Amen to that.
Now, just have to wait until Monday for the final vet badge, and the following Friday for the last day job and day job accolade. Then what? Heh, you know, I still haven't run all the Praetoria content through level 20 yet (highest is level 10 I think). I think it's time I got around to that. -
Thanks to all who assisted. Tried twice without temps, to no avail, so took the (admittedly cheap) approach, and nuked D11 into oblivion for the badge.

I could count my number of uses of the rating system on one hand.
That said, it is a very good system in-game that I'm glad is available. -
For what it's worth, on all of my (considerable) alts, I've taken the Ghost Slaying Axe only two or three times. In each case, I've regretted it.
A later vet reward gives you a choice between the Blackwand and the Nemesis Staff. And yet an even later vet rewards allow you to re-visit both prior choices, selecting one of the previously unchosen powers.
This allows (so far) access to three of the four available vet power choices:
1. Sands of Mu
2. Ghost Slaying Axe
3. Nemesis Staff
4. Blackwand
In the cases where I do not take the GSA, the other three powers occupy prominent spots in my power tray (usually tray three, powers 1, 2 and 3).
In the cases where I've taken GSA, it generally remains ignored except for specific missions where I'm up against undead (due to the special damage). Unfortunately, undead aren't particularly common in the game.
This is just my opinion based on my experience. YMMV.

Point is, unless your friend was doing something he knows was wrong, there's a very good chance that it was banned by mistake during that sweep. Be sure to convey to your friend the message not to panic, Ocho will help get it fixed. It was a day or so after I raised the issue that they got hers unlocked.
The OP's friend should phone support (as opposed to e-mail), for more direct, instant assistance. I've read a few accounts of unusual difficulty in resolving this matter even by phone, so I can only imagine resolution by e-mail would be even more difficult.
Also, the original key used to activate the game seems to be a common thing support is asking for (despite the unreasonable nature of such a request for longer standing accounts). Hopefully the OP's friend has kept the original documentation.

Ok, we're full up after some gracious input and assistance from @Amily, @Kahlan, and others.
My convaluted strategy outlined in the OP has been summarily nixed, and we are instead going for an optimal team build. So, shivan and nukes won't be necessary. Feel free to bring them along if you'd like though.

The Midnight Dodger badge continues to elude me, as all Tin Mage TFs I've run have not successfully acquired this badge. So, I've decided to plan a time specifically aimed at acquiring this badge and, by extension, Master of Tin Mage badge as well.
My strategy, outlined below, will allow up to four attempts to defeat Director, so long as everybody meets the prerequisites listed. Failed attempts will result in TF disband and reforming, up to four times, with fine tuning of strategy as/if needed. Of course, should the team successful acquire the badge, I'm perfectly happy to continue the TF through completion.
So, without further adieu, details as follows:
Date: Wednesday, December 29, 2010
Time: 6:00 p.m. EST / 3:00 p.m. PST
I have a specific strategy in mind, and am looking for seven other players to join me who are looking for the badge and/or have run it successfully in the past and might be able to offer advice.
All players who wish to join will require the following:
1. Filled Alpha Slot.
2. At least four (4) available Shivan summons.
3. One (1) of each nuke (biological, chemical, nuclear).
I'm asking players to acquire these PvP powers on their own beforehand. Advertising nuke/shivan runs here, as part of this event, invites PvP griefing, particularly during a week where many folks continue to be off work or school.
Two of the spots will need to go to controllers/dominators, as my strategy involves immobilizing Director 11 for the encounter.
Shout out for invites!Please include global, character name, AT, and power sets.

