DM/SD vs FM/SD need some help
You seem to have the pros and cons down pretty well so all I can give you is my personal experience. I went Fire/Shield, and outside of attempting to solo AVs I never really found myself hoping for a self heal. Once I was soft-capped I never really had any survivability issues. As far as ST damage goes, I managed to down a Pylon in 5:30 with Monkeys saturating my AAO the whole time so I think that puts it somewhere around 250 DPS and this was on a very unoptimized build/chain at the time.
DM does do more ST DPS once you've got Soul Drain running with a fully saturated AAO, but even with the Judgement slot and an APP AoE you still won't match what a Fire/Shield can do with Fire Sword Circle, the Judgement slot and an APP AoE.
DM/Shield is probably the winner for best all-rounder and best AV solo'er but if AoE damage is more important to you, go Fire/ and never look back.
So I decided I may aswell go for DM/SD since I can AOE all I want with my elec/sd and its worth giving high ST DPS a try.
Could someone please take a look at this build I made and help me make a few adjustments, it is .3 under aoe cap but is over for everything else, so it seems a bit of an end hog without cardiac since I may go spiritual for the +rech since t4 can put me at perma hasten and about two seconds for souldrain if I could handle dark consumption every 50 seconds.

Your toggles are under-slotted for endurance reduction. Maneuvers has no endurance reduction in it at all. That's why it looks like you will have endurance issues. A top-end DM/SD build is not going to be cheap if you want to run the top DPS chain and be soft-capped. The Spiritual Alpha can help alleviate the need for purple sets for recharge, but you will still be spending a lot.
Your defensive toggles are underslotted. I know I mentioned this already, but it is worth re-stating. Slot those before you add slots to other powers so you have an easier time reaching the soft cap. Weave is slotted better than Deflection and Battle Agility. This is a mistake. Simply moving the def/endrdx/rechg to Battle Agility puts you at 45% AoE defense. That won't fix your build completely, though. I would suggest slotting your toggles (not Combat Jumping) like you slotted Weave. As you add sets, you can take away the pure defense LOTG from Maneuvers then Weave if you find yourself passing the soft cap from set bonuses.
Active Defense should be double-stacked for defense debuff resistance. This means you need a 60-second recharge for it. You also need at least two Membranes to get decent DDR from it. I suggest 3.
Here is my build that I currently use. The Gladiator's 3% defense is worth it. You can save up 3 billiion and buy it from players, or save up 30 alignment merits to buy it from the vendor. I hope this build helps you reach your goals better.

Does anyone have a good softcapped, good recharge build which is not maniacally expensive?
I see how much more a build can be boosted with a +3% glad armour IO but i'm not sure i'm mad enough to do grind out 300 alignment missions for it and still have to pay a ton for a build.
I think my original build seems alright, not too expensive and with cardiac should solve end problems but spiritual could make it much better but end would be kind of hard to handle.
Could someone help me make a great DM/SD which isn't maxed out with every purple and pvp enhance known to man?
If it was possible to have top-notch survivability and run the top attack chain without expensive builds, most people would be doing so. If you're not prepared to invest that much, you have to give up something. You could reduce defenses and use inspirations when you need to soft cap. You could reduce recharge and give up on running the top attack chain. You could also reduce your damage bonus and go with Super Reflexes instead, giving up Against All Odds in the process.
Pick one of your options and go with it. Personally, I would go with a lesser attack chain until I can afford the build needed to run the top attack chain. That's actually what I did when I made my DM/SD. I don't have that build around to share with you.
Try digging in the "DM/SD Help" thread. It may be hard to find, but it has a ton of builds and good advice.

The above build was so impressive that I decided to respec my DM/SD that is currently shelved just to pull the expensive stuff off him but still have a functioning character.
I also noticed that Fire Blast does better damage per activation and better damage per endurance than Smite, so I modified the build to perform Fire Blast -> Midnight Grasp -> Fire Blast -> Siphon Life as my attack chain. I calculated the DPS for one target in range of AAO and Soul Drain to be 260, which is up from 228 in the above build.
The Kismet 6% to-hit is not needed at level 50. Soul Drain has over 95% chance to hit, and all the attacks have over 95% chance to hit after Soul Drain hits something. I moved the slot to Hasten to get it closer to perma.

I also noticed that Fire Blast does better damage per activation and better damage per endurance than Smite, so I modified the build to perform Fire Blast -> Midnight Grasp -> Fire Blast -> Siphon Life as my attack chain. I calculated the DPS for one target in range of AAO and Soul Drain to be 260, which is up from 228 in the above build.

Do you guys think that the build would be fine running Spiritual Alpha once it is finished and Dark Consumption would be reliable enough along with probably Ageless Destiny at some point for more +rech +end and +recov.
Was thinking with Spiritual at atleast T3 its only 3 seconds shy of perma Hasten and only 3 seconds downtime on soul drain with Dark consumption recharging in 53 seconds it could be possible without a tray of blues all the time.
Also does anyone have the Ageless destiny on an end heavy toon and does it help? since with even more recharge it could be about as high recharge as possible for most powers. once Ageless is high tier, the +recov and instant end bar refill could fill the time between Dark Consumption being available and running out of end.

So I already have a level 50 Elec/SD scrapper and feel like going for another /SD toon but with more ST damage, something to deal some good DPS.
Fire seems good for lots of ST damage with FSC for some AoE potential along with maybe fireball and of course shield charge.
I hear DM/* isn't great for AoE but ST is top notch and i wouldnt sniff at full soul drain and AAO to crush lots of targets fast along with also, shield charge and maybe a epic AoE, AoE isnt so bad since i20 with judgement available to everyone providing much greater capability for AoEs as every 90 seconds i would be able to wipe out a spawn pretty easily and before they fix ION could get a fully buffed AAO and Soul drain super nuke.
The only thing i was wondering was soul drain needing lots of enemies to make it better than a FM/* with build up.
So far i have a build i would probably choose for FM/SD which is basically Fury Flechette's build modified for inherent stamina and adding in aid self and OWtS.

Just wondering based on the budget I would be using for the fire/SD. What could I get for a DM/SD, Which could match or better the performance but on the same level without PVPs or Purples, I would get anything but them, and possibly the +debuff resistance Hami-Os if i would play the character enough.
