City of Heroes (and City of Villains, the two games are officially one game now) is a fairly demanding game. It may be over four years old, but Cryptic and NCSoft have added a lot to it over the years, including physics and fancy graphics options. If you are going to play serious games, you need to be serious about computer upkeep. So heres a few quick bullet points:- Run a disk defrag every month or two. (Many folks run them every week!) You do this much like the disk check, only select the defragment tool instead of the error checking tool. It also takes a long time to run. If you are going to do both, do the error check before you do the defrag.
Running a full disk defrag after every patch is more time than most people, me included, would want to bother with but there's a quicker way to target just the files in your CoH directory using a utility called "contig" available from microsoft that will defragment only the files/directory specified.

It only takes another minute or two to run after a patch is done applying and gets the CoH files fully defrag'd again. Here's an example of the shortcut target I use to tell it to defrag everything in CoH and all subdirectories: C:\SysInternals\Contig.exe -v -s "c:\program files\city of heroes" -
I'm pretty sure the E in PvE never once complained about the P having an overwhelming advantage. It doesn't need to be "balanced" to give a level playing field because all the paying customers are on the same side of the v. PvP is... different.

I tend to regard it as a pretty major red flag when someone is trying to buy a spot on a team. Knowing that payment is entirely unnecessary, few of the motivations I can speculate on reflect well on the person offering so I just avoid them.

I wouldn't tell it to a badger because they're of no concern when it comes to pvp. Except of course when they come into a pvp zone and start complaining because pvp didn't come to a halt so they could badge. Fortunately the fact that it's pvp makes this problem self-correcting since they just get run over in traffic.

The badges required for villain accolades are exploration badges, easily obtainable by anyone regardless of build. The only way to fail is through sheer stupidity. For instance, walking into the zone and announcing your intentions in broadcast along with a request to not be attacked. Then rushing straight into a crowd of enemy. As idiotic as that sounds, I see people do it every day.
For shivans and nukes, organized opposition in bloody bay or warburg is non-existent.
None of the time or rep badges are required for anything. A badge represents having done something. If you aren't interested in doing what the badge signifies, no cake for you. -

PVP is like that. It's not about paying dues, it's about taking the time to learn how the content works and developing a strategy to get what you want out of it. If you are unwilling to invest then you will fail at it, just like you will at the more challenging PVE content.

There's no way to completely eliminate the risk of def debuffs opening you up like a tin can. Fight long enough against enough of them and eventually they'll run off a streak of hits. That's said, with grant cover and ~40% or better defense there's no reason that relatively uncommon occurrence has to result in your death.
Cascade failures are uncommon enough that I can always have a couple lucks/greens in reserve to cover me for the few seconds it takes for the debuffs to wear off. -
Mixing pve and pvp is pure fail for both. If anything, the amount of pve in the pvp zones, especially RV, needs to be toned down.

If you look at sonic by itself, it's not too bad on its own merits. When I was leveling up my sonic it was a heckuva lot of fun to play and made a solid contribution to teams. How it compared to other sets was irrelevant because it was my current project and I was having fun with it and didn't have trouble finding/forming teams.
On the other hand... nowadays when I reach into my bag of 50s to pull something out for a TF, I end up judging it in comparison to the other sets and pick something else every time for reasons others have mentioned already. It's too one-dimensional, liquefy recharges too slow, etc. All the other sets seem to bring more to the table to ensure a smooth, quick TF. As a result, my sonic only gets out of the garage every couple months, if that. -
Minor footnote: The only one of those TFs the lvl 32 cold can actually go on is katie.

ITF/Dr K - I want at least one good debuff set to ensure the finale goes smoothly. If I don't already have a debuffer I'd take Rad or Cold out of the choices you offered. Otherwise, any of them is fine.
LGTF/Katie - Doesn't matter. The team will easily overpower the AVs on LGTF and you can make most combos work on Katie, the rest of the stuff is no particular challenge. Players knowing the ropes counts far more than the particular power sets on these two. -

If you are going to spend most of your time in zones, you can probably get by with less than 40. It's just not that common for blasters to bother with power thrust in zones and defenders with power push are rare enough to almost not be worth considering.
In the arena, people will put you on your back with regularity and it's definitely worth having the extra protection. -
Unless you're on a kin or emp, where people pester you for buffs/heals like baby birds chirping for their next meal, being a defender is pretty relaxed most of the time. By relaxed I mean you do what you want, when you want, at your own pace and nobody pesters you for anything.
Very few players will have the situational awareness to notice what, if anything, the rest of the team is doing unless there's a team wipe. Even then they're likely to just figure it means they need more healers anyway. -
My thought was to go with a lot of +regen, +hp and a bit of range. Along with kb protection and hiberphase. Feedback appreciated.

I clearly recall that when the option to purchase server transfers was first announced they included a disclaimer along the lines of the game might be server-less/merged one day, maybe, possibly so don't come complaining to us if you spend money on transfers that later become moot.
Of course that's not even in the same universe as saying that they will merge servers one day but it's not the same as saying they have ruled out the possibility either.
Caution, pure conjecture follows: I would guess that the namespace unique name issue is the biggest roadblock to eliminating/merging servers. Based on the changes they've made over the last year or two to enhance the use of global names I might further guess that they are laying the groundwork to sidestep the namespace issue by making all player chat use global names when the time comes to go server-less. -

The pool of players experienced in ITF speed runs is pretty broad and deep these days. It's hard to grab 8 random people and get more than 1 who doesn't have a several speed runs under their belt.
As long as the person who assembles the team makes sure the power sets/ATs are a proper mix to get the job done the chances of finishing an ITF pug in 30-40 mins are very high. This also tends to happen naturally as the people who take the initiative to form an ITF and recruit also tend to have a lot of experience at it. -
When you've just dropped 9 figures on a recipe, you want to craft it nao. An extra 10-100k on a piece of salvage doesn't even register.

You'll be just fine as far as being able to survive the agro and even better than an actual tank with your big aoe heal, but you'll need to communicate well with your teammates for it to work. They need to understand that you are the center of the safe zone and they need to stay in it because mobs will readily wander off from you to beat on them if they agro from a distance.
I'd mention the anchor but we all know that playing whack-an-anchor is the favorite sport of all teams and so you'll just have to manage the dead-anchor intervals with your other tools. -

Build for flexibility. Buff as available. Heal as needed. Blast as opportunity or need arise.

TA does annoy me, I don't deny that. But like mentioned by others, it's nothing more than an annoyance. Don't think I've been killed by a TA a single time on any toon ever. That's why I don't like them. The whole set exists just to annoy people. Other than that, they can't really do ****.
Also, a little too much is made of glue being auto hit. Yes, that's a very useful thing but the target has to already be on the ground to fire glue arrow only the occasional meleetard is going to be standing around waiting for that to happen. Glue also has a longish recharge and not that much range. There's the option of following a jumper button mashing glue until you get lucky with the timing but that will mostly just get a TA killed by other agro.
The mainstay of the set for grounding people is entangling arrow, which needs a tohit check but has a reasonable range and very, very short recharge. After entangling, the next priority is usually to leave the target with acid arrow and then finally glue if it's available. -

I've really not seen any good players play the set, but maybe because even good players look bad when playing a zero skill set. Using one autohit ranged AoE power is kinda lol. And that's essentially the whole set. Yeah, acid is ok, but pretty much just for keeping stalkers out of hide.