After extension discussion with other players here, and in game, about this badge, I've essentially come down to a Blitzkrieg approach to the encounter with D11. Here's the encounter, in bullet format:
1. Take down outside war walkers to unlock the warehouse.
2. All players enter the warehouse.
3. Glowies are ignored (deliberately failing "Hacker" badge requirements) and the team defeats all mobs and ambushes in the warehouse.
4. Seven of the eight glowies are clicked.
5. Team gathers around the 8th glowie.
6. All players summon a Shivan. Other pets may also be summoned, if available (Snowbeasts, HVASs, etc.).
7. Once all the pets are summoned, two players predetermined by the team leader drop their bio nukes.
8. Team leader (me) clicks final glowie, spawning D11 at that location.
9. Upon spawning, controllers/dominators do nothing but spam immobilize powers on D11.
10. Two players predetermined by the team leader drop chemical and nuclear bombs on D11.
11. D11 is then blitzkrieged with attacks by all players, and killed within 30 seconds, the lag time between the D11 spawn, and when the mine layers appear.
That's it. I'm certainly open to revising the foregoing, but this strategy has been fine tuned already with extensive in-game and forum feedback. Barring another dev patch, for example nerfing nukes in this TF (a specific concern of mine), I'm confident the strategy will result in successful acquisition of the badge. -

Um, yes, I know it was announced in the patch notes, once it was pushed live. Was it published in the test patch notes (was it even on test?)? To my knowledge, it was not, and a cursory search of the test forums buttresses my recollection. However, I'm more than willing to be proven wrong on the matter.
So, perhaps I've misused the official Interwebz version of the term "stealth." But in my view, pushing an unadvertised game mechanic change live is, ya know, kinda stealthy.

All this leads me to believe that nukes will be likely be banned by the developers in yet another "hissy fit" patch (a patch that changes the rules so that the developer's "ideals" are upheld despite player tactics). The problem with those types of patches is that players do one of two things: find another way to overwhelm & ignore the developer rules OR simply ignore the badge because it is too difficult to achieve using "sanctioned" methods.
What that will do is pretty much prevent most players from getting the Master of Tin Mage from that point on.
One wonders what they really have in mind. Do they really think eight players frantically running/flying/jumping around to avoid the mines makes for an interesting encounter? Especially when the mines are so ridiculously numerous, and have an extremely liberal trigger and blast radius? -

Next, I highly recommend running task/strike forces when you can. This is content that must be run as a team, and is a great way to meet other players. You can find a list of task forces here and strike forces (villains) here. Task forces require a commitment of time, typically one to two hours, so don't join one unless you can spare the time. There are a few exceptions (both shorter and longer), but by and large, this holds true.
If you're running solo, you can learn more about the game's lore (or, just to read a good story), by running the game's story arcs. These are sets of missions, strung together to tell a story, and given out by a single contact in the game. Hero story arcs are summarized here and villain arcs here.
Whichever server you're on, head on down to their specific forum. It'll be a good place to see if any events are being planned. I would also recommend you find a global chat channel for your server. For example, on my server, Champion, I use a channel called BMT of Champion (among others), which is used by players to arrange teams for badge collecting, monster hunting, and task force assembling. Some channels are private, and require an invitation, so I'd recommend inquiring on your server forum for global channel recommendations. Global channels are great, because once you join, you can access them no matter which character you're playing (just be sure to add the channel into one of your chat tabs).
One final thing, www.paragonwiki.com is a great source of information on the game. If you have a question about the game, you'll usually find an answer pretty quickly there.
Off the top of my head, this is about all the advice I can give for now. Good luck, and welcome back to the game.
Edit to add: a previous poster indicated that CoH has no end game. Historically this has been true, however with the recent issue, Issue 19, the first Incarnate slot was introduced. Incarnate slots allow players to make their characters stronger in a variety of ways AFTER they reach level 50. So now, for the first time, CoH players have an incentive to play their level 50s (beyond just wanting to) to collect the salvage necessary to craft Incarnate enhancements. Ten Incarnate slots have been announced, but only the first has been released, and it only partially. More information on the most recent issue, and on Incarnates, can be found here. -

They're not soulbound items, so the quickest way (cash permitting) is to simply buy them on the market. Otherwise, the other posters here make good suggestions.

Heh, honest mistake. Like Schismatrix says, the Magic Pack does stand up well on its own merits. But, the Origins Pack does have some cool auras. The one you originally mentioned, the tarot cards, I have as a combat aura on a recent Praetorian I rolled. It's pretty smexy.
