Does level shift apply when fighting critters with no level shown, like Hamidon and other giant monsters?

I think you would have been better off going for 32.5% S/L and E/N. A small purple inspiration can soft cap you after that. Most of the time, you won't need to be soft capped.

Sites like Thottbot used automated programs or add-ons to gather data directly from World of Warcraft while a user was playing. I find Paragon Wiki to be more than adequate for learning about game mechanics. Mission walkthroughs are missing, but the randomization of many maps makes that too much of a challenge.

1. Sell Gladiator's 3% defense with your hero merits for 3 billion (standard rate) each. The market forums are the appropriate place to list them. Your trade is protected by GMs as long as you use clear wording and ensure the other party agrees to the trade beforehand. A screenshot never hurts.
2. Some IOs are overpriced and I imagine the 3% resist is one of them. People who don't know how little survivability it really adds to a build end up using it anyways and drive the price up. The only characters that should really be using it are ones that are trying to reach 90% resistance.
3. Procs in passives and toggles are checked for their chance to proc every 10 seconds.
Do some research to maximize your hard-earned Hero Merits. If LOTGs only sell for 150 million, and it takes 15 of them to equate to one Gladiator's worth of merits, you will be getting only 2.25 billion instead of 3 billion. -

It could be better. You're short of the defense soft cap on S/L and E/N. Rooted is underslotted.
I strongly reccomend using two builds. One can be focused on Granite Armor tanking for TFs and team play. The other can be focused on tanking or soloing without Granite Armor. This frees up slots that you spent on armor powers that you can't turn on.
Here is a perma-Granite skeleton build I give out to anyone who needs guidance on Stone Armor. It has enough run speed without Rooted on. It has soft capped defenses to all but psionic. It has enough psionic defense that you can use a small or medium purple and not have to worry about psionic damage. This build is flexible enough to change for any secondary powerset, and is unfinished enough to customize for the bonuses you like the most. It was designed in I18, so you even get to pick 3 more powers to make it the way you want it.

S/L is the most common damage type, so S/L defense covers about 90% of all attacks in the game. If the Incarnate content continues with the same critters, more tanks will have to consider soft capping Energy defense.

I don't think you can get much better than this. After running a Survivability Analysis on your build for S/L damage, you came out to 7,352 DPS vs one foe, and 19,155 DPS vs 10 foes in range of RTTC.
I made a WP/SS build for my friend that focused more on HPs and recharge, and got that by using the 32.5% standard for defense. With a small purple inspiration his build comes out to 6,718 vs one foe and 17,826 vs ten foes. The main difference is that he will likely use the Spiritual Alpha. With the Cardiac Alpha slotted, the numbers are 8,099 and 21,349. That is for S/L damage only. I should mention that I only managed to get to 3315 HPs without using purples or PvP IOs. -
Why use set bonuses to boost defenses when you can run one toggle to reach the soft cap? It seems like a waste of slots that you could be using to boost recharge time or other things that may be important to you.
I went a different route with my Stone Tanker. I went for 90% resistances to all but psi with the Tier 4 Cardiac equipped. I also have 20% psi defense, so I can pop a medium purple when psi becomes an issue. The resistance isn't really a huge deal. Its mostly just to say I have the toughest possible Tanker in the game. -
It looks like a great combination of DPS and survivability. There are two things I see that could be improved though.
I would probably try to squeeze a Gladiator's proc in there to get closer to 32.5%. You could sacrifice 4 mag of your knockback protection in Temperature Protection to do it. You would still have 8 mag of KB protection left, which should be fine.
That Miracle regeneration proc in Healing Flames doesn't look good. If you use Healing Flames every time it is up, you regenerate 26.97 HPs from the proc, and heal a total of 873.58 HPs. Replacing that with a heal IO gets you 143.88 more HPs. Make it a Numina's and you get even more max hit points. -
I prefer to go for the soft cap, or 32.5% in all positions. Some people are happy with a heavy concentration in one area and vulnerabilities in other areas.
Getting 3-4% defense isn't going to make a noticeable difference if you aren't near 45% or 32.5%. -
Use the build I posted and add recharge bonuses, regen, or HPs. It won't matter much because in most fights a Stone Tanker only has to stand there and spam taunt. That build is complete enough that you could use SOs in the rest of the slots and still perform almost as well as someone who takes it and adds complete IO sets.

I looked at it with Hasten off because your build had it off when I imported it. You also have a lot of time waiting for Hasten to recharge where the cooldown on Foot Stomp will be 9 seconds.

