There is a range bonus attribute(for things like Boost Range), but I don't think it's ever been possible to see range-to-target.
About the closest thing you can get for that is setting a waypoint.

That was never in the game.
There is, however, situations where your target critter in a mission shows up standing on a waypoint and clicking on it on the minimap will give you on-screen distance to your target.

If it's in any way possible, and I don't think it is, it might be with one of the Power Analyzer temp powers. I'll try and remember to verify after the game comes back up.
Another thing I'd like to see in addition to this, is moving to the max distance of a power. I know, I know, the evil WoW word is not to be invoked. WoW did have this though, you would automatically move to the target at the maximum range for a skill to be used. It would be nice to use a skill without the "out of range message" all the time.

At one time it was possible to click on teammates and "set as way point". I haven't tried this in a while, don't know if it still is.
I don't recall if you can click directly on the ground and "set as way point". I think it might be, but you might have to use the map.
The first one, you can still do. Select their triangle icon on the map.
The second one, you can still do. Right click on the map to set a thumbtack. (Right click the thumbtack to remove it.)
