I'm making a mind/thorns dom and looking at permadom ( and even a little more) lvs of recharge. On my current build i have 133.8% recharge, 25% smash/lethal/energy defence and 15ish ranged defence. Got one powerpick and a couple of slots left. I was wondering: when you reach the permadom lv 3 , why throw hasten out? Hasten for me will be perma with 5 secs to spare and only one extra slot used.In the end, it still reduces the rech on skills like mass hypnosis by 2 secs or so, so why leave out hasten when it's so easily perma'd?
45.2% S/L Defense, 39.5% Energy Defense, 130% Global Recharge.
All in all it looks quite nasty. Only downside is you would have to rely on Ninja Run for your travel power but if you don't mind that its all goodIf you want to take a look at it then let me know

Real quick question about Fissure. I'm setting up a build here in mids and I as I hit Domination I watch it go from a mag 2 to a mag 1. My questions
A: Is this correct or does it turn to a Mag 3 stun?
B: Is it correct that its only a 33 percent chance to stun?

Very cool to see my question answered. As for the whole PPP and APP. I like the idea of keeping the current APP and creating villain ones and I wouldn't mind having hero side PPP as an alternative to the current APP on hero side. Might be nice to be able to have access to one pool of each after level 41.

I was just curious. Having Darkest Night in my DB/ELA build will I really need soft capped defense to S/L? I should say, would it make a significant difference on my survivability? Would it be better to get each of the defense to 30 instead of getting these two to 45? Which do you think would be better overall?

To avoid double posting I wanted to edit and add this. I mulled over it a bit and tried to stick to some cheaper recipes except for the purples and PVP IO's..... I know they will be quite expensive. Anyhow, is this looking better or worse so far. I like it cause all the typed defenses are at about 30 minus PSI but I can deal with that. That and with Darkest Night should add to the survivability I would think. I am not deluding that I am better then a tank, I wanna smash with my brute but since fury really takes care of that I can focus on surviving more things. Anyway, again... please discuss:

I had some questions on /ELA and was looking to the fellow forum goers for some advice.
I'm running a DB/ELA and Im really enjoing it. However, I was looking at my stats in the higher levels and began to wonder what would be best to work for. Optimally I want to get energize up as often as possible because its awesome . So far the build I have has about 61% to S/L Res and easily capped Energy Res. The rest are somewhere around 50% including Psi. The only one that seems low is my Negative and the obvious toxic with Negative being 35~36%. I was curious, would it be worth it to go for 20% positional defense to help with survivability? I know that it comes down to how you play and I plan to play my brute quite a bit (especially with going rouge) but statistically I want to get him and shined up as possible. I kinda liked the idea I heard earlier in the thread. The one about having less team mates means better damage and more team mates means better buffs.
0 Teammates: 35% Damage Buff, 0% Buff bufff
3-4 Teammates: 20-15% Damage Buff, 20-15% Buff Buff
7 Teammates: 0% Damage Buff, 35% Buff buff
Im sure the numbers would be off but that sounds kinda sounds awesome to me. Get a 5% trade off per member on the team. This way when your by yourself your damage is good enough to keep from going slow, when your in a mid sized team your can help with the pew pews and buffs and when your on a large team your buffs really shine! At least thats my wish :3 (Of course when I mean buff buff I mean buffs, debuffs, heals) -

Well with an Emp duo you have alot going on for you. I would say the milestone levels for your duo when you both get Fort, RA's, and when you get AB... well thats just nasty! As for your /Sonic Howl will become one of your favorite tools as well as screech.
Below I have made a build and I already took into account for having AB on each other so I added +100 recharge. If you care to simulate this then take out shout and replace it with shockwave and replace the IOs there with the Force Feedback: Chance for +Recharge because with AB on you from your wife thats what you'll have +Regeneration and +Recovery. Also, your AB, in terms of regeneration should give you about 59 HP per second. So because of that I worked in some damage bonuses 29.8 percent with Assault, if your wife is in range that goes to 29.8 + 18.8 = 48.6 Damage bonus and when you have Fort on you you take 48.6 + 31.3 = 79.9 Damage bonus. Not to mention 19.7 To-Hit bonus from tactics x 2 which = 39.4 and with fort that jumps to 39.4 + 29.3 = 68.7 To-Hit Bonus. I also put in hasten because with AB it should be Perma by about 8-9 seconds. So put that baby on auto and let the good times roll. If you wanted you could drop the damage bonus in Assault for manuvers with it two slotted and you can get more recharge and defense. If you do you can assume to have 32 Defense to everything, 35 if you have the +3% Def IO.
Either way this build does not use any purples but it does use some expensive procs so replace things as needed.
Anyhow, here is the build, if you have any questions for me let me know. Also, this is only one of many ways to build your character. I myself am used to being the lone Emp/Sonic on a team but this is at least how I would approach a duo at first, perhaps someone who has duo'ed with this combo could offer some better insight.

