About the reason why:
I can see why obtaining guns in this city is bound to tight control. There are to many punks out there. Too many guntoting maniacs rampaging around. They don't want to give bad guys acces to even more sources to obtain them.
Plus, don't forget in this town a lot of enforcing is handled with superpowered persons. There has to be a good difference between heroes and vigilantes.
Also, when only baddies and policeman have guns, it is easy to know who to 'arrest'. It is bad form to 'arrest' civilians.
On the rogue islands the law enforcers ARE the crooks. You don't want your prey to arm themself and shoot back. So Arachnos don't want to make it to easy to get weaponry.
About the idea:
I love temp powers but i hardly ever use them because i hate losing them. So yes i would love the idea. Although if i want to play an armed hero/villain i can. Temp powers should of course not replace the need for normal powers.

The Rogue Isles is a police state. Lord Recluse's goons are everywhere. He would want to make sure weapons stayed in the hands of his minions, and well away from potential rebels. Notice how the Scrapyarders use improvised weapons?

I am an 8' foot tall female, with a metal exoskeleton. I can fire high power blasts from my hands, why in hells name would I need a gun? More to the point unless it was a track mounted howitzer it would be less damaging than me anyway.

In the game fiction, you can buy all kinds of guns and weapons at the black market. However, also in the game fiction, all superpowers are far superior to guns*, so no supervillain would want them.
*The only exception would be if you superpower was to be exceptionally good with guns, (e.g. Thugs MM), in which case you have guns anyway.

Signed anyway, I'd love to see an expanded list of weapons in the Black Market. Shotguns, Flash Grenades etc.
Not sure it'd make sense for Wentworths, although they are already selling tonnes of various tech and magical trinkets in the forms of Salvage so I guess it'd make sense too.
/signed would love to see more weapons that were buy able at the BM/WW both in the form of strait out renewable temp powers and also some more exotic type things as recipes that you need to then get salvage for.
Also the ability to memorise recipes for the weapon temps would be nice

I'd love it from a concept point of view and i'm sure alot of RPers would also like it. I'm sure some shady guys could get past lord recluse's security measures and sell you temp guns/weapons (maybe unlocked with a short story arc)
and in paragon the PPD could offer a story arc to earn a "guns liscence" and then you could buy the same stuff there aswell

they should cost a good bit because say you know your next mission is against mechmen and hover bots, you go and buy tons of electromegantic grendaes (i think thats the name, you get it in villain side during a mayhem mission). These would make the mission much easier, if the inf reward fo rthe mission outweighs the cost of the power you could end up with a form of farming (not to mention the XP earned).
But generic things like the stolen SMG power should be cheap enough. it doesnt do a huge amount of damage lowers defense by an amount comparable to current powers.

I did throw the rock in more as a joke, becuase it would be amusing to have someone running around the place bopping rocks at people. Reminds me of some of the '[censored]?' moments in Worms XD
Anyhow, I might not have made that properly clear. Armoury, as in weapons of all sorts. Swords, guns, grenades; all those things that the NPCS have and that most people think 'I want one of the them' (.com)
And as for cost and limit, that is why I suggested the level limit. E.g. you cant buy things that you havent used, could have used yet. For example, minigun toting enemies dont pop up till around the 30s (I think), so you could only access, say, a Minigun after around lvl 30.
Glad this seems fairly popular, and interesting to here the con side of it. Brought up a few points of interest. (This was posted veryl ate, in my defense )

People often want various temp powers, such as the guns on offer, or other such items. Either for RP or missioning, these seem to be in high (ish) demand.
Why does Paragon not have an armoury store? I sincerely doubt that it would be hard for people to aquire weapons of some sort, *especially* if they had a Hero liscence. Besides, this is America, right? Guns are hardly hard to get...

Temperory powers, to ensure customers keep coming back, including the majority, if not all those powers included so far, such as the shotgun, Rikti rifles, swords, even the humble rock.
Now, yes, limits should be in place. I though limiting the choice by level would be handy. E.g. if you are within or over the level to get the arc that would give you the weapon, you can get the weapon, at cost. This would stop lvl 1 alts from having silly ammounts of firepower, and add more things to do when you get a character to lvl 50. More mini-powers, more badges, more cool stuff.
Now, does that sound implausible? I know im sick to death of having to re-craft Revolver over and over for my Ex-soldier Stalker. Being able to choose the look would be even cooler, although not a necessary.
Also, it adds in some of the choice of diversity that people seem to have been craving.
