Thanks for posting the build. I'm currently leveling up my own Elec/SR and that should help with some direction. Definitely a fun scrapper so far.

You will definitely want Storm Kick, CAK, and Crane Kick. With some goodly amount of recharge these will give you the best MA attack chain, which is a damned impressive amount of damage. Dragon's tail is amazing mitigation and a must have in my opinion. Thunder Kick I usually respec out of once I have a few attacks, because it kinda sucks. I never take Cobra Strike. Eagle Claw is the way to go if you want a stun, and some good burst damage; looks awesome as well. Air Superiority if you're going for flight is okay, but nothing special.

The Kilowatt Kid (elec/sr scrapper) is already rolling on Virtue.
Likely rolling an Elec/Elec or Elec/Shield scrapper on Freedom for a static team as well. -

I play MA/Regen (50), MA/WP (37), MA/Fire (38), and an MA/Shield (15).
They all kickass. The WP is the most stable, the regen can go on forever, and oh how I love the damage fire brings. The MA/Shield has mostly been abandoned, but seeing my Shield tanker ripping through stuff, I can only imagine MA/Shields would be a lotta fun as well.
Favourite moment recently: jump into spawn of +1 minions. Hit Fiery Embrace. Hit Build Up. Hit Consume. Watch all the minions die. Bah ha ha ha. Losers. Blazing Aura will add a ton of damage over the life of your scrapper.
You could also try MA/Dark which I hear is a lot of fun with stacking stuns.
I love MA. Pair it with anything and I'll love it. Can't make a bad MA scrapper IMO.
Then again, you can't make a bad scrapper period, so it makes for an abundance of choice. -

Claws/Regen scrapper is, in my opinion, the best low-level character. A good selection of attacks by level 8, quick recovery at level 4, and a couple self-heals. It lacks status protection, but at that level the enemies with tough mezzes are few and far between.

Soft-capping an SR tanker would be nice and easy too. Focus on some regen, or obsene levels of recharge? While I'd like to see an SR tank, I doubt it would ever happen.
Ninjitsu might work well for tankers also, but like SR is kind of conceptually awkward. -

Dull Pain needs to be six slotted. It also needs the equivalent of 3 recharge SO's, and 3 Healing SO's. If you don't General Patton's zombie will rise from the grave and beat you to death with a shoe. How you get there, is less important imo, than actually getting there. 3 Heal will cap your HP while DP is up, which is cool beans.
If you're already soft-capped/hard-capped, the world's your oyster, squishy and smelly. I personally would either focus on recovery or recharge, although how much IO set space you've got left, I don't know. Recovery can be an issue. If it is, it's nice to get it outta the way.
Enough recharge will perma-Dull Pain, which I'm told is the bee's knees. Capped HP adds the equivalent of 30% res to everything or so I'm told. And that heal every two minutes just for kicks. Whether you can get that kinda recharge out of an already soft-capped build I don't really know. A heavy recharge focussed Inv build kills two birds with one stone (recharge and HP). -
I enjoy my MA/Fire quite a bit. I'm sure MA/DA or MA/EA would be just as much fun, if not an uber, top-tier build. Damage auras are very nice when dealing with tough bosses, as they whittle down minions. With the increased difficulty settings, I'm sure a damage aura will be even better when dealing with massive mobs. And an end recovery tool is always appreciated when playing a Martial Arts hero. All of mine have one (MA/Regen, MA/WP, and MA/Fire).
It's nice to be a little different. -
Unstoppable is certainly skippable. I don't even use IO sets and rarely find a use for it (about 3 times in 2 years, and 2 of those times I died anyways). If you plan on soft-capping (Call Me Awesome's Guide) you can definitely drop Unstoppable. I would keep Whirling Mace for a teaming build to help with aggro. And I believe CMA's guide has taunt fully slotted for set bonuses. Take a look and see if it gives you any ideas.

Call Me Awesome's Guide to softcapping Inv tankers, applicable to any secondary. Ends up with capped S/L resists, and soft-capped S/L defense.

Yeah, Warmace is a pretty sweet set. The tier 2 attack, like with most tanker secondaries, can be skipped or respecced out of later on. I like AoE, and passives, so I'd keep Whirling Mace, but that's just my opinion.

I suggest taking them, at least Tough and RPD. The others as well if you can fit them in. Not because of the res values, or the debuff protection, but because of a combination of the two. Might not seem like much individually, but when you start throwing all that good stuff together it makes for a helluva tough tanker.