Well since I don't think anyone else will I will throw in a toss for Empathy. Why? Well theres a few reasons actually:
1-19
Low levels: In the lower levels, wether people like to think it or not, heals can be greatly useful. They work even better when paired with another low level defender who has shields. This way when damage gets through you can repair it. However this is a bit clicky to begin with. Once you pick up fort and some of your attacks your on your way.
20-32
Mid Levels: By this time you should atleast a set of attacks and some of your buffs. Id say by level 26, 3 to 4 attacks, fort and your RA's. By this level you really start to shine on teams of 3 - 4 because if you have Fort slotted with 3 recharge SO's you should have your recharge close to 30ish so you can keep that size team with fort which is really nice. In addition if you have any squished you can give them mez protection. You should have your howl on mobs to lower there -res and your two ST attacks for bosses and LTs. At this point you could choose leadership pool to follow next or if you want your group sleep or another ST attack.
33-50
High Levels: As you hit the epic pool levels you can choose that which fits your concept/playstyle best. As for higher level play you really have alot of time to attack to be honest. Depending on you use your Fort you wont really have to pass out teh H413z (heals) and if unless you have quite a few squishes on the team you shouldn't have to pass out CM too much. You will learn what mobs mez and what dont eventually so even with squished on the team you may or may not have to pass out CM. Thats about the most rigorous buff of the set as it only lasts 90s.
Some might think the combo to be a bit clicky, I personally find it a good mix of the two. When fighting AV's you can sit back and blast and toss out the occasional heal and buff,
when in mobs your RA's can work magic and everyone loves AB :P
That would be my most basic anaylisis of how Emp/Sonic goes from 1 - 50. Its was my first 50 and most played character to date so I thought I would share what I have learned about it.
Now, before I have to hide myself behind a Fire tank for all the flaming I'm about to incur I want to toss in my two cents for another set or two.
I would support Rad/Sonic as a viable pair because of your sheer debuffing ability. While I don't have one I have two defends one at 50, one at 46 with /sonic and a Controller with /Rad at 50. With this combination you will make AV's melt. The only thing that gets annoying with the set is if your team is steamrolling enemies it gets teadious to retoggle your debuffs over and over. Especially because it seems scrappers like to go for the glowing baddies... even when you set it on the enemy they never attack. In AV fights I can see it rocking like no other, in mob to mob... well I just don't really like the idea. Although I'd be lying to say I don't roll one now.
Another I think could be fun would be Sonic/Sonic. You get the toggle that makes scrappers weep with joyTwo awesome shields, clarify for mez protection, a bubble that gives yourself mez protection and Liquefy is fun
Plus if your going for concept its easier to pair the two together.

Seriously though, think of it, you use FS and let loose with your nuke! Then, on the next mob, pop a blue and use transference and your all goodRetoggeling anything you have will be so worth it.

Now, even with these posts so far I wanna put in a vote for Emp/Rad. Why you ask? Well lets talk about each of them independently.
Empathy
Early in the game the heals can be great while everyone is building up there stuff. I would even suggest teaming with other defenders that have their shields at lower levels so you can take care of the damage that does get through. Trust me, it will get through eventually. At higher levels you can still help the team with heals, just not as much. Higher up it is much more prudent for you to be casting fort, CM, AB, and your RA's (Recovery and Regeneration Aura) as much as possible. I like to say an Emp who is not spending time doing something is not doing it right.
When you look at your buffs if you do it one way you can have fort up every 16 seconds, your RA's up every 134 seconds, AB up every 80 seconds, and CM is pretty much always up. Mind you this is with some slotting but even still at its basic level it still can keep you busy but does allow you time to keep blasting too. In the later levels between buffing and blasting you will find that you can use your aura for that attacks that do get through and your Heal Other for when someone gets a good hit on em. If you so choose to take Absorb Pain (I didn't) you can use it for when someone is hitting red and needs the oh crap button. Although, so far in my experience its when someone catches too much aggro then they can handle and they will prolly die anyhow, it happens. Then again, when it does, there is always Vengence ^(0u0)^
Radiation Blast
See, this is one set I really like because of how I have seen it played but never used it myself. Your first attack can be a real proc monster and so can your second! With ability to attach atleast 1 damage proc and Acchlies' Heel in them and you got some real potential. Plus, each of your attacks are lowering the defense of your target making it easier and easier to hit. Some rads dont even suggest slotting for accuracy because of this. Obviously though YMMV (your mileage may vary) Yes, with /sonic you can really make things melt, its one of the reasons I stuck with it. Now, on the other hand if you just don't care for that then thats fine because rad is a nice blast set as well. 3 of the powers do want you to get in close so you will prolly spend some time jumping in and out of melee range.
Keep in mind that a build can be really effective or defective not only base on what you use, but how your using it as well. In any case I hope that you enjoy either build because both can be fun. I will allow some else to elaborate on Rad/Rad since there are seemingly more in favor of a Rad/ than an Emp/. Still, don't be discouraged if you go emp, it can be really fun and useful too -

