It's pretty obvious that characters cannot (and have no authority to) fine NPCs, so yes, it is a bug (typo).

I didn't even see a typo, I assumed it was some sort of reference that I wasn't getting.

You get a fine when you're written a ticket... golly, is today no-fun day? Bunches of jokes at work (by me and others) fell flat, too.

Actually it was a full moon tonite so...it's been that sorta day.

What "I" got from this was a Police Academy reference...

EDIT: Not that I'm complaining that it's there, but why's the forum pseudo seeing me as VIP, in that my Sig and Avatar are working?

Ditto.
And, the forums have trouble with non-VIP members. It will randomly show them as VIPs when it loses connection to the account server temporarily, probably because the default account status is VIP so that VIPs don't have a "you do not have permission to do that" message when the forum has this common problem.

But Mr. Hightower isn't destroying the world, Shadowphage is. Unless Lance Hightower is Shadowphage's citizen name, in which case I demand citizen names for player characters!

If by 'vigilante' you mean 'run by a vigilante to become a villain', yes.
My brother wanted to get the Scorpion Shield for one of his characters and this was in the last batch of alignment missions to turn villain.
