have except play experience.
If the game spit out 20 dollar bills people would complain that they weren't sequentially numbered. If they were sequentially numbered people would complain that they weren't random enough.

Just checked this with the mission designer, who confirmed through the mighty War witch her very own self that this is working correctly. These missions are all access content.

I hope you do this for future content(and hopefully someday unlock the alpha incarnate slot and arc for free) to give us a "taste of what we're missing" by not purchasing.
1) It gives us a little bit of a"try before we buy" thing.
2) It gives us a taste of what will likely be even better in the locked content, giving us a lot of incentive to purchase.
Consider it a "free trial".
That would be very nice.
(P.S. I really do wish the alpha slot was at least included with a Going Rogue expansion purchase if not free for everyone as a teaser for incarnate power. It would help some struggling characters a lot at the level cap as well.)

Could you PLEASE tell us WHICH contacts are VIP only and which contacts us freemiums have access to?
Hit 'find contact'. If it's available, it'll show up. Done.
Someone was nice enough to fix the problem on the wiki page.
Now I can see which contacts are VIP only. The part that said "Regular Contacts - Requires a VIP subscription" was to the bottom right of the table of contents instead of being directly above the contacts below the contents. I'm happy now. (and less confused)
Are some of the contacts in Night Ward supposed to be free to every account type?
I'm on a premium account and I can access the missions from the contacts that aren't the main arc, despite my level being 50 even on the character I tried.
Is that intended? Does this work the same for the non-main story contacts of First Ward as well?
