What are you trying to do with your Tanker? Farm? Play general content and tank occasionally? Either way, your defense should be higher. The defense you choose would depend on what you want to do and how much you want to spend. You will definitely need Weave, and Combat Jumping is a good toggle that costs almost no endurance.
Every character should have received a free respec for Issue 20's release, and we get another one on April 28th or so for the anniversary celebration. All you have to do when you're ready is type "/respec". -

I think what the CoH community really needs is a searchable (or filterable) build database. It just seems like it would be a huge undertaking to do it right, though. -
The above build was so impressive that I decided to respec my DM/SD that is currently shelved just to pull the expensive stuff off him but still have a functioning character.
I also noticed that Fire Blast does better damage per activation and better damage per endurance than Smite, so I modified the build to perform Fire Blast -> Midnight Grasp -> Fire Blast -> Siphon Life as my attack chain. I calculated the DPS for one target in range of AAO and Soul Drain to be 260, which is up from 228 in the above build.
The Kismet 6% to-hit is not needed at level 50. Soul Drain has over 95% chance to hit, and all the attacks have over 95% chance to hit after Soul Drain hits something. I moved the slot to Hasten to get it closer to perma.

There are plenty of threads with builds in them, but people never search for them. My guess is unless this gets stickied, it will fall off the main page and never get looked at by people searching for builds.
I also think most people who are looking for a build will be looking for something more affordable, and not crazy top-end stuff. -
Electric/Shield is a burst damage farming character. Shield Charge and Lightning Rod are your main AoEs, and the best you can expect to get their cooldowns is just under 30 seconds. This means they are best suited for moving into a spawn, AoEing everything to death in a few seconds, then moving to the next spawn while their AoEs recharge. They can function as a character that sits in a spawn and continuously AoEs, but are limited in speed because of the recharge times.
Some other farming characters to consider are anything with Fire (armor or melee) and Super Strength. Look in the Brute forums for the "Very Best Farmer?" thread to get some ideas on what can farm well. A Fire/Kinetics controller might work well for you because it doesn't require an expensive build to get started.
The Mode button in Mids' allows you to set it to PvP (player versus player) mode. The rules for PvP slotting are different, and some powers may work differently in PvP. I know very little about PvP. -
So it seems you are looking for advice and help on making a build, and not playing a game on the forums.
Your new build is an improvement, but it still doesn't quite reach the standards most Invulnerability tankers want. Reaching 45% S/L and E/N defense is important, and should be doable without spending billions.
The first thing I usually do after I pick my powers in Mids' is slot my defense toggles. That ensures you won't leave something useful underslotted. Yes, you left Weave with no defense or endurance slotting. Slotting resistance toggles is the next step for the same reasons as the defense toggles. After that, I slot Health with the Miracle and Numina's uniques, and add two slots to Stamina to ensure I have decent endurance recovery. It is easy to forget about those powers because they are on the bottom half of Mids'.
When slotting for defense, it is very important to consider how much defense you gain per slot expended. The Steadfast Protection 3% defense IO is not expensive and should be in your build first. Sets that add more vector (melee, ranged, AoE) defense than typed (S/L and E/N) should be avoided unless they end up being the very last set you need to reach 45% defense.
Get rid of the Blessing of the Zephyr sets and the knockback protection IOs. You don't need them for the defense. You have enough knockback protection in Unyielding.
Anything less than 5 slots of Red Fortune does not provide worthwhile set bonuses. Generally, recharge bonus and defense are what we slot for. Sometimes, slotting for HP and regeneration bonuses helps too. Some Invulnerability tankers like to hit the HP cap when Dull Pain is up.
If you are going to take an Ancillary/Epic power pool and not add slots, you should take Energy Mastery. Conserve Power and Physical Perfection can both function well without adding slots. Taking an attack and not slotting it is a waste of a power choice. Not slotting Boxing/Kick is accepted as a necessary waste to get Tough and Weave in the build. Some people slot Boxing as a set mule, but realize it is not used as an attack, except maybe when leveling.
As mentioned above, Siphon Life needs to be slotted better. It needs accuracy if you want to heal yourself with it. There is nothing worse than watching your health continue to go down and Siphon Life just keeps missing. Slot it with accurate healing sets or look for other Dark Melee builds to see how they slot it for both damage and healing.
I highly recommend looking at other Invulnerability builds to get a better idea of where you should be going with yours. If your budget is 900 million, the only builds you should exclude are those that use purple sets or PvP IOs. Anything else, including Kinetic Combats and Luck of the Gamblers is affordable. You may have to farm tip missions to get some IOs or more INF, but the builds will put you in a better position for end-game tanking if you are serious about making this character. -
Is there a way CoH could be the first to allow customizable sound effects for powers? Just like the power color customization at the tailor, people should be able to select sound effects for their powers. Restricting it to sound effects existing within the power set might make it easier to code and maintain some sense of the effects. A Super Strength punch that sounds like an explosion might not be reasonable, but then again, we are playing as superheroes.
That would make me happy, so I could get rid of the annoying "pew woo woo woo woo" sound effect on my sonic assault defender. -

