Just guessing off the top of my head here, but I think each tick of the trops would break fear allowing the mob to fire an attack before going back into fear.

I picked this power too on my Kat/ELA Brute and have been unimpressed. I was hoping to see it proc off my lightning field damage aura. But as JayboH says, I think the confuse duration is so short that it apears nothing happens. I don't think I've ever seen enemies attack one another from this. I am going to wait and see if the Psi damage is any good before I decide Cognitive really sucks. Right now I just think it mostly sucks.

I've always thought it would be interesting to have an opposite power to force bubble in which the bubble started large, and any foes caught within are pulled toward you in the center.
FF chars usually have good defense so it wouldn't be an instant death power, and the ability to cluster foes tightly would be nice for teams using AoEs and Judgement powers. -
I'll give this a yes vote. I used to look for O-portals in WW to get my own badge and portal. Now I actually have to ask someone to lay one down for me.
There's also something about a bustling marketplace that makes people spend more on my stuff.
If not a fee for /ah, how about a discount if you buy at WW/BM? In the real world you get charged shipping and handling if you don't go to the store and buy it yourself. -
There are lots of historical markers in the area in which I live and work. I have the urge to touch them to get credit towards a badge.

I dropped the mission and started it again, Montague gave me the grave dirt but when I went to craft the wand normally at the university, I had none of the other ingredients and no way to get them again. I had to petition a GM and get them to put the wand in my tray.
So, for crafting the lost cure wand, don't use AE! -
They should have put this on the market the same time they set the weekly task force to the 1stTerra Volta respec. That has to be one of the longer runs in-game from the mission in SC back to the reactor.

Rolled my first ever stalker last night. Staff/Nin. I'm level 20 and enjoying the heck out of it.
Was never interested in them before due to the hide, strike, run, repeat game play. But with the recent stalker changes this plays almost like a scrapper. -

Having moved a few 50's and started some new toons on Exalted when it first started up, I eventually left.
I would recommend you stay put on Freedom if you're happy there or try Virtue instread. They seem to be more active and less clique-ish than Exalted. -

be careful what you wish for. I'm concerned the easier 'fix' might be to remove the debuff from mobs that left the rain before it expired and adjust the description.

I was going to suggest cognitive. With quills running you are constantly putting out aoe damage on auto. This should work pretty nicely with the confuse proc in cognitive that is applied based on attacks.
