I'm not too familiar with brutes but I don't see anything drastically wrong with the build. Flight is capped without enhancement, so you could replace the Fly enhancement with an End Redux. Taunt is auto hit in PvE, so unless you PvP, you could replace the Acc with a Taunt duration.

The wiki page has some of that info. But it depends upon what you're interested in, as some info just isn't known.

You can change the size of the base plot as needed. Obviously, you can't go down in size unless the base will fit on the smaller plot, but upgrading to a bigger plot isn't a problem.

Ouroboros mission. Since Ouro basically puts you on Task Force, you won't get logged out due to inactivity. You can also use AE to do the same thing and there's an AE building in Mercy if you go that route.

I'm not sure what difference you think that would make. The market is cross server and faction, so there wouldn't be any change to all the marketing stuff. There might be some changes to what she does to level up, but TFs and teams still happen on lower population servers.

Oh yeah, one more helpful tip. As I mentioned, the hospital is in the zone. But rather than run all the way to the south and through the sewer grate to get back to the top, there's a secret exit. Go straight east from the hospital until you reach the top of a rubble pile, then look north and you'll find a hole through the rubble that will cut your travel time way down.
You'll get people back to the battle faster that way. -

My tips are to make sure and buy inspirations from the medic which is in zone (as is the hospital), learn to avoid the strafing runs, and concentrate all your firepower on only one of the Durays. Some people suggest hitting the teleporting one first, but I find that to be annoying, since you end up running all over the map trying to get to him. -

It's actually pretty complicated. See this wiki page.
Basically, you can exemp down to level 32 with no change. Beyond that, your enhancements lose some of their value. The further down you exemp, the greater the reduction.