If it was possible to have top-notch survivability and run the top attack chain without expensive builds, most people would be doing so. If you're not prepared to invest that much, you have to give up something. You could reduce defenses and use inspirations when you need to soft cap. You could reduce recharge and give up on running the top attack chain. You could also reduce your damage bonus and go with Super Reflexes instead, giving up Against All Odds in the process.
Pick one of your options and go with it. Personally, I would go with a lesser attack chain until I can afford the build needed to run the top attack chain. That's actually what I did when I made my DM/SD. I don't have that build around to share with you.
Try digging in the "DM/SD Help" thread. It may be hard to find, but it has a ton of builds and good advice. -
You are still missing the data chunk.
What do you want to do with your build? Do you want to be the best tank ever? Do you want DPS? Some common goals are 32.5% S/L and E/N defense, or even 45% defenses. Getting perma-Hasten allows you to do more DPS usually, but at the expense of defense. Do you want to be at the HP cap too? There is a trade-off for everything, but I'm not going to look at your build in Mids' until I can provide you with some direction. -

What do you want to get out of your build? Posting something here and not letting us know what you want to do just leaves us guessing. We can point out slotting improvements, but can't help you reach your goals without knowing them. -
Try searching for Dark Armor threads. The melee sets are fairly easy to exchange while retaining the set bonuses.

Being level-shifted is the only way to improve your farming against +4's. No amount of purples or PvP sets will change that. -
Your toggles are under-slotted for endurance reduction. Maneuvers has no endurance reduction in it at all. That's why it looks like you will have endurance issues. A top-end DM/SD build is not going to be cheap if you want to run the top DPS chain and be soft-capped. The Spiritual Alpha can help alleviate the need for purple sets for recharge, but you will still be spending a lot.
Your defensive toggles are underslotted. I know I mentioned this already, but it is worth re-stating. Slot those before you add slots to other powers so you have an easier time reaching the soft cap. Weave is slotted better than Deflection and Battle Agility. This is a mistake. Simply moving the def/endrdx/rechg to Battle Agility puts you at 45% AoE defense. That won't fix your build completely, though. I would suggest slotting your toggles (not Combat Jumping) like you slotted Weave. As you add sets, you can take away the pure defense LOTG from Maneuvers then Weave if you find yourself passing the soft cap from set bonuses.
Active Defense should be double-stacked for defense debuff resistance. This means you need a 60-second recharge for it. You also need at least two Membranes to get decent DDR from it. I suggest 3.
Here is my build that I currently use. The Gladiator's 3% defense is worth it. You can save up 3 billiion and buy it from players, or save up 30 alignment merits to buy it from the vendor. I hope this build helps you reach your goals better.

