You won't get a tip drop until level 20, so yes, you have to wait until then. -

I bought a magic acc SO off of the RWZ quartermaster and check his buy back price against the Brickstown, Talos and Steel magic origin stores. They all would buy it back for the same price as the RWZ quartermaster.
Now, it is easier to use those stores if you have a mixed bag of enhancements, since they'll pay the highest rate regardless of origin. -

BAF: Behavioral Adjustment Facility - a location in Praetoria *and* an incarnate
task force.
WTF/WSF: Weekly Task Force / Weekly Strike Force

Originally, before Flashback was added, you could unlock the stores at any level past the minimum.

Did you take a look at Archie Gremlin's old thread? I think this post is the last one were he gave data for. Unfortunately, I don't think he ever released all his collected data.

Protector usually seems to have them in RWZ in the evenings, though there are often some throughout the day.

Myself, I've been doing random A-Merit rolls at level 33 since Going Rogue came out. I started keeping track at the beginning of this year and with 53 rolls done, I've made 120 Million per roll *after* factoring in crafting costs and market tax. So I just straight out buy LotGs. The downside is if the mission has been changed since you first picked it up. For example, if one of your missions has since had a timer added, you will be unable to get the old version again.

NoScript prevents that happening, though you will have to whitelist sites that you may want scripts to work on.
Another option is this greasemonkey script. It says that it will close the window for you automatically. -

If the dead teammate is within sight, the above mentioned TargetCustomNear command will target him. Follow will work from any distance but won't move you around any obstacles.
