Yup - a Friday release, with an entire dev-less weekend for players to find and be stuck with any bugs that turn up in the first few hours, wouldn't be good.
And that's before you bear in mind it's the Friday after Thanksgiving, so a lot of devs will have run things into a 4-day weekend... -

the winter events not due to go live till the 15th according the calendar and i cant see i13 hitting before the winter event as its been tested on the current i12 build and it seems strange to test it on a i12 build if its going to come after i13.

I think the Winter Event's currently active (in a slightly updated form from last year's) on test, so that will have been hammered a bit and ready for live with I13 too.
So if the devs want the updated WE to go live (which they will!) they'll have to get I13 out before then. There's a separate flag to turn the WE on and off, so barring a major bug showing up I'm guessing next week for I13 live. -

Sounds very like a known bug that crops up occasionally; the fix is to get in touch with Support via the Knowledge Base pages and report it (giving account details, etc...), and they can put it right.

Not totally true. It's applied as part of normal maintainance (10am shut down), but it goes on for longer, usually several hours. Well, it used to anyway. Generally this means it's back up for the evening.

Or, it goes down for normal maintenance at normal maintenance times, then stays down until they do the separate Issue application over the EU afternoons.

Not quite either of those options, I think; at the moment you've got a big pot of prestige (and an empty base!) as a result of selling existing items at I12 prices.
When I13's out, you'll be able to re-buy kit at lower I13 prices to get everything back plus some prestige left over.
Alternatively you can buy back now, at the same price as you sold, and get back to how things were before. Then (following today's refund announcement) you'll get the price difference give to you automatically when I13 goes live. This will put you in exactly the same position as if you'd held off rebuying until I13 was out. -

You may like it, but everything I've seen makes me think you're in a small minority with that.
Most people find it a dull, and overly difficult, grind. I don't think the "dull grind" part should ever be in a game people are paying to enjoy themselves with, but as far as "difficult" goes...there's a place for difficult, and I wouldn't say it's the very first TF most people will ever see.
It's common practice to make the first occurrence of something in a game relatively easy (c.f. Outbreak/Breakout), and if people try Posi with a full level 12 team (it's designed for levels 10-15, right?) as their first experience they're going to regard TFs as fun-free debtfests.

There's "hard", and "ridiculously impossible" - Posi with an full level 12 team of novices will fall into the "ridiculously impossible" category. Hell, the first mission of Posi will fall into that category, never mind the TF as a whole.
Ramp difficulty up in later TFs, but start things relatively easy; you don't get your first driving lesson on the motorway.

It doesn't matter how high the reward is if the beginners' TF is uncompletable by beginners. They'll never earn it, and the TF's failed in its purpose.

Deadskip, either of those options would get you the same place - a new teleport room and around 1 million extra prestige to spend.
For the purposes of keeping things running, doing it after I13's live is probably best.
Do bear in mind that if you delete the telepads themselves you'll need to recreate them using the new I13 invention salvage system - unless you have enough spare prestige already to create holding room(s) to move them into while you're deleting/recreating the big room. There's no way round this.
Edit: Actually, it might be feasible to delete the telepads and rooms now, then rebuild (but not place) the telepads using the existing base salvage rules. Then make the cheap room and place the pre-built pads in it once I13's live. Anyone know if this is doable? -

It's worth mentioning that the free respecs that are given out do not stack, so if you have one unused, you're not going to get an extra one. If I recall correctly, these respecs tend to be given out just before the issue becomes live.

IIRC it's usually the opposite; if powersets have changed significantly (which is the usual "excuse" for handing out a freespec) they want to give you time to experiment with the new system before giving you a freespec to fix things with. -

Uh-huh, try actually slotting your toggles for reduced enduance cost. My current main is a /WP Scrapper. At level 20 she was running 3 toggles continuously when fighting and had no real trouble because I slotted for end rec.