Read about Enhancement Diversification. Basically, putting more than 3 generic IOs of the same type in a power is a waste of slots. If Mids' shows you red values when you mouse over the power, you have enhanced that power to the point where more enhancing is wasting slots.
Your endurance use is very high. You should have more endurance reduction in your toggles.
You shouldn't need Physical Perfection. I'm not saying its bad to take it, but there are other good pool powers for people who don't need the endurance recovery. Consider Soul Mastery from villain side. Gloom is one of the best DPS attacks available to Tankers. Other considerations might be for theme purposes or adding crowd control to your Tanker.
Basically, this build is barely better than someone using single-origin enhancements. It doesn't add much defense or recharge. Consider a common build goal, such as reaching 32.5% S/L and E/N defense, or even 45% defense to both. Alternatively, aiming to reach perma-Hasten is for those who try to make their Tankers into DPS characters. Search for other Willpower builds (it doesn't have to be War Mace) and read those threads to get some build ideas. Use someone else's build as a starting point.
Please use short forum export with the data chunk. The long export adds a lot of text that nobody reads but is annoying to scroll past. -
Most people who take boxing or kick never use it or slot it. Tough and Weave are just that good. Tough helps mitigate the most common damage types in the game. Weave is the best defensive toggle available through pool powers.
It is best to plan your build out rather than pick powers at random as you level. Getting your defenses up will help significantly on a Shield Tanker, and you could have Weave by now. You get fewer power choices in the 30's and 40's, and more slots. Due to other powers becoming available, you may not be getting Weave until your 40's, unless you skip some other great power.
If you aren't familiar with defense and the soft cap, read this guide. The easiest and most efficient way to hit the soft cap (45% defense) on a Shield Tanker is: take your Shield Defense toggles and Phalanx Fighting, add Combat Jumping and Weave, slot a Steadfast Protection 3% defense IO, and slot Gaussian's set in a to-hit buff power. Slot all toggles appropriately. Combat Jumping should have no more than two slots, typically. Phalanx Fighting should not be enhanced for defense; it gives an unenhanceable 5% defense bonus when no allies are nearby. The rest of your toggles should have 3-4 enhancements, depending on which sets you use. Try to enhance the resistance bonus in Deflection instead of 6-slotting it with a defense set.
Free respecs are limited, but luckily we were given one with I20's release. We will also get one for the anniversary celebration around the 28th of April. That gives you plenty of time to plan out a better build if you decide to try to improve your current build. -
It definitely sounds like you need to verify the game installation first. After that, I would install the latest WHQL video drivers.
I'm thinking this may be a hardware issue, though. Try playing with only one video card in your computer. The 8800 series runs very hot and may have been damaged by heat in the past. It is possible for it to run fine on other games because most other games don't use OpenGL. -
Did you change anything (drivers, settings, etc.) before this started happening?
Try running in single video card mode instead of SLI. Try verifying your game installation using the launcher. Instructions were in another post for the NCSoft launcher. If all else fails, try using system restore to a point where you know CoH worked. -
Dark/Shield is probably the best ST DPS available. It lacks survivability while leveling, but don't let that discourage you. Inspirations are cheap at the hospital vendors and can cover gaps in your defense until you get into a good build.
Super Reflexes is the predecessor to Shield Defense. Super Reflexes has a recharge buff and hits the DDR cap more easily than Shield Defense, but lacks the very nice damage buff from Against All Odds.
Willpower and Invulnerability are easier to level with.
Spines/Fire can be a potent AoE damage combination, but lacks survivability, even at 50.
Electric/Shield is a good set for burst AoE damage. Lightning Rod functions almost identical to Shield Charge, and the two have the same base recharge time. It is not a very good damage dealer after those two powers are expended, though. It will just about destroy an entire spawn of enemies when you use the combo, and you can make your team angry when they don't get to kill things.
Regeneration is the weakest armor set available to Scrappers because it lacks significant resistance and defense. However, extremely expensive builds can fit in enough defense to make regeneration on par with other sets.
Those are the sets I feel are worth mentioning. The rest of the sets don't have significant advantages or disadvantages. I feel like they are mostly there for concept characters. That is not to say they can't deal damage or take a hit; they just don't have anything that makes them stand out performance-wise. -
Proc120 effects remain on the player when zoning and stack with new proc120 effects. For example, you have Miracle: +Recovery slotted in Health. You enter a new zone or mission. You retain about 120 seconds worth of Miracle: +Recovery buff from the last zone, while your new buff from having it slotted in Health stacks with the old buff. This has worked with multiple zone changes, and every proc120 I could test.

One effective way of making a regeneration character feel tough is to pile on the recharge bonuses so you can cycle between Moment of Glory and Shadow Meld when incoming damage is too much for your regeneration to handle. You left both powers underslotted for recharge bonus, so that strategy is not going to work well with this build. You would have a lot of down time waiting on them to recharge while you take almost full damage. A good build with that strategy would have about 10 seconds of down time while Shadow Meld recharges. -
It is very difficult to soft cap a character with no defensive toggles outside of pool powers. That is why I suggest aiming for 32.5% defense and using a small inspiration to reach the soft cap when you really need it. That method also allows you to cover energy defense, which is just as important as S/L because of the incarnate content.
If you want to find builds, try searching for just Electric Armor builds, not your specific combination. The melee sets are usually fairly easy to swap between while retaining the set bonuses. I have posted a Elec/Dark Melee Tanker build in the past that features 32.5% positional defenses if you want to start by searching for that. I know others have posted similar builds, and likely in the same threads I posted in. -
I am on Cincinnati Bell DSL and I have this issue. I tried using the Google DNS server, too. No change. I'm thinking this might be an issue on their end, or someone has been DDOSing the forum server on the HTTP port. I did get a security certificate error when I tried logging in the forums on my phone, but I don't know if that is a related error.

A build would help. Otherwise, you can probably figure this out for yourself.
Mids' can show base damage per activation times if you to to window -> powerset comparison. This gives you a good idea of which attacks are best to use. Procs add a flat amount of unenhanceable damage and only change the best attack in some situations.
Once you have that information, you have to figure out your possible required recharge times. Powers have a 100% base recharge time and 500% maximum recharge time. To figure out how fast a power will actually recharge, divide the base recharge time in seconds by one plus the recharge enhancement percentage plus your global recharge. For example, a power might have a 12 second recharge. Typical enhancing results in 95% recharge enhancement. You would have a total of 180% global recharge for perma-Hasten. So, 12 / (1 + .95 + 1.8) = 3.2s actual recharge time.
After you figure that out, string the attacks together and call it an attack chain. Typical attack chains use your 3 best attacks, but yours may be different. Dark Melee's best chain is Smite -> Midnight Grasp -> Smite -> Siphon Life, so I press 1232 repeatedly.