Accuracy modifiers are applied after to-hit and defense are calculated and bound to 5%/95%. There is an accuracy bonus when attacking something lower level, which is what critters are doing to you. See the defense equation in this thread to see what I mean.
Your 51% defense is excessive, even for a buffer to debuffs. The average defense debuff does 7.5%. With 95% defense debuff resistance (should be easy to get on SR) debuffs will do 0.375%. Three could land on you, and you would lose just over 1% defense. The odds of that happening are very low, though. At most, 1% is all you really need for a buffer. You could be getting more recharge or other set bonuses in your build if you gave up that excessive buffer. -

I got your point about regen. I'll try ignoring it for the most part.
Btw the IO levels didn't mean anything. I didn't even realize they were there hehe. In reality I have lvl 50's anywhere it's possible. -
If you want to do it without the Gladiator's proc, you may need to take Stealth pool power. It won't hinder your ability to get aggro or tank. You just have to initiate the combat most of the time, or get close to them. Also, Maneuvers and Combat Jumping could be enhanced for more defense, but it wouldn't get you to 32.5% in this build without the proc.

You are way past the ED cap for healing in Dark Regeneration, while it could use a LOT more recharge. Dark Regeneration hits multiple targets. Even if you didn't enhance the healing portion, you could heal to full health by hitting 4-6 targets. Also, more recharge means more HP/s. If you dropped it down to heal 40% of your HP and got the recharge to 15s, you would be healing more overall HP/s against a single target.

What is the primary power set? Maybe my DM/SD build would work for you if that is what you are leveling.

If this is for PvP, ignore my comments as I know nothing about it and don't care for it.
You don't have much recharge bonus, so you won't be doing above-average damage. You don't have much defense, so you won't be a great main tank for TFs. The few regeneration bonuses that you do have aren't really making much of a difference. After taking your enhancements out of Health, the build dropped from 30HP/s to 20HP/s, which could save you a lot of slots for something more useful. For comparison, Healing Flames is over 60HP/s and you don't even have it slotted with level 50 IOs.
Your build could use a lot of improvement. You could be getting set bonuses in a lot of powers instead of frankenslotting them. You may like procs, but your job as a main tank is to survive and hold aggro. Any damage you do is extra. If you want a solo farming build, it could also be done a lot better. Figure out what type of build you want and what you want to do with your character. If you want me to make a build for you, PM me and we can figure something out.
Don't forget to set the Alpha boost to Spiritual Core Paragon. Builds are for planning what you want, and I assume you will want to get the best Alpha boost you can instead of sitting at the tier 3 one. -
Divine Avalance can help you get decent positional defense. I wouldn't depend on it for S/L defense because it only gives Lethal.
Combining healing, resistance, and defense makes a character very hard to kill. My Spines/Fire has tanked AV's with ease because I have 32.5% positional defense. Fire's resistance and heal make it very easy to stay alive. -
No, it won't. Even if it procs every 30s when you use SC, you would lose 4.5 seconds at best. If you got the 45% recharge tier 4 Alpha boost, that would get you perma-Hasten, or almost to it. My Scrapper doesn't use purples and that's how I'm getting perma-Hasten.

Shield Defense toggles + Weave + Combat Jumping + Phalanx Fighting + Steadfast Protection 3% defense + Gaussian's should put you at the soft cap. All of your other set bonuses can be recharge or HP bonuses. As pointed out above, you have a lot of wasted slots (also wasted INF) and you can do so much more with the character. You can also get 85%-95% defense debuff resistance and have no need to go past 45% defense.

1. Regeneration from set bonuses is usually a very insignificant portion of self-healing. Going up or down 10%/s will yield no noticeable difference. On a Fiery Aura character, your self-heal is a major amount of HP/s.
Defense multiplies your survivability, and healing effectiveness.
Let's say you have 10% defense and heal 10 HP/s on average. Critters doing 100 DPS will hit you 40% of the time, and you will take 40 DPS. After healing, your health is still going down 30 HP/s.
Now let's say you have 20% defense and still heal for 10 HP/s. Critters doing 100 DPS will now hit you 30% of the time and you will take 30 DPS. After healing, your health goes down 20 HP/s.
Let's say you manage to get to 40% defense. Critters doing 100 DPS will hit you for 10 HP/s. After healing, you effectively take no damage.
It would be worth it to get Weave, but it would be much better to post a build and get to the soft cap for defense. A Fire Tanker can survive a lot if you stack enough defense in the right areas. It all depends on what your goals are for the character, though. If you just want to farm fire critters, you don't need amazing defenses. If you want to tank every TF in the game, it is possible to get enough defense to do that.
2. I take very few attacks on my tankers. I slot it and use the level 1 attack as I would any other attack.