If you're really healing-oriented (and I hope you mean buffing-oriented, because that becomes your major role at higher levels) , and taking Empathy, I'd suggest picking a secondary with side-effects that are good right out of the box, without needing slots early on in your build. /sonic is excellent because of the -res, and there's a nice big cone (Howl) that you can pick up at level 4 for that effect.
Radiation is really not a healing primary, and if you're playing it to heal, you're going to find that it's a frustrating set. Its aura heal is pretty anemic, even when slotted.

Well it really depends on how you want to build your character. I would say with a Rad you want to maximize on your debuffs and recovery so you never have to worry about your toggles dropping.
However, there are really plenty of ways to build your character. I build my first 50 to get perma hasten, some position defense, recoveryFor my next 50 defender I will soft cap all my positional and get 75% to s/l .
There are plenty of ways you can build your character, but the question is what do you want to do with it? Some people are just happy with frankenslotting and having little or any set bonuses, some need to rock out with purple sets. What would you like your Rad/Elec to do? -

Now THAT would be awesome... just think of all the sticky gooeyness that you could accomplish with such a powerset. It would actually be the polar opposite of FF, or at least its mirror image. It would have "bubbles" sure, but the rest of the powers?
Where FF has knockback, Bubblegum Domination would have holds and immobilizes. But it would make a better Controller primary instead.

Have you thought of making a Kinetics/Sonic defender? I have one and let me tell you it can be quite the beast solo. Also when your on a team you will beloved and even hated by some. Fulcrum shift is a very, very, nice damage bonus to the team and if you work it right you can even have it up every spawn to keep your damage capped as well. Also, I am personally a fan of Increase Density because its kinda like a clear mind but with some smash/lethal resistance. Also, you can help take care of those who have end issues with Transference and stunt the regen of bosses with and heal your team with Transfusion. Did I mention that it has built in travel powers with Siphon Speed and Inertial Reduction?
Its a really nice set but there is only one small quick. Its a mid-close range team. You need to be in a certain range to gain benefit of the buffs but as you play you will pick this up too. This is just one of the combination's I would suggest. You could also try mixing Kin with Rad to make your powers more accurate too.
Thats the best solo Defender I have made at this point but the other posts above offer some really good advice as well. Good luck on making your new defender -

Yes, I will agree with one overwhelming theme:
EMPATHY IS NOT MERELY A HEALING SET AND THERE IS MORE TO THIS GAMES DEFENDING THAN HEALZ .
That fact can not be overstated to newer players. Yes, it has 3 heals in the set and a rez, however, it also has 2 awesome aura buffs as two wonderfully fantastic buffs in AB and Fort a great mez protection tool with CM. I think we can all agree that far.
However, here is where I stop agreeing with this thread. Why do you hate Empathy so bad just because there are retards playing? I mean really, lets stop and think like the logical defenders we claim to be. Empathy is not as useless a set as its being made out to be. I really get as tired of hearing "can u heal me in AE plz?" as I do of "go roll a real defender" remarks. An Empathy Defender is not a useless tool on an experienced team. A real empath defender is throwing out fort as much as possible, guarding the squishies from mez, mitigating that damage that does manage to get through, and blasting the crap out of baddies.
Oh and before you say "but Sonic, a well built player already has the tools they need to manage there own HP by lv50" and I have this to say, forget not that they also have the tools to manage there own damage mitigation. Lets be real, the tools we get to use take the power they have, magnify it, and make the baddies cry. This is true of all the defender sets. Seriously, all of the defenders sets do things well and when played right can amplify a teams ability to take spawns and cause them to steamroll and/or steamroll faster. Now, when played without finess or skill they can help cause the team to drop just as fast.
Now, with that out of my system just remember this, there are idiots with prebuilt bias to each set. Said players think only the heals from empathy are what they need, why is force fields knocking down and knocking back enemies, why shouldn't I kill the glowing green or black baddie first, why would I want SB, who think the only trick in trick arrow is that you call yourself a defender or the ever classic "ick this buff hides my costume, turn it off" kinda players. The reason why they remain idiots is their limited view. They see instant gratification when the green numbers go up but don't understand the multitude of benefits they get from debuffs, buffs, and the damage we do as well. They honestly believe that the reason they don't need the buff/debuffs is that there killing things to fast on there own. Lets ignore those people and work on developing the strengths and effectiveness of ALL defender sets and combinations instead of beating on Empathy like the red headed step child.
